DEFENSE CONTRACT MANAGEMENT AGENCY

TECHNICAL SPECIFICATIONS / PERFORMANCE WORK

STATEMENT/

AMENDMENT # 1 DATE 06/10/15

1. Delete section 3.2.1.2.1. This refers to the cubicles for the Ability One Section.

2. Contractor will be responsible for the relocation and installation of the ten (10) Ability One

Section cubicles including task chairs. The contractor will also utilize the existing partitions in this section to meet the intent of separating the relocated Ability One Section from the other employee sections as originally intended in section 3.2.1.2.1. These cubicles were specifically noted during the site visit. The offeror may assume that the components that will be relocated are similar to those noted in the original section 3.2.1.2.1.

3. Correct section 3.2.1.3.1. Cubicles shall be approximately 100 SF of floor design.

4. Replace section 3.2.1.5 with:

3.2.1.5 Private Office Furniture – For Offices with Ceiling Height Walls (Existing six offices.)

Note: Five office furniture sets are being relocated per section 3.1.2.1 into these offices. They include the Commander, Deputy Director, Legal and (2) Group Chiefs, (shown as “Director” offices on the conceptual drawing). One Group Chief office requires new furniture as outlined below.

3.2.1.5.1 Purchase, deliver, assemble, and install two (2) each private office workstations excepting one (1) “U” shaped desk and one (1) task chair. ALL ELSE REMAINS THE SAME AS PER ORIGINAL

SOLICITATION.

5. Amend 3.2.1.6.2 from “U” shaped desk to “L” shaped desk.

6. Add 3.2.1.6.3 Purchase, deliver, assemble and install two (2) end tables, one (1) sideboard and one (1) lateral file cabinet. Lateral file cabinet may either be separate or part of the desk unit.

7. Amend 3.2.1.9 to Printer Tables, Badging Room and Mail Room Furniture.

8. Amend 3.2.1.9.2 to Contractor shall provide and install flat surface furniture for the Mail Room and Badging Room which may require special configuration to suit the obscure room configuration.

Questions and Answers: S5121A-15-R-0008

1. Is this project going to remain a "Set Aside" to allow a manufacturer to be the holder of the contract versus the dealer? Basically changing this project to "Unrestricted" Answer: Project will remain a “set aside.

2. Will the artwork need to be re-hung and new location? Answer: YES section 3.1.2.8

3. During the walkthrough, there AV equipment, ie: ceiling hung projectors, auto projector screens, etc. it was stated there were to be disconnected and re-installed, is this correct? Answer: We determined that the existing projectors and screens only need to be removed and disposed in accordance with section 3.1.5.

4. The dumpster that will be put on site, is the dumpster cost to be calculated in the proposal or is this a cost of the customer? Answer: Calculate the cost in the proposal.

5. Is all work to be done during weekend hours? Answer: NO. Offer should reflect only normal working hours.

6. Does customer prefer move crates or boxes? Answer: No preference, however boxes seem more economical.

7. What type of material are you requesting for the "opaque" panels at the top of perimeter of workstations? Answer: The intent is to allow natural light to pass without enabling anyone to see through the panels.

8. When will the CAD files be supplied to allow for accurate pricing to be provided. Answer: Upon Award.

9. Are furniture typicals going to be provided by the A&D firm working on this project, to provide a more apples to apples comparison? Answer: None are intended however we may discuss at the kick-off meeting after Award.

10. Is an "or equal" allowed on the Bretford training tables? Answer: Yes. Submittal Approval Required.

11. Private offices with ceiling height walls" Is this a request for modular walls and if so, is the please provide a move detailed specification as to their construction requirements. Answer: The Government has purchased this product numerous times from multiple vendors under this specification. No further explanation.

12. Will the contractor be responsible for the TV and VTC hook ups? Will the prewiring be done by the General Contractor (GC)? Answer: Hook ups as per 3.1.2.6. Prewiring will be done by GC.

13. Will the water lines for the refrigerators with ice makers be installed by the GC? Answer: Yes.

14. Please confirm the contactor will be packing up filing cabinets and confirm the quantities and sizes of these cabinets. Answer: See attached list.(list provided by DCMA San Diego).

15. Will the contractor be responsible for hanging artwork in addition to moving these items?

Answer: YES section 3.1.2.8.

16. Will the contractor be able to work during off duty hours if needed to complete this project on time to avoid penalty? Answer: No.

17. What do we do if DRMO does not take the old product? Do any delays from DRMO affect penalty clauses detailed in the solicitation document? Answer: Contractor(s) will not be penalized due to delay caused by the Government.

18. Is there a page limit for Volume II? Answer: No, all pricing should include a completed SF1449.

19. Does DCMA have an estimated period of performance for this project? Answer: No more than 30 days total with the actual employee relocations no more than 3 days.

20. Is DCMA Packing their supply room? Answer: No.

21. Is there a CAD file available? Answer: Yes. Provided upon award

22. Are the cubicles for the Ability One Section at the current office going to be moved to the new space? If yes, should money be set aside for any additional parts (if necessary) in case these setups need to be

23. reconfigured to fit in the new space? If these cubicles are to be dismantled and moved to the new space, please update the SOW accordingly. Answer: Ability One furniture noted in amendment. This furniture will fit in the Ability One area.

24. Do the new private offices need to match the existing ones that are being moved in regards to style? (At the site visit these appeared to be a traditional style, and we want to know if that same style applies to all the new setups.) Answer: Yes.

25. Section 3.2.1.4 - Do these office setups need to be laminate or veneer product? Answer: Most economical option is preferred.

26. Section 3.2.1.5 - Do these offices need to be laminate or veneer? Answer: Most economical option is preferred.

27. Should the whiteboards in the private offices be open or enclosed? Answer: Open.

28. 3.2.1.5.4 - Additional specifications for this item are requested. Should the guest chairs for the private offices be metal or wood side chairs? Do they need to have casters?

29. Answer: These are Guest Chairs not Task Chairs and do not require casters. Metal is preferred.

30. Should the conference tables be laminate or veneer? Are power and data ports needed on the table tops? If yes, how many ports are needed? Answer: Most economical option is preferred.

Ideally, enough ports for seats.

31. 3.2.1.8.3 - Additional specifications for this item are requested. Should these chairs have a 5-star base with fixed arms? Or, should the chairs have 4-legs with casters and an upholstered seat and back? Answer: The intent is intermittent training room use. Most economical option preferred.

32. 3.2.1.11 - At the walkthrough it was noted that the current task chairs that will be moved to the new location are CXO chairs. Are the 25 new task chairs requested required to match the existing? Or, can an "or equal" chair be provided? Answer: Or equal is acceptable. Submittal approval required.

33. We notice that the Wage Determination Act has been implemented for this solicitation. We have 21050 as the designated category. Please confirm we can use this category for this project.

Answer: Selection of occupation codes are solely at the contractor discretion and cannot be confirmed in this forum.

34. Are certified time sheets required to be provided at the close of the contract? Or, should these just be kept on hand for any future audits? Answer: No

35. Can we utilize the DOD file transfer system, SAFE, site to submit a copy of our bid? Answer: No, all bids should be submitted IAW the RFQ instructions.

36. Who will be responsible for packing/unpacking contents with file storage units? Answer: As per

3.1.2.7 this is the responsibility of the contractor. Include this in your offer.

37. Identify the final quantities of artwork that needs to be un-mounted? Answer: As per 3.1.2.8 this should have been captured by your representative in the site visit. Estimate a standard amount as per any office of similar size..**

38. Is contractor responsible for hanging artwork in the new location? Answer: Yes per 3.1.2.8

39. What is the size and weight of the safe? Answer: Approximately 54"-60" H, 3'x3' W. ½ Ton in weight.

40. Can furniture be staged in the back of the office building at 9174 Sky Park Plaza? Answer: For proposal purposes assume NO.

41. For systems furniture it states -"Two duplex outlets at desk level" Answer: YES.

42. Does 'Desk Level' refer to beltline power off the system panel or power module on work surface? Answer: Beltline power is acceptable but a power module off the work surface may be acceptable if more economical.

43. Is this 100% Small-Business- Set-a-Side? Answer: Yes

44. Are all Large Companies excluded from any and all Prime or sub-contracting? Ie..Large Moving Companies and their Franchisees, Large Furniture Manufactures, All NON-Domestic Furniture Manufactures Large or Small,

45. Will Made in America Certification be required? Answer: DFARS 252.225-7001 & 252.225-7002 are applicable.

46. Do all products need to be provided by S.B.M. & F.A.R. Reference? Answer: No

47. Can you confirm that HubZone Certified Businesses will receive 10% pricing preference?

Answer: Hubzone pricing will be done IAW FAR 19.1307

48. As the Site walk and attendance was mandatory, please provide the full attendance list. :

Answer: No

49. As the Site walk and attendance was mandatory, will companies or persons that only showed up at the first location to sign up and then left the Site visit: Answer: To the Government knowledge all vendors who signed remained through the site visit.

50. Please identify the final approve contractor listing. Answer: The final contractor list will not be provided to vendors.

51. Upon award, what is the numbers of days/weeks before performance of the NEW FUNITURE INSTALLATION SCHEDULED? Answer: TDB after award however, the current build-out completion, date is 10/07/2015.

52. What date is the New (Move-to) Location expected to be turned over to DCMA? Answer: The space should be ready for new furniture on 10/07/2015.

53. 3.1.2.4: Is there a particular size requirement for "medium" and "large" boxes? Answer: No. Use what is standard to industry.

54. 3.1.2.6: Is Contractor responsible for disconnect and reconnect of data? Answer: Disconnect only.

55. What is acceptable variance in panel heights? (Spec says "approximate"). Answer: Industry standard. Submittal required.

56. 3.2.1.2.2: One task light per overhead or one total? Answer: One total, to be situated over the area NOT occupied by the monitors.

57. 3.2.1.3.1: One task light per overhead or one total? Bookcase; Laminate or Metal? Answer: One total, to be situated over the area NOT occupied by the monitors. Laminate is preferred.

58. 3.2.1.4.2: Dimension given in spec is for "L" station. A "U" shape may be a better solution but will (should) exceed the dimension. Is this acceptable? ("U" should be 91"D minimum).

59. Answer: Furniture should NOT exceed the dimension. Your offer should only include furniture you reasonably expect will fit.

60. 3.2.1.5.1: Same as above. Answer: Furniture should NOT exceed the dimension. Your offer should only include furniture you reasonably expect will fit.**

61. 3.2.1.7.1; Power/Data is not required simply access. Is this correct? Answer: Correct.

62. 3.2.1.8.1: Will "or equal" be permitted? What size? Answer: The Bretford "Here" series, flip top tables in 3.2.1.8.1 are 60" wide x30" deep x 29" high. Any "or equal" will need to have matching finish.

63. 3.2.1.8.2: Same as above. Answer: these should also be Bretford "Here" series, NOT "explore" series. In the Bretford catalog, these are referred to as "Fixed Quarter Round Tables" and are 47" wide x 22 1/2" deep x 29" high. Any "or equal" will need to have matching finish.

64. 3.2.1.9.1: Is the table to be rectangular? Answer: Yes.

65. 3.2.1.9.2: There are no specs, sizes, quantities or function of furniture in this requirement. Will this be provided before bid due date? Answer: These will be in the two oddly-shaped rooms labeled as “STORAGE” and “SECURE STORAGE”. The functions will be Mailroom and Badging.

DCMA will rely on the vendor’s experience to suggest furnishings for this requirement.

66. 3.2.1.10.1: 60" is a rather large table. Can this be folding? Are all ten tables in the same room?

Answer: The tables may be folding. The tables are not all in the same room.

67. 3.2.1.11.1: Fabric over/all or fabric seat/mesh back? Answer: Either is acceptable.

68. If award is made post 7/31/15, will the Period of Performance be extended? (Manufacturers have varying lead times most between 4-6 weeks. Processing of award, fabric/finish confirmation, etc will take days. This affects timing & completion. Answer: Award is expected to made by 7/31/15 if award is made later. Final completion will be adjusted accordingly.

69. Will CAD drawings be provided? Answer: Upon Award. Solicitation
