☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The replacement of an existing MTS Controller is needed for equipment located in the Materials Research Lab within the Research Directorate for the Durability Damage Tolerance and Reliability Branch (DDTRB). MTS equipment systems are an important part of laboratory testing. As these systems get older and fail, it is important to upgrade the systems to increase maintain functionality. We are replacing a failed controller with these new system. Compatibility and interchangeability are needed for use with existing MTS hardware and software that are currently in use supporting the NESC, and multiple branches. The specified systems and vendor will ensure compatibility which is critical to ongoing work in the lab. Re-installation, calibration, and repair are needed on this equipment which is distributed across both buildings and organizations to maintain functioning of the laboratories. Due to the complexity, need for manufacturer specific parts, knowledge of equipment, and need of warranty, MTS is the only source for these services.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The selection of any vendor other than MTS will affect the schedule of planned work, cause possible loss of operation of the equipment, and require a postponement of projects and critical flight required activities.
