About this file

This Statement of Work (SOW) details NASA's requirement for the production and testing of two NASA Balloon Cruciform Parachutes designed for a 3500 lb suspended load. The contractor must manufacture two parachutes using a previously approved design, with NASA providing the apex and base rings. The project involves coordinating and performing drop tests from a minimum altitude of 15,000 ft, with specific data collection requirements including video documentation and a 6-DOF accelerometer measurement.

The final deliverables include a manufacturing report with material conformance certification, two completed parachutes, and a comprehensive testing report. The report must include a post-flight inspection, recommendations for future use, and an analysis of drop test data compared to the previous contract's design analysis. The contract is to be completed by October 31, 2025, with all work performed at contractor facilities within the continental United States.

STATEMENT OF WORK

1. Objective/Requirements Production of two test parachutes, for a 3500 lb suspended load, and subsequent drop testing via aircraft. Data collection and a report of the findings with analysis to be delivered with the two parachutes following the post-test inspection and analysis.

2. Characteristics, Scope, and Specs The contractor shall perform the following duties:

• Manufacture two parachutes of the design approved at the conclusion of the

80NSSC25PA325 contract. These parachutes will be referred to as the NASA Balloon Cruciform Parachute.

o NASA will provide the apex and base ring for each parachute.

• Coordinate and perform a drop test of each parachute from an altitude of 15,000 ft or higher.

• Parachute shall deploy and descend in a manner that most closely represents normal

NASA balloon payload recovery.

• Data collected from these tests shall include, at a minimum:

o Video of the test that clearly shows canopy deployment.

o 6-DOF accelerometer located at the center of the dummy payload with 100 Hz data-rate.

• A test plan shall be provided to NASA for approval prior to performance of the drop tests.

• The final deliverables to include:

o Manufacturing report for the test parachutes with a certificate of conformance or test validation for all materials documenting that it meets or exceeds the specifications of the previously designed NASA Balloon Cruciform Parachute.

o Two NASA Balloon Cruciform Parachutes with NASA provided apex and base rings.

o Testing report that includes:

A post-flight inspection of the parachutes and recommendation on suitability for subsequent use.

Presentation and analysis of the data collected from the drop tests and an updated design analysis provided in the 80NSSC25PA325 contract.

3. Place of Performance Contractor provided facilities within the continental USA.

4. Period of Performance Contract shall be completed NLT October 31, 2025.
