b. Work within the Tunnel emergency stairwell.
c. Work within the MRI Building entrance alcove off the tunnel.
d. Interior and exterior work for the MRI Building.
e. Site drainage, grading and wellpoint system work.
2. To ensure such executions, Contractor shall furnish the Contracting Officer Representative (COR) with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the Contracting Officer Representative two weeks in advance of the proposed date of starting work in each specific area of the site, building or portion thereof. Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to Medical Center Director, Contracting Officer Representative and Contractor, as follows:
a. Phase I: All work within the tunnel in four separate areas between the VA main hospital building and the MRI building entrance.
1) Phase IA: from the south tunnel entrance up to 12 feet south of and 12 feet north of the existing south sliding glass doors. Remove and store existing furniture for reinstallation following completion of Phase 1A work. Coordinate with the COR.
2) Phase IB: From 35 feet south of and 12 feet north of the existing south fire barrier.
3) Phase IC: From 12 feet north and south of the existing 1/2- inch floor joint between the south fire door and the MRI building entrance.
4) Phase ID: From the MRI entrance to the emergency exit stair. work will also include the repair of the water damaged gypsum board ceiling in the MRI waiting room.
5) Commence Phase II work upon completion of Phase I work and acceptance and written release from the COR to proceed.
6) Temporary Construction barriers erected at the north and south limits of the Phase I work areas will remain in place until completion of the Phase II north tunnel work and Phase III work.
b. Phase II: All work within the tunnel from the tunnel emergency exit stair to the north exit into UF Shands and all work within and along the west half of the tunnel south of the MRI entrance between completed Phase I work areas.
1) The construction barrier between Phase II and Phase III work area will be erected as located on the Phasing Plan to allow the existing light fixtures to remain in place outside the phase 2 work area and provide for patient, staff and visitor traffic between the VA main hospital building and the MRI building entrance.
2) Commence Phase III work upon completion of Phase II work and acceptance and written release from the COR to proceed.
c. Phase III: All work within and along the east half of the tunnel south of the MRI entrance between completed Phase 1 work areas.
1) Upon completion of Phase III tunnel work and acceptance by the VA, the temporary construction barriers and doors separating Phase 3 work areas from Phase I and Phase II work areas will be removed.
2) Flooring and ceiling work under and above the barrier will be installed and finished to match adjacent finishes. Existing walls intersecting with temporary construction barriers will be repaired and refinished to match adjacent finishes.
3. Staff, patient and visitor access through the tunnel from the basement level of the medical center’s main hospital building to the MRI building entrance shall be maintained Monday through Friday from 6:30 am to 9:30 pm.
4. The conceptual phasing plan indicates four °areas in Phase 1. Abatement work in Phase 1 will be performed during weekends from 11 pm Friday until 5 am Monday. Abatement work in Phase 2 and Phase 3 will be performed during weekends from 11 pm Friday until 5 am Monday or Monday through Friday from 11 pm until 5 am. Abatement work schedules will be reviewed and approved by the COR. Temporary construction barriers and doors separating staff, visitor and patient areas from construction areas, will be erected and sealed prior to asbestos abatement commencement.
H. Part of the pedestrian tunnel will be vacated by Government in accordance with above phasing beginning immediately after date of receipt of Notice to Proceed and turned over to Contractor.
I. The MRI building will be occupied during performance of work. Staff and patient access to the MRI Building will be provided through the pedestrian tunnel Monday through Friday from 6:30 am until 9:30 pm.
1. MRI Building No. 28 and the pedestrian tunnel connecting the VA Medical Center and UF Shand and providing access to the MRI Building will be occupied by Medical Center personnel for various periods as listed below:
| AREA | PERIOD | |
| (a)MRI Building | 6:30 am – 9:30 pm (b)MRI tunnel entrance | 6:30 am – 9:30 pm |
Contractor shall take all measures and provide all material necessary for protecting existing equipment and property in affected areas of construction against dust and debris, so that equipment and affected areas to be used in the Medical Centers operations will not be hindered. Contractor shall permit access to Department of Veterans Affairs personnel and patients through other construction areas which serve as routes of access to such affected areas and equipment. These routes whether access or egress shall be isolated from the construction area by temporary partitions and have walking surfaces, lighting, etc., to facilitate patient and staff access.
Coordinate alteration work in areas occupied by Department of Veterans Affairs so that Medical Center operations will continue during the construction period.
2. Immediate areas of alterations not mentioned in preceding Subparagraph 1 will be temporarily vacated while alterations are performed.
J. Construction Fence: Before construction operations begin, Contractor shall provide a chain link construction fence, 2.1m (seven feet) minimum height, around the construction area indicated on the drawings. Provide gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum 375mm (15 inches). Bottom of fences shall extend to 25mm
(one inch) above grade. Remove the fence when directed by Contracting Officer Representative.
K. When a building and/or construction site is turned over to Contractor, Contractor shall accept entire responsibility including upkeep and maintenance therefore:
1. Contractor shall maintain a minimum temperature of 4°C (40°F) at all times, except as otherwise specified.
2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from Contractor's employee or watchman.

Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished, work on any energized circuits or equipment shall not commence without a detailed work plan, the Medical Center Director’s prior knowledge and written approval. Refer to specification Sections 26 05 11, REQUIREMENTS FOR ELECTRICAL INSTALLATIONS for additional requirements.
2. Contractor shall submit a request to interrupt any such services to Contracting Officer Representative, in writing, 7 days in advance of proposed interruption. Request shall state reason, date, exact time of, and approximate duration of such interruption.
3. Contractor will be advised (in writing) of approval of request, or of which other date and/or time such interruption will cause least inconvenience to operations of Medical Center. Interruption time approved by Medical Center may occur at other than Contractor's normal working hours.
4. Major interruptions of any system must be requested, in writing, at least 15 calendar days prior to the desired time and shall be performed as directed by the Contracting Officer Representative.
5. In case of a contract construction emergency, service will be interrupted on approval of Contracting Officer Representative. Such approval will be confirmed in writing as soon as practical.
6. Whenever it is required that a connection fee be paid to a public utility provider for new permanent service to the construction project, for such items as water, sewer, electricity, gas or steam, payment of such fee shall be the responsibility of the Government and not the Contractor.
M. Abandoned Lines: All service lines such as wires, cables, conduits, ducts, pipes and the like, and their hangers or supports, which are to be abandoned but are not required to be entirely removed, shall be sealed, capped or plugged at the main, branch or panel they originate from. The lines shall not be capped in finished areas, but shall be removed and sealed, capped or plugged in ceilings, within furred spaces, in unfinished areas, or within walls or partitions; so that they are completely behind the finished surfaces.
N. To minimize interference of construction activities with flow of Medical Center traffic, comply with the following:
