SPECIFICATION DOCUMENT FOR SUPPLIES

Purchase of Snatch Block

1.0 General Description:

This requirement is for the purchase and delivery of Snatch Blocks. These Snatch Blocks will be used to deploy and recover oceanographic equipment in a continuous marine environment.

The Snatch Blocks shall be in accordance with all salient characteristics that have been provided below by the Naval Oceanographic Office (NAVOCEANO) N72 Division.

2.0 Snatch Block Specifications:

Salient Characteristics

The contractor shall ensure that all delivered Snatch Blocks are in accordance with all of the salient characteristics listed below.

2.1 Sheave for Snatch Blocks must be made of Stainless Steel.

2.2 Sheave for Snatch Blocks shall be made to specifically fit 0.25 inch (Outside Diameter) Wire Cable.

2.3 Sheave Outside Diameter (OD) shall be approximately 13.5 inches.

2.4 The outside cheek plates shall have a height of approximately 17.5 inches and a width of approximately 14 inches.

2.5 The thickness of the Snatch Blocks shall not exceed 1.80 inches (See picture below for details)

2.6 Snatch Blocks must be compatible with NAVOCEANO’s Anti-Two Blocking Device. This device will be mounted to the snatch block by four screws. Mounting holes need and additional support holes shall be fabricated on both sides of the Snatch Blocks. NAVOCEANO’s Anti-Two Blocking Device must be able to be installed on the Snatch Blocks, therefore the Snatch Blocks shall not exceed the required thickness of 1.80 inches. See reference pictures below. The dimensions for the required holes will be provided by NAVOCEANO.

2.7 The outside cheek plates shall be made of brass.

2.8 The Snatch Blocks shall have a Quick Release Feature/Assembly so that the wire cable can be laid into the sheave of the block. (See pictures below)

2.9 The Snatch Blocks shall have an Eye Bolt for mounting purposes. This Eye Bolt Shall be able to rotate 360 degrees.

2.10 The Snatch Blocks shall be rated to with stand a load up to 4500 Pounds.

2.11 The Maximum Weight of the Snatch Blocks shall not exceed 75 Pounds.

2.12 The Snatch Blocks shall be able to withstand being in a continuous marine/salt water environment.

3.0 Government Furnished Equipment:

The Government shall furnish one Snatch Block to the contractor, only to be used as reference for manufacturing purposes. The contractor shall return the furnished Snatch Block at any time upon NAVOCEANO’s request. The Government will not furnish any other equipment or material. The contractor shall provide all reaming equipment, tools, materials, personnel, supervision, and non-personal services necessary to meet this requirement.

4.0 Shipping:

The contractor shall be responsible for shipping products to NAVOCEANO. The shipments shall be made FOB Destination to the following address:

5.0 Approvals:

5.1 The Snatch Blocks must be approved/rated to withstand a load of 4500 Pounds.

6.0 Inspection / Acceptance:

The Government shall conduct an inspection of the products. The inspection and acceptance criteria shall consist of one and/or more than one of the following a physical/visual inspection of the Snatch Blocks, a numerical count of the received Snatch Blocks, and the mounting of NAVOCEANO’s Anti-Two Blocking Device to ensure the Snatch Block meets the compatibility requirements.
