NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
PICK ONE
Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter
Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide a Simplex Isolation System’s, Inc. AirLock modular enclosure system with PolySim wall inserts and Gordon Phantom electronically commutated motor type HEPA fan filter units. The total estimated cost of this effort is $51929.56 and the estimated period of performance or lead-time for delivery is 24 weeks.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
Market research has found that the Simplex Isolation System’s AirLock modular enclosure system with
PolySim wall inserts, as well as the Gordon Phantom electronically commutated motor type HEPA fan filter units can provide Class 10,000 (ISO7) level isolation at best value to the Government. The PolySim brand from Simplex Isolation Systems features low maintenance, long lasting visibility (compared to
PVC) and long-lasting humidity independent ESD properties. The Gordon Phantom ECM units have standout operational features including long operational lifetime, low energy usage, and minimal noise compared to other units. The reduced noise is particularly needed as it will be in a shared operating space.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If other brands are used, there could be impact to schedule, cost, and functionality. The AirLock
Enclosure from Simplex Isolation Systems’s is a proven environmental isolation system which features modular wall panels with latch-together design for quick assembly and allows for easy expansion for future needs. PolySim is a specialized polymer blend, trademarked by Simplex Isolation Systems, which is static dissipative, does not require humidity control, low out-gassing, no particulates, and high see-through clarity. Gordon Phantom ECM units have standout operational features including long operational lifetime, low energy usage, and minimal noise compared to other units. If another brand is used, significant time would be required to assess the differences in specifications, materials, assembly, expandability, etc. The additional effort to assess another brand also adds significant schedule impact.
