I recommend that NASA, NASA Shared Services Center negotiate with Butler Parachute Systems only for the procurement of the two test parachutes for high altitude balloons and the execution of the drop tests and delivery of a report, documenting these tests. The total estimated cost of this effort is approximately and the estimated period of performance or lead-time for delivery is prior to October 31, 2025.

Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Butler Parachute Systems has successfully passed a critical design review with NASA for a parachute for high altitude balloon systems. This specific parachute is the one that the program requires for flight.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If Butler is not chosen, the government will require a full design cycle and successful completion of another critical design review. This will waste the invested in Butler and require spending another to complete a new design cycle.

Using Butler Parachute Systems is critical as this vendor provided the the existing approved proprietary design completed at the conclusion of the NSSC25PA325. The vendor possesses the specialized knowledge for producing their design that no other entity has.
