VETERANS AFFAIRS CARIBBEAN HEALTHCARE SYSTEM

PROJECT 672-23-101 - PERFORM HVAC DISTRIBUTION STUDY AT MAIN BUILDING SECOND FLOOR

SCOPE OF WORK

1. FOREWORD

1.1 This document contains information and minimal submission requirements for contract documents specified in the A/E contract for each submission in the production of VA Schematics for this study. It will give VA reviewers and the A/E a clear understanding of what is required at each stage of the study.

1.2 This document does not relieve the A/E firms of their professional responsibility to produce a correct, complete, and fully coordinated study documents.

2. GENERAL PROJECT DESCRIPTION

2.1 This project is to perform a study of the chilled water and HVAC distribution systems of the 2nd floor of the Main Building to determine the condition of the existing chilled water distribution system and the feasibility of performing repairs/ replacement or replacing fan coils with centralized air handling units.

2.1.1 Currently there are approximately 60 fan coils and 6 air handling units being supplied by the 2nd floor chilled water distribution system.

3. STUDY CONTRACT REQUIREMENTS

3.1 The engineer who prepares and oversees the study must be a professional mechanical engineer licensed in the Commonwealth of Puerto Rico. A valid copy of such license will be required as part of the contract documents. The professional seal indicating such license shall appear on the soil study report and assessment documents. The engineer whose seal is shown on those documents will be known as the Engineer of Record.

3.2 The Mechanical Engineer must have a proved professional experience of at least ten (10) years in mechanical engineering and HVAC System designs and assessments.

3.3 The study must assess and verify the exiting layout of the chilled water and HVAC distribution systems of the 2nd floor of the Main Building and update the available drawings as necessary.

3.4 The study must provide Non-Destructive Testing (NDT) data to support any recommended determination on the feasibility of replacing/repairing portions of the system or a full replacement.

3.5 The study must assess the feasibility of replacing the existing chilled water/fan coils system with new centralized AHUs.

3.6 Provide computations and sizing calculations for mechanical (HVAC, plumbing) designs as required. For computerized calculations, submit complete and clear documentation of computer programs, interpretation of input/output, and description of program procedures.

3.7 At completion of the study, the Engineer of Record must produce and submit a technical study report that must be signed and sealed as indicated on section 3.1.

3.8 The technical study report must include, but not limited to:

3.8.1 Description of the performed NDT, testing, analysis, and study processes,

3.8.2 Identification and description of problems, its severity and causes,

3.8.3 Identification and descriptions of the feasible alternatives to correct the problems and other alternative to replace the existing system with other methodology. These descriptions must include the recommended process to that needs to be implemented to successfully correct the identified problem.

4. SELECTED A/E REQUIREMENTS

4.1 Selected A/E firm shall visit the site before submitting his final proposal. Visits to the site shall be made by appointment with the Contracting Officer.

4.2 The A/E is required to perform all necessary inspection, survey and evaluation of the existing project site and related utilities, systems and distribution systems to produce a correct and complete report.

4.3 Site survey work shall consist of existing drawing verification, comprehensive research, investigation, evaluation and study of the existing systems, equipment, structure and utilities.

4.4 Contract documents shall meet or exceed the requirements of this document.

4.5 A/E shall conduct coordination meetings between A/E technical disciplines before submitting material for each VA review and provide minutes of the meetings to VAMC.

4.6 VA will provide an architectural as-built in DWG or PDF format as per A/E request but does not warrant the 100% accuracy of the same. The VA will provide any other drawings from their files required by the A/E but does not warrant the accuracy of the same.

4.7 The A/E will certify compliance with all national codes used by the VA, and Federal Requirements and Regulations. VA design standard, VA master specifications, design manuals, and/or other publications should be obtained by the A/E at the following Internet addresses:

4.8 A/E shall keep the Project Manager and Contracting Officer informed at all times of the status and progress of the design project.

4.9 The A/E shall prepare written minutes of each meeting with the Government concerning contractual and design matters. Copies of the minutes shall be furnished to the Contracting Officer within two calendar days of meeting. The A/E shall prepare written records of phone conversations addressing mayor design issues and furnish a copy to the Contracting Officer within five calendar days of contract.

5. SUBMISSION POLICY

5.1 The A/E shall submit a draft study report at 90% of study completion for VA team evaluation and approval.

5.2 VA team will take 15 calendar days to review the 90% submission for approval.

5.3 Fifteen calendar days after 90% submission approval, the A/E shall submit the 100% completion study report.

5.4 The A/E shall provide a verbal presentation of his work to the VA Staff during the review process of each submission.

6. PERIOD OF PERFORMANCE

6.1 Schedule Objectives - The anticipated completion of this project is 220 calendar days after “Notice to Proceed” (NTP).
