COMBINED SYNOPSIS/SOLICITATION
Solicitation Number:N6230620Q0016 Snatch Block
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. FAR Part 13, Simplified Acquisition Procedures, is applicable to this procurement.
Solicitation number, as referenced above, is issued as a Request for Quotation (RFQ). This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-05 effective date 03/30/2020 and DFARS Publication Notice 20200324.
Solicitation is 100% Small Business Set-Aside. The North American Industry Classification Standard (NAICS) code is 333923 and the small business size Standard is 1,250 Employees.
NOTE: All due date/times are Central Time.
It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html.
The Naval Oceanographic Office (NAVOCEANO) intends to issue a Firm-Fixed Price BPA from this solicitation.

COMBINED SYNOPSIS/SOLICITATION SUPPLEMENTAL INFORMATION:
| 1. | SOLICITATION QUESTIONS: |
| 1.1 | Questions must be submitted in writing. Questions shall be submitted via electronic mail (e-mail) to: parren.tatum@navy.mil AND lisa.K.brown1@navy.mil. Questions will be accepted up to 12:00 PM (Noon) May 26, 2020. All questions and answers will be published via amendment to the solicitation. |
| 2. | AMENDMENTS TO SOLICITATION: |
| 2.1 | Acknowledged receipt of ALL amendments to this solicitation on the quoter transmittal letter. If any of the amendments to this solicitation furnish amended sections, the amended sections must be used in submitting your quote. |
| 3. | VALID QUOTE PERIOD: |
| 3.1 | All quotes shall be valid for a minimum of 60 days and shall include a statement confirming the number of days the quote is valid. |
| 4. | SUBMITTING QUOTES: |
| 4.1 | Quotes must arrive at the designated location by the exact time and date as specified in this solicitation. Any submissions after the closing date and time will not be considered. |
| 4.2 | Quotes will only be received by this office via email to NAVO_STNS_CONTRACTS@nmci-isf.com AND parren.tatum@navy.mil. Transmission of offers by fax to this office is NOT ACCEPTABLE and will result in quotes being rejected. |
| 4.3 | Please carefully review the entire RFQ package including the Performance Work Statement (PWS), all other solicitation attachments, and the instructions included herein and respond with a written Quote. Quoter must demonstrate their capability to satisfy the technical evaluation criteria and the PWS requirements. |
| 4.4 | Quote due date and time is June 8, 2020 12:00 PM (Noon) Central Time. |
| 5. | WRITTEN CONTENTS |
| 5.1 | Quote Cover Letter shall include: |
| Names, titles, email addresses and telephone numbers of persons authorized to negotiate on the firm's behalf with the Government in connection with this solicitation. | |
| Name, title, and signature of the person authorized to sign the Quote | |
| Acknowledgements of all amendments | |
| DUNS #. Each Quoter shall include the contractual organizational DUNS # on documentation | |
| A statement specifying agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any and all items upon which prices are quoted at the quoted item prices. | |
| 5.2 | Quotes shall include Firm Fixed Unit Pricing for CLIN 0001 along with options. Contractor must complete the attached excel spreadsheet for proposed pricing. See Attachment A, Price Schedule. |
| 5.3 | Provide a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items. A copy of completed certifications via the SAM Web site is acceptable. |
| 6. | COPIES OF SOLICITATION DOCUMENTS AND AMENDMENTS |
| 6.1 | Copies of the solicitation and amendments are available by INTERNET ACCESS ONLY. All Request for RFQ documents and any amendments to the RFQ are made available via the beta.sam website. |
| 6.2 | It shall be the contractor’s responsibility to check the website for any amendments. The Quoter shall submit in the Quote all requested information specified in this solicitation. |
| 7. | BEST VALUE EVALUATION |
| 7.1 | FAR 13.106-2 for this procurement. |
| 7.2 | The Government intends to award a single purchase order resulting from this solicitation to whose quote will be most advantageous to the Government; price, technical capability, and past performance considered. Whose quote, conforming to the solicitation, provides the greatest overall benefit for a product meeting or exceeding the acceptability standards set forth in the salient characteristics. |

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. THE FOLLOWING NAVSUP LOCAL TEXT IS HEREBY MADE PART OF THE STATEMENT OF WORK/PERFORMANCE WORK STATEMENT.
NAVSUP NAVOCEANO may utilize contractor support through the AbilityOne Program, as needed, to perform contract closeout functions for this acquisition. Information, including business sensitive/confidential or proprietary data, that the offeror provides to the Government or information already in the possession of the Government may be viewed and utilized by the AbilityOne Program support contractor personnel during the course of its contract performance. The information that may be made available to the support contractor may include, for example, pricing and technical proposals, historical contract, pricing and performance information, Commercial Asset Visibility (CAV) reporting information and similar data/information.
By submission of a proposal in response to this solicitation, the offeror and its subcontractors consent to a release of their business sensitive/confidential or proprietary data to the Government's AbilityOne Program support contractor personnel in order to perform close out services. Prior to the release of any such information to the support contractor, the support contractor will have in place with the Government a Non-Disclosure/Non-Use Agreement in accordance with the terms of the AbilityOne Program support contract.
Offerors may execute their own Non-Disclosure Agreement with the AbilityOne Program (AbilityOne contact information available from the contracting point of contact). The support contractor must provide copies of the executed agreements to the Contracting Officer and the Contracting Officer's Representative (COR) for the support contract; and the offeror/contractor for this acquisition must provide copies of the executed Agreement to the Contracting Officer for this acquisition. If the offeror/contractor seeks such a Non-Disclosure Agreement with the AbilityOne Program support contractor, the Agreement must be executed no later than the date of final delivery under the resulting NAVSUP NAVOCEANO contract.

The following shall apply to this contract in addition to those terms and conditions in FAR 52.212-4.
The specific paragraph of FAR 52.212-4 is tailored as below:
Paragraph (c) Changes: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exceptions of administrative changes such as changes in paying office, appropriation data, typographical errors, etc. which may be changed unilaterally by the Government. In the case of a Government shutdown, the Government may unilaterally stop work performance in support of this contract.

ADDENDUM FAR 52.212-1 – INSTRUCTIONS TO OFFERORS – COMMERCIAL ITEMS
1. This section provides general guidance for preparing quotes. Paragraph 8 provides specific instructions on the format and content of the quote. The Offeror’s quote must include all data and information requested and must be submitted in accordance with these instructions. Any Offeror who submits an incomplete package may be considered ineligible for award. The quote shall be compliant with the requirements as stated in the Request for Quote (RFQ) and all attachments. Non-conformance to the instructions may result in an unfavorable quote evaluation.
2. Offerors shall submit a signed quote by the RFQ closing date that (1) shows the offeror is not taking exception to any solicitation terms, (2) includes the Certification and Representations, (3) provide verification of all required clearances outlined in paragraph 7.2 and (4) includes the unit prices and total prices for all the line times for which the Navy is soliciting price. Quotes must set forth full, accurate, and complete information as required by this RFQ, (including attachments). The penalty for making false statements is prescribed in 18 U.S.C. 1001.
3. Quote Submittals:
3.1 Quotes must arrive at the designated location on or before the exact time and date as specified in this solicitation. Any contractor submissions or requests for information about this RFQ after the closing date and time are late, and may not be considered.
3.2 Please carefully review the entire RFQ package including the PWS, all other solicitation attachments, and the instructions included herein and respond with a written quote.
3.3 This solicitation will close at 12:00pm(CST) on 8 May 2020. Contact Parren Tatum who can be reached at 228-688-4362 or email parren.tatum@navy.mil is the sole point of contact for this solicitation. All responsible sources may submit a quote which shall be considered by the agency. Offers shall include the solicitation number in the subject line and shall be submitted through GSA. Transmission of offers by fax to this office is NOT ACCEPTABLE and will result in quotes being rejected.
4. Solicitation Questions:
4.1 Questions must be submitted in writing on Attachment D “Questions Request Form”. Questions shall be submitted via electronic mail (e-mail) to: parren.tatum@navy.mil AND NAVO_STNS_CONTRACTS@nmci-isf.com. Questions will be accepted up to 12:00 PM (Noon) May 26, 2020. All questions and answers will be published via amendment to the solicitation.
5. The Contracting Officer (KO) listed below is the Primary KO for this acquisition. The Contract Specialist (KS), Parren Tatum at parren.tatum@navy.mil and/or 228-688-4362, is the sole point of contact for this acquisition. If the Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Primary KO.

6. In accordance with FAR 4.8, the Government will retain one (1) copy of all unsuccessful quotes.
7. Quote Organization:
7.1 Offerors need only submit a signed quote by the solicitation closing that 1) shows the offeror is not taking exception to any solicitation term; 2) includes Certifications and Representations in accordance with FAR 52.212-3; (3) include the unit prices and total prices for all the line times for which the Navy is soliciting price.
7.3 OFFERORS SHOULD NOT SUBMIT ANY ADDITIONAL INFORMATION WITH THEIR QUOTE.
7.4 After the solicitation closing date, the contracting officer may require an offeror to promptly submit information to demonstrate the offeror is responsible.
7.5 Each of the above electronic submissions shall be in English, ability to print on 8 ½ x 11 paper using standard 12-point font size, Times New Roman.
7.6 The electronic submittal of offerors’ quote shall be pdf compatible.
7.7 Offerors shall comply with all requirements of the quote submission instructions. Deviations may not be accepted.
8. Price Information – Includes Price Schedule
8.1 Unbalanced pricing poses an unacceptable risk to the Government and may be a reason to reject an Offeror’s quote. The burden of proof for credibility of proposed prices rests with the Offeror.
8.2 Offerors shall input prices on the Price Schedule adding and pricing all subsequent option years. Offerors shall propose a unit price and extended price according to the estimated quantities under each CLIN. A price must be provided for all CLINs and all subsequent option years or the Offeror may be deemed ineligible for award.
8.3 The Offeror shall not tamper with the provided Rows, Columns or Formulas or add any information other than what is requested in the instructions. Any tampering of the worksheet outside of what is instructed will result in the Offeror’s quote being disqualified from further consideration.

AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER
(a) Except as specified in paragraph (b) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicate with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract.
(b) The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as a part of this contract.
(c) The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. In the event the Contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in charges incurred as a result thereof.
