This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

The EDU Motiv DELTA Controller stack to be obtained is to be sourced directly from Motive Space Systems. Motiv has developed a unique, modular FPGA-based architecture that provides multi-axis motor control capabilities from a single integrated system. The controller offers several distinctive characteristics that justify sole source procurement including flight-heritage design, use of RS422 communication and ability to drive external circuits such as for brushless direct-current (BLDC) or stepper motors or brake circuits. This is compatible with the selected Q7 computer and Maxon BLDC motors that also have flight heritage. The power supply is 28V which is compatible with the operational power supplies chosen for the DOPPLER and LSM projects. Evaluation of alternative motor controller solutions reveleaed that while other manufactures produce motor controller systems, none offer the specific combination of modular architecture, multi-axis capability in a single compact unite, and flight proven heritage that match the DELTA stacked controller specifications.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Given our prior market research and operational experience, the requirements for the multi-axis motor control capabilities specified cannot be met by any other commercial entity with the same combination of flight heritage and compact form factor as the EDU Motiv DELTA Controller. The motor controller is required for satisfying critical project milestones of DOPPLER and LSM projects. The Controller will be used in path-to-flight demonstrations of the DOPPLER and LSM system following FY26 project schedule milestones, and thus not receiving the Motiv DELTA Controllers in a timely manner would severaly impact project schedules by as much as 6-12 months. Additionally, transitioning to an alternative motor controller would require a redesign of existing hardware interfaces and potential incompatibility with existing power, communication, and mounting system already designed around Motiv Specifications.
