About this file
This Statement of Work (SOW) details NASA Sky Range's requirement to replace a failed air conditioning unit for the Global Hawk Mobil Operation Facility (GHMOF) at NASA Armstrong Flight Research Center in Edwards, CA. The project requires a one-for-one replacement of a wall-mounted Bard air conditioning system with specific technical specifications, including a 5-ton heat pump, 230V 3-phase 60 Hz AC power on a 50-amp circuit, with no electric heat or vent package. The contractor must mount and install the new A/C unit using existing ducting and wiring, connect it to the internal A/C controller, and service and test the unit's operation. The performance period requires delivery by December 31, 2025.
The document also includes an additional section on Artificial Intelligence (AI) requirements for contract performance, mandating contractors to disclose AI technology usage during contract fulfillment and providing additional requirements for contracts acquiring covered AI systems or services, as defined by OMB memo M-25-22.

STATEMENT OF WORK
1. Background The Global Hawk Mobil Operation Facility (GHMOF) is a transportable facility that is designed to command and control an unmanned Global Hawk aircraft while deployed at various locations. It contains all the electronic equipment to communicate with the aircraft as well as the pilot’s controls and displays. Due to the heat generated by the electronic equipment and the outside air temperatures, the interior needs to be cooled for normal operations.
The GHMOF was designed with two wall mount Bard air conditioner (A/C) systems, one functions as a backup, to keep the electronic equipment and personnel cool during flight operations. One of the two A/C units has failed and was removed from the GHMOF. The NASA Sky Range project would like to replace the failed A/C unit to maintain the primary and backup air conditioner configuration.
2. Objective/Requirements NASA Sky Range has a requirement to install an air conditioning system on the GHMOF to replace the failed unit. The desire is to make this a one-for-one replacement that uses the same mounting location, power requirements, controls, and cooling requirements.
3. Characteristics, Scope, and Specs
The contractor shall perform the following duties:
• Mount and install a new wall mount Bard A/C unit on the GHMOF using the existing ducting.
• Utilize existing air supply and return duct dimensions and mounting locations.
• Using the existing wiring, connect the A/C unit to the power supplied by the
GHMOF.
• Connect the unit to the A/C controller inside the GHMOF.
• Service the A/C unit and test its operation in the GHMOF.
• HVAC Unit Specifications o 5 Ton Heat Pump o 230V 3 phase 60 Hz AC power on 50-amp circuit o No Electric Heat o No Vent Package o Note: Existing Bard unit on the GHMOF can be assessed for further details.
4. Place of Performance
NASA Armstrong Flight Research Center Edwards, CA 93523
5. Period of Performance
Deliver by December 31, 2025.
1) Use of Artificial Intelligence (AI) During Contract Performance (SEP 2025) which requires contractors to disclose the use of AI technologies at any time during the fulfillment of the contract. This requirement statement must be included in all contracts (including orders); and
2) Artificial Intelligence (AI) Acquisitions (SEP 2025) which provides additional contractor requirements when the contract is acquiring covered AI systems or services as defined by OMB memo M-25-22. This requirement statement must be included in all contracts (including orders) when acquiring covered AI systems or services. Covered AI systems or services and exceptions are listed below as defined OMB memo M-25-22).
