EVALUATION FACTORS
Factor 1 – Price
Offers will be evaluated for acceptability, but will not be ranked using non-price factors. In order to be considered “awardable” an offer must receive an “acceptable” rating in every non-price factor. Award shall be made to the offeror who’s offerer is found to be acceptable in all of the non-price factors and represents the lowest price technically acceptable.
Factor 2 – Technical Capability
The offeror must provide a week between the months of May or June 2016. The only week that will be deemed to be unacceptable between these two months is the week between May 9th and May 13th 2016.
Sub-factor 1 – Main Auditorium
Sub-factor 2 – Break Out Rooms
Sub-factor 3 – Command Center for administrative support; computer support
Sub-factor 4 – Tables/workstation, Refreshments, Lodging and Meals
Sub-factor 5 – Transportation
Sub-factor 6 – Conference Material Storage
Factor 3 – Past Performance
Offeror’s past performance will be evaluated to determine how well the offeror demonstrated compliance with prior contract requirements for work similar in complexity and magnitude to the work described in the Specifications. The Government will utilize
PPIRS for those contractors having previously performed on a Government contract(s).
The Government will also consider past performance information obtained through other sources. A neutral rating will be applied to contractors who do not have relevant past performance information. For the purposes of evaluation a past performance rating of neutral shall be deemed as an acceptable rating

DCMA World Wide Training Conference
General Information
1. General Description: This is a non-personal supply contract to provide lodging, meals, conference fees, conference rooms, audio visual equipment and IT support including a dedicated wireless broadband network. The length of the contract will be 4 days (1/2 day Mon, full day Tues/Wed/Thurs, 1/2 day Fri) and will occur during an available week in May or June 2016, EXCEPT for the week of May 9th and May 13th 2016. The conference will support up to 550 DCMA personnel.
2. Requirements:
Conference Center within a 20 miles radius of the Dulles Airport. This will support most personnel flights into Dulles Airport. Dulles Airport offers best availability and cost of flights for Northern Virginia.
Conference Facilities - Use of a large Auditorium/Ballroom Type Room as well as seven (7) to ten (10) separate smaller conference “breakout” rooms and one command center. Allow set up of the rooms midafternoon on Monday preceding the first full day of the conference. Primary use of the rooms will occur Tuesday through Friday.
o Main Auditorium Room is to accommodate up to 550 personnel
Require Stage in front of room with podium/microphone and 2 – 3 wireless microphones.
Daily usage from 7:30 am to approximately 12:30 pm on Tuesday, Wednesday, Thursday and Friday.
Room set-up classroom/school configuration
Stage set-up with tables for panels and/or keynote speakers
Audio/visual (projector, screens, etc); DCMA may elect to provide own projector(s)
WIFI connection o Seven (7) to ten (10) Break Out rooms will need to accommodate 70 - 90 personnel each
Daily usage from 1:00 pm to 5:30 pm on Tuesday, Wednesday and Thursday
Podium or table; microphone
Audio/visual (projector, screen); DCMA may elect to provide own projector(s) o Command Center for admin support; computer support
Daily usage from 6:30 am to 6:00pm
WIFI Connection
Tables/workstations to allow for printer connection; DCMA will provide printer(s) o Available office space for private meetings o Provide mid-morning and mid-afternoon refreshments
Lodging and Meals – Nightly room usage and daily meals. Daily Meals will include Breakfast (B), Lunch(L), and Dinner(D) o Monday night lodging; 550 rooms o Tuesday/Wednesday/Thursday lodging for 550 personnel to include B/L/D o Friday for 550 personnel B Only o Cost of lodging and meals must be based on the per diem (Loudoun County)
Meals o Breakfast: Shall include such items as: pancakes, bacon, sausage, eggs, ham, assorted fresh fruit, pastries and cereal. Drinks shall consist of beverages such as coffee, milk and juice.
o Lunch: Shall include such items as: garden salad with assorted toppings and dressings, meat selections, vegetables, and starch selections. Drinks shall consist of beverages such as coffee, milk and juice.
o Dinner: Shall include such items as: garden salad with assorted toppings and dressings, meat selections, vegetables, and starch selections. Drinks shall consist of beverages such as coffee, milk and juice.
Meal Delivery o Contractor shall be capable of delivering meals to all personnel, in attendance of the conference, in an expeditious manner. (ex. multiple serving lines)
Transportation – shuttle service for approximately 400 – 450 from/to Dulles Airport
Conference Materials – provide for receipt and storage of Government material and supplies to support the conference up to week prior and during conference.
2.1. Section 508 Amendment to the Rehabilitation Act fof 1973: (Applicable for all IT procurements)
Any/all electronic and information technology (EIT) procured through this effort must meet the applicable accessibility standards at 36 CFR 1194. 36 CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://www.section508.gov
3. Quality Control Plan: The contractor shall maintain a Quality Control Plan that provides for internal quality control in the execution of this requirement. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.
4. Period of Performance: One week
4.1. Hours of Operation: The contractor is responsible for conducting support for the conference between 12:00pm
– 5:00pm Monday, 7:00am - 6:00pm daily Tues/Wed/Thurs, and 7:00am – 12:30pm Friday..
4.2. Recognized Federal Holidays: The time frame and length of this contract does not require performance on the following holidays.

5. Place of Performance: The work to be performed under this contract will be performed at the contractor’s facility..
6. Site Maintenance and Storage: The contractor shall keep the work site in a clean and orderly manner at all times.
Trash shall be removed at the end of each day, or as required to maintain a clean environment. At no time shall trash and/or the contractor’s equipment or supplies impede or disrupt the DCMA workforce. Contractor will be responsible to ensure that all work areas are vacuumed; furniture dusted, and cleared of all debris. The contractor shall provide, and is responsible for any security needs required to protect equipment, materials, and supplies required under these specifications.
