About this file

This document is a Statement of Work (SOW) for a federal contract opportunity to procure a Load Cell Indicator Straight point Wireless Link system with two compatible 2" shackles, with a capacity of 120,000 lbs. / 55t.

The SOW outlines the background, objectives, and detailed requirements for the load cell indicator system, which is needed by NASA to weigh and assess the center of gravity of heavy industrial items such as aircraft parts and science instruments. The system must meet specifications including an aerospace-grade aluminum construction, wireless range, ability to read multiple load cells, and hazardous area certifications. The vendor is responsible for delivering a new calibrated system, providing all related cables and connectors, and furnishing operation/maintenance manuals. Delivery is required by December 30, 2024. This is a Brand Name or Equal To solicitation, set aside for small businesses, with net 30 FOB Destination terms to the NASA Armstrong Flight Research Center in California.

RFP/Contract No. Load Moment Indicator for Broderson 8K lbs. Mobile Crane, Model IC-35-2B July 31, 2024

1.0 Background

• Load Cell Indicator, straight point, wireless link with two compatible 2" shackles o System capacity 120,000 lbs. / 55t o The Load Cell’s primary function is to weigh or check the load exerted on Lifting Device Equipment (LDE) and to assist in identifying the Center of Gravity (CG) of loads.

o NASA has many industrial-sized aircraft parts, science instruments, and construction projects for which exact weights and CGs are unknown. The “Load Cell” is an industry-standard tool used to assess heavy loads and detraining CG.

o Other load cell indicator applications are “Proof & Load” testing of new & existing LDE at the center.

o The load cell indicators validate LDE equipment safety margins, assist in identify CG, and ensure the center’s compliance with regulatory requirements of NASA-Std, OSHA, and ASME.

3.0 Requirements

Unit shall meet or exceed the following requirements:

• Load Cell, Straight point, wireless link with two compatible 2" shackles

• System Capacity 120,000 lbs. / 55t o Harden anodized aerospace aluminum o Hardened bushes to accept industry standard shackles o Internal Antennae o Environmental protection IP67 or NEMA6 o Angular ends to reduce weight and snagging when rigged

• Load Cell Handheld Remote o Wireless Range (2.4GHz), Range 1000m to 3280ft o Reads up four load cells simultaneously o Low Battery Level o Signal Strength o Audible Overload Alarm 80dB o Multiple Display Units t/lbs./Kg/KN o Bluetooth output and can be connected to any smart phone running SP’s free HHP app on iOS or Android, at ranges up to 100m or 328ft.

o ATEX/IECEx for hazardous areas, zones 0, 1 & 2.

o Providing a wireless range of up to 500m or 1640ft to SW-HHP-ATEX handheld.

Purchase of a new 2024 model or newer

• 2-year parts labor warranty

Delivery Information:

NASA Armstrong Flight Research Center

Bldg. 4876 Warehouse #6, Lilly Drive Edwards AFB, CA 93523

Business hours of AFRC are Monday thru Thursdays 8-to 3pm daily.
