Sounding Receiver for VSFB This is a Request for Quote for commercial items. This announcement constitutes a formal request for quote and a written solicitation will not be issued. Quotes shall be submitted through SAM.Gov.
Schedule of Items:
Responsible quote shall provide Firm Fixed Price (FFP) pricing that at least meets or exceeds the technical capabilities listed in the equipment list, essential salient characteristics (if applicable), and delivery schedule provided (if applicable). Shipping should be included in the price of each item.

SAM Registration All prospective offerors must obtain a DUNS number, have an "active" Cage Code, and maintain Online Representations and Certifications Application at https: //www.sam.gov/portal/public/SAM/ in order to transact business with the Government. Failure to comply with the above-mentioned regulations will result in an award to the next otherwise successful registered Offeror.
All current and/or future information about this acquisition, i.e, amendments, purchase specification, and Q&A's will be distributed through SAM. Therefore, interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation.
Applicable Provisions and Clauses This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (2005-95).
52.212-2 Evaluation -- Commercial Items The Government will award a contract resulting from this Request for Quote to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
EVALUATION FACTORS FOR AWARD
This will be a lowest price technically acceptable (LPTA) evaluation.
1) Price will be evaluated first. The Total Evaluated Price will include Estimated Total Cost for All CLINs.
2) Second, technical acceptability will be evaluated on a pass/fail basis by determining whether the items(s) proposed meet all requirements of the salient characteristics. Technical capability is approximately equal to price.
Technical evaluations will begin with the lowest priced offer and will proceed until a technically acceptable offer is found. If any one of the requirements receives a fail, the government reserves the right to stop the evaluation of that proposed quote and proceed the evaluation of the next lowest priced offer.
Technical evaluations can stop at the government’s discretion when an offer is found technically acceptable.
The government does not plan on having discussions on proposed quotes but reserves the right to do so. If the government cannot clearly determine what is being offered, the government reserves the right to deem the proposed quote as non-responsive.
Past performance will not be evaluated.
