QUESTIONS AND ANSWERS
1) There was not PWS incorporated within the solicitation’s combined synopsis. Will the info provided on the FBO’s notice details page be all the information provided?
ANSWER: There is not a PWS associated with this requirement. However, the technical specifications for this requirement can be found starting on page 25 of the attachment, COMBINED SYNOPSIS-SOLICITATION NOTICE 508.
2) Is this task a new requirement or is there a current contract?
ANSWER: This is a new requirement for the Defense Contract Management Agency.
3) If this is a re-compete, please provide the solicitation and contract number for the existing contract.
ANSWER: This is not a re-compete, and therefore there is not a previous contract for this requirement.
4) Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number.
ANSWER: This is a new requirement for DCMA, and therefore there is not an incumbent contractor.
5) If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?
ANSWER: Yes, this is a new requirement for the Defense Contract Management Agency.
6) Are you planning to deploy the software as an enterprise-wide solution?
ANSWER: Yes, the software will be an enterprise-wide solution.
7) Are you planning to deploy the software as a self-hosted solution or as a cloud based solution?
ANSWER: DCMA is planning to deploy the software as a self-hosted solution.
8) Can you tell me if you are trying to procure this under this year’s budget or under the 2017 budget?
ANSWER: DCMA intends to procure this requirement under the FY16 budget.
9) What type of environment is DCMA working in?
ANSWER: Listed below is the current environment;
DCMA Workstation -Windows 7 (will be upgrading to Windows 10) -Internet Explorer 11 -Microsoft Office 2010 (will be upgrading to Microsoft Officer 2013)
DCMA 360 Intranet Sites -SharePoint 2010 (will be upgrading to SharePoint 2016)
10) Is there a security clearance requirement for this task? Is the customer able to sponsor us for a facility clearance if required for this task?
ANSWER: A security clearance requirement is not required for this requirement.
11) Please provide the number of SharePoint Web Front End Servers.
ANSWER: At this time DCMA is unsure of the amount of SharePoint Web Front Servers.
12) Please provide number of users?
ANSWER: There is an estimated 12,000 users.
13) Please provide the number of external Web Domains (Cold Fusion) you will scan for 508 Compliance?
ANSWER: DCMA has two external websites and a large intranet that will need to be scanned for Section 508 and WCAG 2.0 compliance.
14) Will you need training for developers and designers, including development best practices and QA testing procedures and tools?
ANSWER: Yes
15) Do you have success metrics for implanting a tool across a large enterprise for ongoing accessibility?
ANSWER: Yes
16) Can you explain what will be required to respond to DOJ/DoD Section 508 Audits?
ANSWER: To measure the health of DCMA’s external websites and Intranet SharePoint sites to ensure Section 508/WCAG 2.0 compliancy.
17) Will you need help to customize the tool to your standards and create custom rules?
ANSWER: Yes
18) Are you expecting the tool to provide recommendations and best practices on how to remediate inaccessible or nonconforming code?
ANSWER: Yes
19) Will you tool need to be integrated into your bug tracking tool?
ANSWER: Yes
