About this file

This is a Recommendation and Determination to Solicit from One Source document from NASA Shared Services Center, specifically recommending a sole source procurement from Saratech for Post and Simulation Kit Development. The period of performance is 6 weeks after receipt of order (ARO).

The justification states that Saratech is the only Post Developer providing a complete post and simulation solution for NASA Langley Research Center's (LaRC) Software and Machine combination. Saratech already possesses the core knowledge and machine information required for development. The document emphasizes that using another vendor would require developing new core knowledge, incur additional software development costs, cause schedule delays, and increase risk of damage to NASA equipment. The procurement is characterized as vital to NASA's past investment, and pursuing alternate services is deemed operationally cost and time prohibitive. The document is dated January 23, 2025 and was created using version 2.0 of the form dated March 15, 2017.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with Saratech only for Saratech Post and Simulation Kit Development. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 6 weeks after receipt of order (ARO).

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Manufacture Name for Product being purchased. The total estimated cost of this effort is $Dollar Amount and the estimated period of performance or lead-time for delivery is Date .

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

Saratech is the only Post Developer advertising a complete (post and simulation) solution for NASA Langley Research Center (LaRC) Software and Machine combination. There are unique elements to every post that require development. Those elemenmts are built off of a core that contains all of the required information/machine knowledge. Saratech already possess that core. Extensive systems, workflows, and other artifacts are in place within NASA LaRC and this procurement is a continuation of the existing implemented setup. The distinctive features of the requested services are considered standard in LaRC’s current work processes and system architecture.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Use of another vendor/brand would require the development of the core knowledge mentioned above and likely incure additional software development costs and produce schedule delays. This approach would require a more rigorous testing phase and present an increased risk of damage to NASA equipment and project hardware. This procurement ensures that the NASA equipment stays operable and calibrated within specification to perform daily work. This procurement is vital to NASA’s past investment. To pursue the evaluation or procurement of an alternate service would be both operationally cost and time prohibitive.
