Statement of work: Handheld Radios
Background:
NASA’s Advanced Capabilities for Emergency Response Operations (ACERO) project.
Wildland fires are an epidemic across the United States. Decades of suppression-focused firefighting and rising temperatures have made ecosystems vulnerable to increasingly devastating wildfires. As temperatures rise, firefighting communities expect an increased strain on their procedures and resources. These resources and procedures have proven successful for many years but have been sluggish to adapt and grow alongside technological advancements. Individual agencies and organizations have slowly modernized their equipment to their own unique capabilities and standards, causing disconnect in large incident collaborations.
Aerial systems provide effective means for incident surveillance, incident management, logistics operations, and suppression in support of ground crews.
According to the U.S. Department of Agriculture (USDA), each drop from an aircraft had an 82% probability of success. However, while successful, these operations are often in low-altitude, high-risk environments, making aviation one of the most dangerous areas of wildland firefighting.
The National Aeronautics and Space Administration (NASA) is invested in finding ways to leverage its expertise in aviation, technology, safety, and innovation to support the firefighting community’s efforts and capabilities. This Airspace Management use case is part of a Concept of Operations (ConOps) that assess current-state airspace management practices and procedures in order to investigate and propose new ways to improve the Situation Awareness (SA), effectiveness, and safety of all wildland fire airspace participants.
What is needed:
The vendor is to provide 18 handheld Silvus 1700 radios and associated equipment for field deployment like antennas, batteries, connector cables for interfacing via ethernet and serial busses. The vendor is to provide Wi-Fi dongles for ease of programing for the radios.
