1.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, in conjunction with FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement will be evaluated under the lowest price technically acceptable evaluation methodology.
2.The combined synopsis/solicitation number is 36C25621Q0123.
3.Solicitation document and incorporated provisions and clauses are those in effect through
Federal Acquisition Circular FAC 2021-01 (eff. 10/01/20)
4.This requirement is a total service-disabled veteran owned small business set-aside. The
North American Industry Classification System number is 561621 with a size standard of $22M
5.Place of Performance: Micheal E. DeBakey Veterans Affairs Medical Center (MEDVAMC) in
Houston, Texas, nine Community Based Outpatient Clinics (CBOCs) and VA Domiciliary. After mention MEDVAMC includes all locations stated above and any future CBOCs and VA
Domiciliary.

6. Period of Performance: The period of performance shall be a base period of 12 months with four 12-month option periods exercisable at the discretion of the Government.

Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. This includes options under FAR
52.217-8, Option to Extend Services, which applies to this solicitation. Evaluation of options under FAR 52.217-8 will be accomplished by using the prices offered for the last option period to determine the price for a 6-month option period, which will be added to the base and other option years to arrive at the total price. Evaluation of options will not obligate the Government to exercise the option(s).

1. Introduction: This non-personnel services contract to provide 24/7 to include emergency service for the Physical Security Equipment Maintenance and Testing services at the Michael E
DeBakey VA Medical Center (MEDVAMC) in Houston, Texas, nine Community Based
Outpatient Clinics (CBOCs), VA Domiciliary and any future Domiciliary or CBOC established by the MEDVAMC.

2. General Requirements: This section describes the general requirements for this effort. The following sub-sections provide details of various considerations on this effort. The contractor shall alert the Contacting Officer Representative (COR) of any changes to this order that will impact scope(schedule/cost). Prior to execution of any change to a product which impacts scope, the contractor shall seek approval from the Contracting Officer (CO).
2.1. The Contractor shall provide support 24/7 for all existing and remaining physical security, anti-ligature alarms, access control, closed circuit television (CCTV), intercoms, wireless and wired local area networks, emergency code blue, LYNX Duress system, parking and perimeter gates components at the MEDVAMC campus, 2002 Holcombe Blvd., Houston, TX 77030, nine
Community Based Outpatient Clinics (CBOCs), VA Domiciliary and any future Domiciliary or
CBOC established by the MEDVAMC.
2.2. Contractor shall provide annual software, firmware, and hardware updates for ALL the
Servers/Workstation clients, network switches, Video Management System and hardware components. Contractor shall provide MEDVAMC with written documentation regarding the scheduled maintenance of equipment and testing results.
2.3 Contractor shall provide security system testing & inspection services for 100% of the existing and remaining security system every weekly, monthly, quarterly, semi, and annual inspection intervals. All preventive maintenance testing shall be performed in accordance with manufacturer and VA Electronics Department staff recommendations to include a visual and functional test & inspection of all components that are part of this contract. This shall also include cleaning components and any additional tests required by the VA for the VA Hospital, CBOCs, and Domiciliary installation projects. Written documentation of these services and tests shall be provided to the VA at the end of each inspection period showing that 100% of the system has been tested and serviced.
2.4 Security system equipment that shall be included in this contract, but not limited to, are the intercom, CCTV, parking and perimeter gate operators, strong arm, code blue, burglar, anti-ligature and duress alarms and all other existing and remaining access points tied into the DNA
Fusion Open Options access control system.
2.5. Contractor shall perform a daily diagnostic check of the Security Servers and Clients
Software Version vs. the current version offered by the manufacture. In the event a new version or any service versions are available, the contractor shall download these upgrades and service patches from the manufacturer’s web sites, install, program, and implement into existing system.
Contractor shall also screen all video, access control databases, and software for errors and correct as needed.
2.6. Contractor shall perform daily diagnostic inspections on the parking control and surveillance systems and make corrective repairs as needed. Contractor shall also develop a validation ticket dispenser replacement program to ensure dispensers are never empty and always operational.
Contractor shall provide service for all access control card readers and user profiles, gate parking hangtag readers. Gate hangtags shall be sourced and provided by the Contractor. Contractor shall submit concurrent with TECHNICAL QUOTE sample dispenser replacement program.
2.7. Contractor shall provide LYNX Duress System, Swisslog tube system, Avigilon CCTV, fiber network, Juniper Network Switches, and Distributed Network Architecture (DNA Fusion
Open Options) maintenance and factory support, yearly subscription costs, repair, installation of existing and remaining components and devices, programming and testing. Contractor shall submit concurrent with TECHNICAL QUOTE evidence /documentation as being original equipment manufacturer (OEM) trained.
2.8. Contractor shall maintain the following subscriptions and licenses; Open Options software and redundancy maintenance, Codebench software maintenance, Avigilon cctv software and firmware maintenance, LYNX duress software maintenance, and juniper firmware and software maintenance. Contractor shall submit concurrent with TECHNICAL QUOTE evidence
/documentation authorized and the capability to provide OEM software or license.
2.9 Contractor shall provide all programming, connect all physical wiring connections, install electronic components and hardware, and test of all existing and remaining equipment and devices to keep all systems running and operational.
2.10. Contractor shall develop a battery replacement program to ensure all batteries in control cabinets, power supplies, network and Mercury Board, DNA Fusion Open Options, and HID
PAM Modules and controllers and uninterruptable power supplies (UPS) are replaced annually.
Contractor shall submit concurrent with TECHNICAL QUOTE sample battery replacement program.
2.11. Contractor shall provide replacement Vehicle Parking Hang Tags and Access Stickers for vehicle registration.
2.12. Limited Parts, Emergency Repairs and Component Repair & Replacement: This contract will contain a $100,000.00 per year Other Direct Costs (ODC) Contract Line Item
Number (CLIN) to cover all minor, service calls, emergency out of scope parts that are not a routine part of the Physical Security Equipment Maintenance and Testing services items required to maintain physical security systems in operation to include labor for installation of parts. All work done under this CLIN shall first be approved in writing by the COR and the CO. The contractor shall submit a quote for all work done under this parts rider to the COR and CO for approval prior to doing any of the work. The quote shall be submitted to the COR with a break down by material, labor type, hours, mark up percentage and discounts. Fair and reasonable pricing will be determined by the COR and CO.
Written approval from the Contracting Officer is required before the commencement of any work under this CLIN. When the work is approved and completed, the contractor shall submit to the COR a report of all work including total cost and detailing the work that was performed.
Parts replaced under this contract shall be new OEM specifications and shall be warranted against defects in material and workmanship during the term of this contract or 90 days, whichever is longer. Parts replaced shall become the sole property of the Government. All repair and replacement costs shall be provided to the MEDVAMC COR under this CLIN.
2.13. Response Time & Prioritization: In order to account for the 24-hour nature of the
MEDVAMC operation, the Contractor shall include ALL 24/7/365 non-scheduled emergency and after hour calls per year regardless of the day-of-week or time-of-day. Emergency calls beyond scope of the repairs shall be billed a single time and material rate. Emergency calls to the contractor will be placed or authorized by a Contracting Officer’s Representative
(COR). The VA will not pay for services provided not authorized by the COR.
2.14. Service Documentation & Logging: Contractor shall ensure each and every security system testing & service call shall be documented utilizing an inspection report service by
Building Reports.com (BR.COM) and/or work order completed by the contractor. The contractor’s job shall not be complete until his/her testing and or service call is formally documented and submitted to the COR at the regularly scheduled intervals e.g. daily, weekly, bi-weekly, monthly, quarterly, semi-annually, and annually depending on devices and system requirements. All alarm points shall be tested to ensure the alarms are received at the associated monitoring workstation graphics with audio and visual indications.
Contractor shall ensure an on-site security service logbook are provided and maintained by the contractor. The purpose of this logbook is to allow VA security personnel to document system issues or problems in a centralized location. When the contractor arrives on-site, this shall be the first level of documentation they he/she shall review. All contractor personnel shall be required to sign-in and out of the VA Energy Control Center (ECC) contractor logbook each time the contractor personnel enter and leave the VA campus.
Contractor shall provide records of all Standard Operating Procedures (SOP) for all equipment, computer programs, software, firmware, installing, passwords, access profiles, and removal of any and all of the existing and remaining equipment, devices, and hardware. SOP for all procedures of performing all features of the software programs required to keep the campus in operating order.
2.15. Customer Call Support: To quickly address customer technical questions or issues that may arise, the contractor shall provide the VA with on-line customer call and technical support with all original equipment manufacturers (OEM) and equipment vendors. During the hours of
8:00 AM to 5:00 PM, Monday through Friday, MEDVAMC can contact the local contractor’s office, and be assured of prompt and courteous service. During hours other than those listed above, calls shall be handled directly by the contractor’s answering service. Calls to the contractor shall be placed or authorized by a Contracting Officer’s Representative (COR).
The VA will not pay for services provided not authorized by a COR.
2.16. Training: Contractor shall provide quarterly refresher training on the following: DNA
Fusion (Open Options), LYNX Duress System, Bosch Burglar Alarm System, Juniper Network
System, Avigilon CCTV System, Aethon Tube System, and any other relevant systems training.
2.16.1. Contractor shall provide quarterly training to include but not limited to the DNA
Fusion (Open Options) and LYNX Duress System as well as any security system components to the MEDVAMC Police staff.
2.16.2. There shall be 240 hours per year off site technician level manufacturer
FACTORY training to include travel and per-diem for a maximum of 6 VA Technicians per year to maintain and troubleshoot the system. All Systems including but not limited to the following: DNA Fusion (Open Options), LYNX Duress System, Bosch Burglar
Alarm System, Juniper Network System, Avigilon CCTV System, and any other relevant systems training.
2.16.3. Contractor shall provide Training of 120 hours of operator level training that shall provide Police, Parking, MHCL Nursing Units and Badging staff the training needed to operate the system. Training to include but not limited to DNA Fusion (Open
Options)+Avigilon CCTV
2.17. Performance Goals Review: Upon execution of this agreement, and prior to commencement of services, contractor shall meet with local VA security personnel to establish specific written mutual goals for success. These goals will ultimately become the measuring stick for success of the contract with MEDVAMC.
2.18. Duress Switch Testing: Contractor shall test all existing and remaining duress buttons throughout the VA Hospital and Domiciliary. This test shall be performed on a monthly basis.
The alarm points for these switches shall be tested to ensure the alarms are received at the associated monitoring workstations with audio and graphic visual indicators. As part of this test, the contractor shall visit each duress button installed in the facility. They shall press the button and then via radio or telephone communicate back to the PD on the DNA Fusion Open Options software and workstations to determine that switch was working properly. The contractor shall provide a minimum of two technicians to conduct the tests. The contractor shall install a Bar
Code at each button. When the contractor gets to each button or computer keyboard, they shall scan the bar code with a handheld reader. This shall ensure that each and every button has been visited. The contractor shall produce a report both hard copy and electronic to show that 100% of the switches have been tested during the testing period. Contractor shall perform immediate repairs on all nonworking duress buttons and retest. These reports shall be on file at the VA and available on the internet BR.com website.
The contractor shall test and maintain the LYNX computer duress system, yearly subscriptions, software and firmware updates and maintenance.
2.19. Motion Intrusion Detector Testing: The contractor shall test all motion intrusion detectors throughout the hospital. This test will be performed on a monthly basis. As part of this test an OEM trained technician shall visit each detector installed out in the facility. They shall activate the motion detector and then via radio communicate with a second OEM trained technician to determine that the detector was working properly. The alarm points for these motion detectors shall be tested to ensure the alarms are received at the associated monitoring workstations with audio and graphic visual indicators. The contractor shall install a Bar Code at each device or panel. When the contractor gets to the device, they shall scan the bar code with a handheld reader. This shall ensure that each and every device has been visited. The contractor shall produce a report both hard copy and electronic to show that 100% of the devices have been tested during the testing period. These reports shall be on file at the VA and available on the internet BR.com website.
2.20. Code Blue Station Testing: The contractor shall test all Code Blue stations located throughout the hospital. This test shall be performed on a monthly basis. As part of this test a technician will inspect and test each emergency code blue station throughout the facility. They shall activate the code blue station and then via communicate with a second OEM trained technician to determine that the station was working properly. The alarm points for these Code
Blue stations shall be tested to ensure the alarms are received at the associated monitoring workstations with audio and graphic visual indicators. The contractor shall install a Bar Code at each station. When the contractor gets to the switch each Code Blue Station, they shall scan the bar code with a handheld reader. This shall ensure that each and every station has been visited.
The contractor shall produce a report both hard copy and online to show that 100% of the code blue stations have been tested during the testing period. These reports will be on file at the VA and available on the internet. Contractor shall make all necessary repairs when found inoperable.
2.21. Anti-ligature Door Testing: Contractor shall test all existing and remaining anti-ligature door alarm system throughout the VA Hospital. This test shall be performed on a monthly basis.
As part of this test, the contractor shall inspect and test each door and press the switch with minimal force then via radio or telephone to communicate back to a continuum workstation and determine that switch was working properly. The contractor shall provide a minimum of two
OEM trained technicians to conduct the tests. The alarm points for these Anti-Ligature Door switches shall be tested to ensure the alarms are received at the associated monitoring workstations with audio and graphic visual indicators. The contractor shall install a Bar Code at each switch. When the contractor gets to the switch, they will scan the bar code with a handheld reader. This shall ensure that each and every button has been inspected and tested. The contractor shall produce a report both hard copy and electronic to show that 100% of the switches have been tested during the testing period. Contractor shall perform immediate repairs on all nonworking duress buttons and retest. These reports shall be on file at the VA and available on the internet.
2.22. Access Controlled Door Testing: The contractor shall test all existing and remaining access-controlled doors throughout the hospital and domiciliary. This test shall be performed on a monthly basis. As part of this test an OEM trained technician shall visit each reader, swipe a
PIV card and verify the locking devices unlocks correctly. The contractor shall install a Bar Code at each reader. When the contractor gets to the reader, scan the bar code with a handheld inspection reader. This shall ensure that each and every device has been visited. The contractor shall replace batteries in wireless access control readers at least monthly. The contractor shall produce a report both hard copy and electronic to show that 100% of the readers have been tested during the testing period. These reports will be on file at the VA and available on the internet at the BR.com Website.
2.23. Fire Exit Door Testing: The contractor shall test all existing and remaining fire exit doors throughout the hospital and domiciliary. These doors remain closed for long periods of time and are subjective to residual magnetism. The alarm points for these door sensors shall be tested to ensure the alarms are received at the associated monitoring workstations with audio and graphic visual indicators. The contractor shall provide monthly testing and preventive maintenance.
2.24. Perimeter and Parking Gates: Contractor shall maintain all perimeter and parking gates, implement a preventive maintenance program, test and ensure all gates are in proper operational condition, ensure all gates can be controlled by the DNA Fusion Open Options Access Control
System. Contractor shall ensure all intercom systems are in proper operation and repair if necessary.

2.25. Personnel Qualification and Certifications: Contractor shall submit all personnel resumes, training and certification concurrent with Technical Quote.
Prime contractor shall possess 5 (five) years of relevant experience and have current certification documentation of all included VA Systems.
2.26. Prime contractor shall submit concurrent with Technical Quote evidence for certification/authorized dealer for:

The prime contractor shall submit concurrent with technical quote names, certifications, resumes and training of employees and prospective employees who are known to the contractor that are anticipated to fulfill the services of this requirement. Prospective employees shall provide letter of commitments in writing and copies of any licenses or certifications.
2.27. Prime contractor Relevant Experience: Prime contractor shall have at least five (5) years of relevant experience testing, maintaining, repairing, diagnosing, programming, modifying and installing Physical Security Access Control System, Digital Sentry Network Video Servers, Avigilon Video Networks, and Wireless & Juniper Local Area Networks and Intrusion Detection systems.
Prime contractor shall submit concurrent with Technical Quote relevant experience form and a detailed management plan describing their proposed capability and methods to meet all the requirements in the Statement of work (SOW) and Solicitation.
The plan shall be organized, specific and complete in detail, realistic, and provide a straightforward delineation of the proposed management system. The plan shall contain all proposed management policies and organization charts proposed to implement the plan.
2.28. Quality Control Plan (QCP): Prime contractor shall submit concurrent with Technical
Quote a QCP addressing but not limited to sufficient personnel, procedures, and expendable and durable goods to perform the duties listed in the statement of work without additional support from the VA.
At a minimum, the Plan shall include:
• Quality Control (QC) organization structure
• Resume for each potential employee
• Duties, responsibilities and authority of QC Personnel:

2.29. Changes to the Contract or Statement of Work: Changes to this SOW or the contract shall only be authorized and approved through written correspondence from the CO. A copy of each change shall be kept in a project folder along with all other documents or items pertaining to the project. Costs incurred by the Contractor through the actions of parties other than the CO shall be borne by the Contractor.
3. Contract Type: This is a firm fixed price contract (FFP).
3.1. Period of Performance: The period of performance shall be for a Base Period of 12-
Months and with four (4) 12-Month option periods exercisable at the discretion of the
Government.

3.1.3. Gray Market Prevention: (a) Gray market items are Original Equipment Manufacturers
(OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for a physical security maintenance and testing services contracts for maintenance of security systems (i.e. replacement parts, software, license) for VA
Medical Center, CBOC, and VA Domiciliary. No remanufactures or gray market items will be acceptable.
(b) Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed security equipment and/or services contracts for maintenance of security systems
(i.e. replacement parts, software, license), verified by an authorization letter or other documents from the OEM, such that the OEM’s warranty and service are provided and maintained by the
OEM. All software licensing, warranty and service associated with the security system supplies, security equipment and/or services contracts for maintenance of security system equipment shall be in accordance with the OEM terms and conditions.
(c) The delivery of gray market items to the VA in the fulfillment of an award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA’s election, allowing the
Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items.
4 Phase Out/Transition Requirements
This section describes the special requirements for this effort. The following sub-sections provide details of various considerations on this effort.
If there is a change in contractor or if the operation reverts to in-house, the incumbent contractor will provide familiarization, to the government or the follow-on contractor, whichever the case may be. During the phase-out familiarization period, the incumbent will be fully responsible for the operation of physical security maintenance, testing, diagnostics and emergency repairs.
The government reserves the right to conduct site visits in all contractor operated facilities in conjunction with the solicitation of offers for the follow-on contract. In the event the follow-on contract is awarded to other than the incumbent, the incumbent contractor will cooperate to the extent required to permit an orderly change over to the successful contractor.
