About this file

This document is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source or Brand Name form, specifically a Brand Name Justification for Silvus radios. NASA is seeking to procure Silvus radios (now owned by Motorola) with specific technical requirements, including Mobile Networked MIMO (MN-MIMO™) waveform, multiple modulation types, encryption capabilities, and frequency bands ranging from 2025-2110 MHz. The justification highlights that the current flight service provider already uses Silvus radios, and changing to another brand would result in significant project delays, potential radio interoperability issues, and potentially months-long certification processes.

The document outlines potential impacts of using alternative radio systems, including a 6-12 month project setback, additional certification requirements, and complications with Radio Frequency Authorization (RFA). The estimated period of performance is 120 days after award, and NASA has already discussed the radio system's operation with the NASA Spectrum Office and received approval. The justification emphasizes that other mesh radios cannot inter-operate with Silvus radios, and the cost of purchasing an alternative radio set would be comparable, making the Silvus radio the most practical and efficient solution for the project.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

OR

Brand Name Justification:

☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Silvus now Motorola company just purchased for Silvus radios and accessories. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 120 days after award.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Service provider utilizes the Silvus radios. Project management decided to utilize Silvus radios.

As part of minimum success criteria requires Silvus radios. Specific radio information Waveform-Mobile Networked MIMO (MN-MIMO™) , Modulation-BPSK, QPSK, 16-QAM, 64- QAM , Channel Bandwidth 5, 10 & 20 MHz and 1.25, 2.5 MHz , Encryption-DES Standard, AES/GCM 128/256 Optional (FIPS 140-2 Level 2 certified), Suite B , Tuning Step Size-1kHz , Data Rates-Up to 100 Mbps , Error Correction coding-1/2, 2/3, 3/4, 5/6 Rates , Antenna Processing- Spatial Multiplexing, Space-Time Coding, TX Eigen Beamforming, RX Eigen Beamforming , Spatial Streams-1 or 2 , Total Power Output-1mW – 4W (variable) (up to 8W Effective w/ TX Beamforming) , Latency-7ms Average , Sensitivity- -99 dBm @ 5MHz BW , Frequency Bands- 2025-2110, Federal S 2200-2300, S Band 2200-2500, 2.4GHz ISM 2400-2500 MHz.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Minimum success criteria will not be met for the project. The Flight Service provider utilizes Silvus radios. Other mesh radios cannot inter operate over the air with Silvus radios. If another radio was to be selected it would cost as much, to purchase the quantity of radios. The project would be set back 6 months to a year if it would required to us a different set of radios. Also Certificates to purchase of another radio would be required, which could take months. Authorization (CATSCAN/OneSource and 889 compliance may take additional time. This software defined radio, NASA GRC has discussed operation and use with NASA Spectrum Office and have received approval to acquire and use. Spectrum and use depends on a Radio Frequency Authorization (RFA) NASA has several RFAs in place for this radio system. If an new RFA is required it may take 6 months or never receiving approval.
