Technical Specifications
Information Technology Training Seminar; DCMA
General Information
1. General Description: This is a non-personal services contract to provide lodging, meals, conference fees, conference rooms and IT support in the forms of a dedicated hardwired static IP address, a dedicated wireless broadband network, phones. The length of the contract will cover 15 – 19 August 2016 (Alternate date 22 – 26 August 2016) and the main execution dates of the conference will be 15 – 19 August 2016 (Alternate date 22 – 26 August 2016). The conference will support up to 180 DCMA Information Technology Personnel.
2. Requirements:
· Conference Center within a 20 miles radius of the Dulles Airport.
· Conference Facilities - Use of a large Auditorium Type Room as well as four separate smaller conference “breakout” rooms and one computer lab room. Allow set up of the rooms midafternoon of 15 August 2016. Primary use of the rooms will occur on 16-18 August 2016.
· Main Auditorium Room is to accommodate up to 180 personnel in round tables with 5-6 personnel per table all facing the front of the room
· Require Stage and podium in front of room
· Must provide three microphones, one for the presenter and two wireless microphone
· Daily usage from 08:00 am to 5:00 pm
· Four (4) Break Out rooms will need to accommodate up to 50 personnel each
· Daily usage from 08:00 am to 5:00 pm
· Must provide podium or table with microphone
· Computer Lab will be required to accommodate up to 30 personnel
· Daily usage from 06:00 am to 5:00 pm
· Provide mid-morning and mid-afternoon refreshments.
· Lodging and Meals – Nightly room usage and daily meals. Daily Meals will include Breakfast (B), Lunch(L), and Dinner(D)
· 15 August 2016 – 180 personnel meals (D Meal Only); as well as lodging for 180 personnel
· 16-18 August 2016 – 180 personnel meals (B/L/D Meals); as well as lodging for 180 personnel
· 19 August 2016 – 180 personnel (B/L Meals); checkout for 180 personnel and lodging
· The cost for Lodging and Meals needs to be based on the local Government per diem rates of $156.00 (Loudoun County)
· Meals
· Breakfast: Shall include such items as: pancakes, bacon, sausage, eggs, ham, assorted fresh fruit, pastries and cereal. Drinks shall consist of beverages such as coffee, milk and juice.
· Lunch: Shall include such items as: garden salad with assorted toppings and dressings, meat selections, vegetables, and starch selections. Drinks shall consist of beverages such as coffee, milk and juice.
· Dinner: Shall include such items as: garden salad with assorted toppings and dressings, meat selections, vegetables, and starch selections. Drinks shall consist of beverages such as coffee, milk and juice.
· Meal Delivery
· Contractor shall be capable of delivering meals to all personnel, in attendance of the conference, in an expeditious manner. (ex. multiple serving lines)
· Airport Shuttle Service – provide round trip shuttle services to and from the airport.
· Shuttle services for up to 150 personnel from the airport on 15 August 2016
· Shuttle services for up to 150 personnel to the airport on 19 August 2016
· Local Commuter daily conference Fee – 10 personnel from 15-18 August 2016; includes lunch and conference fee(if required)
· IT Services – 1 dedicated hardwired static IP address to conduct Simulcasting, 2 computer access connections, 1 dedicated wireless network for up to 20 laptops for the computer lab
· Dedicated Wireless network for up to 20 laptop computer (computers will be provided by the Government)
· Main Conference room requires the usage a stage set higher than seats utilized by conference attendees, the use of projection equipment and screen.
· Vendor will provide projectors and screens for main auditorium and four breakout rooms.
· DCMA will provide computers for computer lab.
· Video Support Package – General start up and troubleshooting support within the Main Conference room, this will include use of the IT equipment that is already integrated within the room. This will include the use of lighting for the main stage, including GOBO light system, and the use of risers to support simulcasting (media support provided through DCMA).
2.1. Section 508 Amendment to the Rehabilitation Act fof 1973:
Any/all electronic and information technology (EIT) procured through this effort must meet the applicable accessibility standards at 36 CFR 1194. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov
3. Quality Control Plan: The contractor shall maintain a Quality Control Plan that provides for internal quality control in the execution of this requirement. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.
4. Period of Performance: 15 – 19 August 2016 (Alternate date 22 – 26 August 2016)
4.1. Hours of Operation: The contractor is responsible for conducting support for the conference between 0800 and 1700 daily from 16-19 August 2016.
4.2. Recognized Federal Holidays: The time frame and length of this contract does not require performance on the following holidays.

5. Place of Performance: The work to be performed under this contract will be performed at the contractor’s facility.
6. Site Maintenance and Storage: The contractor shall keep the work site in a clean and orderly manner at all times. Trash shall be removed at the end of each day, or as required to maintain a clean environment. At no time shall trash and/or the contractor’s equipment or supplies impede or disrupt the DCMA workforce. Contractor will be responsible to ensure that all work areas are vacuumed; furniture dusted, and cleared of all debris. The contractor shall provide, and is responsible for any security needs required to protect equipment, materials, and supplies required under this SOW.
7. Government Furnished Property, Equipment, and Services: None
This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes/proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED.
The solicitation number for this procurement is S5121A-16-T-0017 and is issued as a 100% small business set-aside Request for Quote. Multiple Awards are NOT possible.
This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-87 and DFARS Publication Notice (DPN) 20160226.

52.212-1 ADDENDUM
INSTRUCTION TO OFFERORS
Submission Requirements: Offerors are to submit the dates in accordance with the Technical Specifications. Please note, the offeror shall only quote on the dates of 15 - 19 August 2016 and/or 22 - 26 August 2016. If the offeror chooses they may quote only one of the aforementioned dates or they may quote both dates.
Factor 1 - Price Offeror shall provide complete pricing information within their offer outlining all of the offeror’s pricing to perform this effort.
Factor 2 – Technical Capability Below are the submission requirements for the offerors technical quote.
Sub-factor 1 – Main Auditorium
1. Submission Requirements - Within their offer the contractor is to provide a demonstration on their ability to provide the following:
0. Contractor must provide Main Auditorium be able to accommodate 180 personnel
· Main Auditorium must have a stage in font with podium/microphone and 2 wireless microphones
· Main Auditorium must be available from 8:00am to 5:00pm
· Video Support Package – General start up and troubleshooting support within the Main Conference Room, this will include use of the IT equipment that is already integrated within the room. This will include the use of lighting for the main stage, including GOBO light system, and the use of risers to support simulcasting (media support provided through DCMA)
Sub-factor 2 – Break Out Rooms
1. Submission Requirements - Within their offer the contractor is to provide a demonstration on their ability to provide the following:
0. Contractor must provide 4 Break out rooms that can accommodate 50 personnel each
0. Break out rooms must be available from 8:00am to 5:00pm
0. Break out rooms must have a podium or table with microphone
Sub-factor 3 – Computer Lab
1. Submission Requirements: Within their offer the contractor is to provide a demonstration on their ability to provide the following:
0. Computer lab must be able to accommodate up to 30 personnel
0. Daily usage from 6:00am to 5:00pm
Sub-factor 4 –Refreshments, Lodging and Meals
1. Submission Requirements: Within their offer the contractor is to provide a demonstration on their ability to provide the following:
0. Provide mid-morning and mid-afternoon refreshments
0. Lodging and Meals – Nightly room usage and daily meals. Daily Meals will include Breakfast (B), Lunch (L) and Dinner (D). In submission of the offeror’s quote the offeror shall submit a sample menu of their meals.
1. Monday lodging 4 nights; 180 rooms (D only)

Sub-factor 5 – Transportation
1. Submission Requirements: Within their offer the contractor is to provide a demonstration on their ability to provide the following:
0. Contractor must provide transportation – shuttle service for approximately 150 from/to Dulles Airport (August 15 and August 19)
0. Facility is within 20 mile radius of Dulles Airport
Sub-factor 6 – IT Services
1. Submission Requirements: Within their offer the contractor is to provide a demonstration on their ability to provide the following:
0. IT Services – 1 dedicated hardwired static IP address to conduct Simulcasting, 2 computer access connections, 1 dedicated wireless network for up to 20 laptops for the computer lab
0. Dedicated wireless network for up to 20 laptop computer (computers will be provided by the Government)
0. Simulcasting within the Main Conference Room

Factor 3 – Past Performance
Offerors must provide information concerning performance in providing work relevant to those required in the Technical Specifications, for the last three contracts similar in nature to this requirement, either completed or currently being performed during the last three years. Offerors shall describe the relevance of each listed contract to the current RFP’s requirements. Contracts listed may include those entered into by the Federal Government, agencies of state and local governments and commercial customers. Offerors must provide point of contact information for each contract identified.
52.212-2 ADDENDUM
EVALUATION FACTORS
Factor 1 – Price Offerors will be evaluated for acceptability, but will not be ranked using non-price factors. In order to be considered “awardable” an offer must receive an “acceptable” rating in every non-price factor. Award shall be made to the offeror who’s offer is found to be acceptable in all of the non-price factors and represents the lowest price technically acceptable.

As part of the evaluation process, any offer received in response to the solicitation is to have their quoted facility undergo a Vulnerability Assessment by DCMA's Security and Counterintelligence Directorate in accordance with DODI 2000.16. If your facility is given a rating other than "Low" your quote may not be considered for award.
Factor 3 – Past Performance Offeror’s past performance will be evaluated to determine how well the offeror demonstrated compliance with prior contract requirements for work similar in complexity and magnitude to the work described in the Technical Specifications. The Government will utilize PPIRS for those contractors having previously performed on a Government contract(s). The Government will also consider past performance information obtained through other sources. A neutral rating will be applied to contractors who do not have relevant past performance information. For the purposes of evaluation a past performance rating of neutral shall be deemed as an acceptable rating.

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Offers will be evaluated for acceptability, but will not be ranked using non-price factors. In order to be considered awardable, there must be an “acceptable” rating in every non-price factor. Award shall be made to the offeror who’s offer is found to be acceptable in all of the non-price factors and represents the Lowest Priced Technically Acceptable offer to the Government.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (APR 2016) ALTERNATE I (OCT 2014)
The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision.
(a) Definitions. As used in this provision-- “Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
“Forced or indentured child labor” means all work or service—
(1) Exacted from any person under the age of 18 under the menace of any penalty for its nonperformance and for which the worker does not offer himself voluntarily; or
(2) Performed by any person under the age of 18 pursuant to a contract the enforcement of which can be accomplished by process or penalties.
“Highest-level owner” means the entity that owns or controls an immediate owner of the offeror, or that owns or controls one or more entities that control an immediate owner of the offeror. No entity owns or exercises control of the highest level owner.
“Immediate owner” means an entity, other than the offeror, that has direct control of the offeror. Indicators of control include, but are not limited to, one or more of the following: Ownership or interlocking management, identity of interests among family members, shared facilities and equipment, and the common use of employees.
“Inverted domestic corporation,” means a foreign incorporated entity that meets the definition of an inverted domestic corporation under 6 U.S.C. 395(b), applied in accordance with the rules and definitions of 6 U.S.C. 395(c).
“Manufactured end product” means any end product in product and service codes (PSCs) 1000-9999, except—
(1) PSC 5510, Lumber and Related Basic Wood Materials;
(2) Product or Service Group (PSG) 87, Agricultural Supplies;
(3) PSG 88, Live Animals;
(4) PSG 89, Subsistence;
(5) PSC 9410, Crude Grades of Plant Materials;
(6) PSC 9430, Miscellaneous Crude Animal Products, Inedible;
(7) PSC 9440, Miscellaneous Crude Agricultural and Forestry Products;
(8) PSC 9610, Ores;
(9) PSC 9620, Minerals, Natural and Synthetic; and
(10) PSC 9630, Additive Metal Materials.
“Place of manufacture” means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
“Restricted business operations” means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate—
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
Sensitive technology—
(1) Means hardware, software, telecommunications equipment, or any other technology that is to be used specifically—
(i) To restrict the free flow of unbiased information in Iran; or
(ii) To disrupt, monitor, or otherwise restrict speech of the people of Iran; and
(2) Does not include information or informational materials the export of which the President does not have the authority to regulate or prohibit pursuant to section 203(b)(3) of the International Emergency Economic Powers Act (50 U.S.C. 1702(b)(3)).
“Service-disabled veteran-owned small business concern”—
(1) Means a small business concern—
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
(2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16).
“Small business concern” means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR Part 121 and size standards in this solicitation.
“Small disadvantaged business concern, consistent with 13 CFR 124.1002,” means a small business concern under the size standard applicable to the acquisition, that--
(1) Is at least 51 percent unconditionally and directly owned (as defined at 13 CFR 124.105) by--
(i) One or more socially disadvantaged (as defined at 13 CFR 124.103) and economically disadvantaged (as defined at 13 CFR 124.104) individuals who are citizens of the United States; and
(ii) Each individual claiming economic disadvantage has a net worth not exceeding $750,000 after taking into account the applicable exclusions set forth at 13 CFR 124.104(c)(2); and
(2) The management and daily business operations of which are controlled (as defined at 13.CFR 124.106) by individuals, who meet the criteria in paragraphs (1)(i) and (ii) of this definition.
“Subsidiary” means an entity in which more than 50 percent of the entity is owned—
(1) Directly by a parent corporation; or
(2) Through another subsidiary of a parent corporation.
“Veteran-owned small business concern” means a small business concern—
(1) Not less than 51 percent of which is owned by one or more veterans(as defined at 38 U.S.C. 101(2)) or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more veterans; and
(2) The management and daily business operations of which are controlled by one or more veterans.
“Women-owned business concern” means a concern which is at least 51 percent owned by one or more women; or in the case of any publicly owned business, at least 51 percent of the its stock is owned by one or more women; and whose management and daily business operations are controlled by one or more women.
“Women-owned small business concern” means a small business concern --
(1) That is at least 51 percent owned by one or more women or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and
(2) Whose management and daily business operations are controlled by one or more women.
“Women-owned small business (WOSB) concern eligible under the WOSB Program (in accordance with 13 CFR part 127),” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
