About this file

This document contains questions and answers regarding solicitation number N6230620Q0049 from the Department of the Navy Naval Supply Systems Command for hydrophone recorders. The solicitation seeks hydrophone recorders with a minimum sampling rate of 48 kHz, bandwidth of 5 Hz to 10 kHz, and 24-bit resolution. Acceptable configurations include removable microSD cards for data download and integrated rechargeable lithium ion batteries. Real-time streaming is required both for testing and while deployed to meet interface specifications of 10/100 Ethernet, RS-232, RS-422, or RS-485. Underwater encapsulation in epoxy is acceptable in lieu of oil-filled deployment depth specifications.

Questions Request Form

# Reference Question Answer

1. Sol Pg 3 On page 3 of 64 you request that we provide a DoD unique identification number or a unique DoD recognized unique identification equivalent. Do you have a number already established for this commodity, if so could you provide it?

Thank you for the question. The item unique identification (IUID) is part of an established, DFARS-required identification for items over $5,000. Typically, this identification may contain the enterprise identifier (e.g.,DUNS, CAGE, etc.)

model number and serial number of the individual device as applicable. Further definition and format is officially found in DFARS 252.211-7003.

Additional detail can be found in other locations, i.e., https://www.acq.osd.mil/dpap/pdi/uid/docs/ IUID_101_The_Basics_v3_05_2010_v2.pdf “Item Unique Identification, The Basics”.

2. Sol Pg 61 Salient Characteristics: Why is the input bandwidth of 150 kHz or greater, yet the sampling rate is specified as 48 kHz? With a 48 kHz sampling rate the maximum bandwidth is 24 kHz. Later the bandwidth is specified as 5 Hz-10 kHz.

The input bandwidth of 150 kHz just refers to the input filter in front of the analog sampler. The filter should have its cut off (3db point) at 150 kHz or higher.

48kHz is the minimum sampling rate for the hydrophone recorder.

5 Hz-10 kHz is the bandwidth for the hydrophone. It should be possible for other hydrophones with larger bandwidths to be connected to the hydrophone recorder.

3. Sol Pg 61 Salient Characteristics: is Delta-Sigma – 24 bits. Is 16 bits acceptable?

No, 24 bits is required

4. Sol Pg 61 Salient Characteristics:If 16-bits is not acceptable, is two channels with a gain stage on one of the channels to achieve 32-bits acceptable?

The purpose of the 24 bits it to achieve a large dynamic range on the recorder. I am not familiar with the technique proposed, but if it achieves 24 bits worth of range in the final product then it is acceptable.

5. Sol Pg 61 Salient Characteristics: What is the configuration interface used for? Is a manual button and display interface acceptable?

If a configuration interface is not needed to command/ control the recording unit, then it is not required and the interface type is not applicable for this purpose.

Buttons are acceptable for configuration.

6. Sol Pg 61 Salient Characteristics: Data Download: Is removable microSd card for download acceptable?

Yes, this meets requirements.

7. Sol Pg 61 Salient Characteristics: Power type: Would integrated rechargeable lithium ion batteries be acceptable?

Yes

8. Sol Pg 61 Salient Characteristics: Deployment depth. Not oil-filled is specified. Is encapsulated in epoxy acceptable?

Yes

9. Sol Pg 61 Real-time streaming interface. How will this be used? On deck to verify recording, or while attached to the Spar buoy? If while attached to the Spar buoy, how far does it need to transmit data?

Do these cables need to be supplied? Can this be analog transmission?

It will be used both for testing and while deployed.

Transmission lengths should meet specs for the interface type selected. Cables do not need to be supplied. Raw Acoustic Data must be transmitted via one of the 4 specified Interfaces (10/100 Ethernet (TCP/IP) , RS232 , RS422 or RS485)
