About this file
This document outlines requirements for hydrophone recorders, hydrophones, depth sensors, and spar buoys to be procured by the Naval Oceanographic Office. The Navy requires 42 hydrophone recorder systems with pressure sensors and external hydrophones, along with 6 spar buoys to serve as platforms.
The hydrophone recorders must have specific technical capabilities including a 24-bit analog-to-digital converter, sampling rate of at least 48 kHz, bandwidth of 150 kHz or greater, recording time of at least 10 hours, dynamic range of 90 dB, and operating temperature range of -10 to 50 degrees Celsius. Vendors must provide software for configuration, control and data retrieval. Hydrophones are to have a sensitivity of -200 to -220 dB re 1 microPascal/Volt, omnidirectional response, and maximum operating depth of 2000 meters or deeper. Depth sensors require 15-bit resolution, accuracy of +/-0.5% full scale, and sampling interval of 30 seconds or faster. Spar buoys shall have a lightweight aluminum frame, removable Surlyn foam flotation, and net buoyancy of 200 pounds or greater. Vendors must submit detailed product data sheets and documentation to be considered for the solicitation identified as N6230620Q0049.

Statement of Work
Hydrophone Recorders
1.0 General
The Naval Oceanographic Office (NAVOCEANO) requires small self-contained hydrophone recorders with pressure sensors and external hydrophone. Spar buoys are also required to serve as a platform for these recorders.
1.1 Base Requirement
Type Description Quantity 1 Hydrophone Recorder with pressure sensor and external hydrophone
2 Spar Buoy 6
2.0 Requirements
2.1 Hydrophone recorders
2.1.1 The hydrophone recorder salients are listed below. As an example, the RS Aqua Porpoise meets the salients, but is not required specifically by brand name.
2.1.2 The hydrophone recorder-hydrophone system pair shall not clip or experience overloaded signal levels for acoustic levels less than 210 dB re 1 uPa / 1Hz.
2.1.3 Vendor shall provide any software needed to test, configure, command and control the recording system with purchase.
2.1.4 The hydrophone recorder shall have a communications system interface that allows the system to be interrogated real-time. The interface shall provide system status and real-time audio. Vendors shall supply communications protocol documentation that contains information sufficient to interface with the communications system of the recorder.
Salient Characteristics Input Channel Single Channel External Hydrophone External Hydrophone Connector MCIL-#-FS type connector Analog Input Bandwidth 150 kHz or greater Sampling Rate 48 kHz or greater ADC ΔΣ – 24 bits Recording time At least 10 hours (with external communications disabled) Dynamic Range 90 dB (full bandwidth) Acoustic File Format .wav or similar open standard Configuration Interface 10/100 Ethernet (TCP/IP) , RS232 , RS422 or RS485 Real Time Data Streaming Interface Raw Acoustic Data over Configuration Interface Data Download High Speed USB @ > 40 Mbytes/second External GPS Input External feed sets clock Maximum Deployment Depth 500m (enclosure shall not be not oil filled) or greater Size 12cm diameter, 35 cm length (or equivalent approximate volume) Weight 2 kg (in air) or less Operating Temperature - 10 to + 50 ° C Power Type User Replaceable Alkaline Batteries (Standard consumer sizes: AA, AAA, C, D or 9V), Lithium Ion or similar Bandwidth 5 Hz – 10 kHz +/- 3 dB Enclosure Material Titanium, stainless steel, plastic or similar corrosion resistant material. (Anodized aluminum is not acceptable)
2.2 Hydrophones
2.2.1 Hydrophones shall be in accordance with the below salients. As an example, the High Tech Inc. HTI-
90-U hydrophone meets the salients, but is not required specifically by brand name.
2.2.2 Hydrophones shall be in the standard “voltage-mode” configuration. The hydrophone shall have a specified acoustic sensitivity that is referred to in dB relative to Volts per micro-Pascal.
2.2.3 The hydrophone shall be permanently marked using ink, stamped into the casing, or other
NAVOCEANO approved method. The markings shall include the manufacturer's name, the model number and a unique serial number.
2.2.4 The hydrophone shall operate within specification for temperatures between 0 degrees and 50 degrees Celsius.
2.2.5 The hydrophone shall operate without damage for temperatures between -20 degrees to 70 degrees Celsius.
2.2.6 The beam pattern shall be omnidirectional in all planes. The response as measured on XY and XZ planes shall not deviate by more than +/- 3 dB.
2.2.7 The hydrophone shall not clip (experience overloaded signal levels) for acoustic levels less than or equal to 210 dB re 1 uPa / 1Hz.
2.2.8 The hydrophone shall use at least 0.5 meters of cable to provide stand-off distance from the recorder.
The cable shall use a MCIL-#-MP type connector, where # is between 3 to 8 and represents the number of pins for the connector chosen by the vendor. This connector shall attach directly to the hydrophone recorder. An alternate connector may be used if approved by NAVOCEANO.
Salient Characteristics for Hydrophone Sensitivity -200 to -220 dB Type Voltage-Mode Frequency response 10 Hz to 20 kHz Equivalent Input Self Noise
