ATTACHMENT 1 – STATEMENT OF WORK
U.S. Department Of State Bureau of Public Affairs Statement of Work Broadcast Television Studio Variable Color LED Lighting System Upgrade Background:
The U.S. Department of State, Bureau of Public Affairs (PA) engages domestic and international media to communicate timely and accurate information with the goal of furthering U.S. foreign policy and national security interests as well as broadening understanding of American values. Target audiences include global news media organizations and the general public to convey U.S. foreign policy messages and initiatives. PA employs a wide range of media platforms to fulfill this mission, and like many global communicators, video products and services are core elements of this engagement. These video products and services include national and international live and taped media interviews (including fiber and satellite hook-ups); and using social media and other web-based platforms to engage and inform domestic and global journalist and general audiences.
At the very core of this mission is a sophisticated, digital broadcast television production facility at Main State that includes a television studio and state-of-the-art master control room. The television studio has live global reach, because the State Department’s television facility functions as both teleport and broadcast production facility, originating, receiving and transmitting television programming to and from teleports and production facilities all over the world, and supports the Department’s web streaming as well as video-on-demand web services. The Department has a robust, multi-path broadcast fiber network that is interconnected with Verizon’s Audio Video Operations enter (AVOC) and provides the Department with direct broadcast television transmission access to the most capable global television services and news organizations, including Associated Press Television News (APTN), Reuters, Eurovision, Voice of America, Level 3 Vyvx Communications, Encompass Digital Media, Al Jazeera, and Al Hurra. The daily use of this investment and resources gives the department access to well over 75% of the world’s television viewing audience.
Purpose of Task:
The US Department of State is seeking a television broadcast facility lighting system integrator to provide the following services and components to convert the television studio’s existing incandescent lighting grid system to a variable-color LED lighting grid system:
1. System design
2. Control hardware and software
3. Variable-color LED lighting instruments, cables, mounting adapters, etc.
4. System training
5. Overall project management
Studio Description: (Pictures follow in Exhibits 1 and 2) The Bureau of Public Affairs, Office of Video Services (PA/OVS) broadcast television studio is a small insert stage designed for typical “sit down” interviews of department officials and limited (2 to 3 guests) “panel” discussions. It includes a traditional, permanent 3-wall set that allows for a standard 3-camera shooting configuration. The working space dimensions range based on the angles of the flats, with the rear of the set approximately 8 to 10-feet wide and the foreground approximately 14-feet wide. The working depth of the set is fairly shallow, approximately 12-feet.
The pipe lighting grid is 10 feet from the studio floor and is approximately 16 by 18 feet. The grid includes active and stored incandescent light fixtures to allow for the range of studio use. The grid includes a 120-amp power distribution among (6) 20-amp twist lock receptacles spread out across it. The studio uses a portable 6-inch riser that is in sections but is used full-time.
Primary Studio Applications:
1. Single camera, single subject sit-down interviews (producer off-camera)
2. Two or three-camera, single/dual subject sit-down interviews (journalist on camera for questions and cutaways/reversals)
3. Seated or standing single subject direct address to camera remarks (video messages or live/taped interviews with remote journalist (“talkbacks”) Deliverables/Project Requirements:
Responding proposals should include:
1. A review the specifics of the studio set and studio applications to provide an overall design summary on the most appropriate system to deploy to best meet the Bureau’s needs.
a. Include consideration for including 4 to 8 of remaining incandescent instruments (Arri 300’s & 150’s)
2. Proposed variable-color (3200-5600) LED lighting system control hardware and software, (identifying system control components) for an agile system that meets the parameters of the design.
3. Identification of the instruments (brand and model names and/or numbers) and accessories/cabling/mounting adapters that will fulfill the system design.
4. System training plan for up to 4 technicians, including schedule (duration, not dates)
5. Overall project management plan to fulfill requirements of the project.
