About this file
This document is a Single Source Justification for a Simplified Acquisition Procedure (SAP) for the Department of Veterans Affairs. The procurement is for 8,712 Sharp Ribbons (Part # TSJ113ABQ) to be used in Bottle Pack Machines at the VA CMOP (Consolidated Mail Outpatient Pharmacy) in Charleston/Ladson, with multiple deliveries planned twice monthly over a year. The ribbons are critical for labeling pharmaceutical bottles distributed to veterans and beneficiaries, and the procurement is justified as a brand-specific purchase because alternative products have failed testing and could disrupt production.
The market research included posting a sources sought notice from 5/27/2025 to 6/3/2025, which received three responses expressing interest. Additional research involved searching the SBA DSBS database, which identified 23 Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and 69 small businesses in the relevant NAICS code. The procurement will be a firm-fixed-price contract, and the SBA has granted a class waiver allowing a total SDVOSB set-aside. The Contracting Officer determined there is a reasonable expectation of receiving quotes from two or more SDVOSBs that can comply with the requirement.

The Ribbon for the BPM’s (Bottle Pack Machine & Printer) is a Brand Name Only Product. The ribbon must be SHARP RIBBON PART # (TSJ113ABQ) – (3042845) – (SH120610100). Market Research Methods/Techniques/Sources: Market research began on 5/26/2025 for the upcoming acquisition for operational supply Sharp Ribbon - for the Charleston/ Ladson CMOPs.

Past procurement was reviewed for vendor information and product details. – The last procurement was performed by an SDVOSB vendor and the product was listed as USA Made.
GSA – was searched – using the product MPN and this yielded no results.
The SBA, DSBS database was searched for SD/VOSB utilizing NAICS
Code: 325992 were it was determined that there are currently 23 SD/VOSB vendors who meet this criteria.

In order to qualify as a small business concern for a small business set-aside, an offeror must either manufacture the item in accordance with the Limitations on Subcontracting (see FAR section 52.219-14, 52.219-27 and 13 C.F.R. § 125.6), supply the product of a small business made in the United States or be part of a class waiver from the SBA.
