A firm fixed price contract with no option years is anticipated and shall be awarded. It is the

Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers.

No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 10:00 am on Friday, May 20, 2022.

PERFORMANCE WORK STATEMENT

GE Maclab/Combolab Upgrade- Indianapolis

Contract Title. GE Maclab/Combolab Upgrade- Indianapolis

1. Background. The Veterans Integrated Service Network (VISN) 10, is responsible for providing health care to Veterans in the states of Indiana, Ohio and Michigan. Veterans

Integrated Service Network (VISN) 10 is the result of the integration of VISNs 10 and VISN

11 as part of VA’s MyVA Transformation plan. The newly integrated VISN 10 is comprised of

10 medical centers and the independent Columbus, OH Ambulatory Care clinic and a network of 63 Community Based Outpatient Clinics. VISN 10 provides personalized, proactive, patient-centered care to more than 685,000 Veterans throughout the lower peninsula of Michigan, Ohio/Northern Kentucky and Indiana.

Like all health care facilities, VISN 10 is moving from the legacy VistA EMR and moving to an Enterprise Cerner EMR. This move will require legacy systems to have their existing medical and laboratory devices interfaced and configured to communicate with Cerner.

GE Maclab and Combolab Hemodynamic Recording systems optimizes workflow, productivity and throughput for Cath and EP Labs. It integrates with the electronic health record to document point-of-care information and waveform data and ensures patient data is available for the Cardiology Department.

2. Scope.

The contractor shall provide all necessary travel, professional services, hardware, installation and onsite calibration and testing to upgrade the GE Maclab and Combolab system. The contractor shall provide all the necessary installation and configuration services to install and integrate the equipment below.

The Contractor shall include all necessary application configuration services and project management services to upgrade and install the necessary equipment.

The Contractor shall include HL7 (ADT, Orders, PDF Reports, etc.) custom configuration services and provide all documentation and testing between the Carescape network and Cerner

EMR. The contractor shall provide necessary afterhours and weekend support for the Cerner

Go live.

The Contractor shall provide one-year of warranty and provide one-year of maintenance support for all the new GE hardware and software.

3. Training.

The vendor shall provide the following GE Healthcare training courses and programs for the

Training opportunities should include necessary airfare, lodging and meal expenses for each course.

4. Performance Period. Period of performance shall start immediately for Indianapolis after award is issued.

5. Place of Performance. Contract performance shall take place at location below:

6. Travel for Installation, Implementation and Training. The Government anticipates

Contractor travel under this contract. All travel shall be incorporated into the price schedule for the contract. No travel costs will be reimbursed by VA

6.1. Travel is anticipated for on-site installation, configuration, implementation, and end-to-end testing. The Government acknowledges the possible use of remote access for installation and implementation purposes, within the constraints of all applicable VA

Information Security Requirements

7. Government Furnished Equipment/Information. The Contractor shall be allowed access to Government equipment including servers and network infrastructure. Information on

Government equipment and systems shall be provided as necessary. No Government-owned property will be transferred into the Contractor’s control. Additional software products may be provided by the Government as identified to facilitate Contractor access, e.g. Microsoft Terminal Services.

8. Invoicing. Invoices shall be submitted electronically via the Financial Services Center

Mandatory Electronic Invoice System in arrears. Invoices must include, at a minimum, the following information: Contractor name, purchase order number, period of service the billing covers, and a list of equipment items covered during the stated period of performance.

9. Hours of Coverage & Federal Holidays. Service will be provided during regular coverage hours of 8:00 am to 4:30pm, Monday through Friday, excluding federal holidays. The contractor shall also include afterhours and weekend installation for Cerner Go Live and any necessary for the upgrade.

The contractor shall contact the POC or his/her designee prior to commencing any work on the premises.
