☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from W. L. Gore & Associates, Inc. for RF Cables. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 8 weeks.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Gore Phaseflex cables are being selected for use in the Lunar Communications Relay and Navigation Service (LCRNS) Interoperability and Performance Test Bed (IPT) for their known excellent phase and amplitude stability and their high-power handling capability. Their ruggedized designs provide longer field-service life and reduced risk of assembly damage. The technical performance and durability of Gore cables have been proven and are the cables of choice for other GSFC in-house flight projects. The quoted lead time of eight weeks meets the LCRNS IPT’s need date, with very little schedule margin.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
Gore is a recognized leader in the field of RF cables. Other providers do not have the durability and reliability of Gore cables. These cables will be used in a high precision test system and the reliability and durability of Gore cables is widely recognized.
