Statement of Work (SOW) RS Means CostWorks Cost Estimation Training (FY2022) Naval Facilities Engineering Command Mid-Atlantic
1.0 INTRODUCTION
1.1 Naval Facilities Engineering Command Mid-Atlantic (NAVFAC MIDLANT) Cost Estimation training for CAT 3/4 Engineering Techs, Facility Support Contracts (FSC) Engineering Tech Spec Writers, Shop Planner Estimators, and other Public Works Business Line (PWBL) employees.
2.0 BACKGROUND
2.1. NAVFAC currently uses RS Means CostWorks software for Cost Estimation to develop Independent Government Cost Estimate (IGCE), for Facility Support Contracts (FSC), Construction contracts, and other Public Works Business Line (PWBL) requirements. This training request is being made for the Public Works (PW) Business Line Leader for NAVFAC MIDLANT. It is essential for CAT 3/4 Engineering Techs, Facility Support Contracts (FSC) employees, Shop Planner Estimators, and other Public Works Business Line (PWBL) employees to be able to create IGCEs, process cost estimating in a Facility Services environment, scope the project, and understand the overview of quantity takeoff and project pricing with special focus on the front-end of the process.
3.0 SCOPE
3.1 Scope Assessment Training
This training will be valuable to anyone who is faced with the task of assessing the scope of work for estimating and evaluation purposes. This practical training class addresses the vital importance of understanding the scope of projects to arrive at accurate cost estimates.
· Understand the “big picture” estimating process
· Review the process of cost estimating in a Utilities and Energy environment
· Learn that final pricing is only as accurate as the understanding of the scope of the project
· Review real-life projects, along with checklists, for respective divisions
· Gain an overview of quantity takeoff and project pricing with special focus on the front-end of the process
· Scoping
· Learn to estimate like a contractor
3.2 Estimating Concepts
This class starts with the details of interpreting bid documents and ends with the summary of the estimate and the submission of the bid. It is presented in terms that can be applied by all disciplines; whether you are an owner, Facility Supports Contract Manager, spec writer, contracting officer, general contractor, or subcontractor. The practical skills and need for understanding concepts of estimating are identical and have similar application regardless of your role in the process. Everyone benefits from the unique perspective that is derived from understanding the process as practiced by the professional. This course will help in understanding how to develop and evaluate estimates.
This class is designed to improve the estimating skills and effectiveness of the professional and help those who work with them to better understand the responsibilities. It is particularly suited for anyone who is responsible for budgeting or estimating Facility Services for projects on Navy and Marine Corps bases in today’s complex business environment.
3.3 Class Size and Location
Training will be two (2) classes for twenty-two (22) students each.
Training will take place in computer training rooms located at Infotec of Virginia, 100 Constitution Drive, Virginia Beach, Virginia 23462.
4.0 APPLICABLE DOCUMENTS
Forty-Four (44) RS Means CostWorks Workbooks will be included as well as other applicable manuals.
Fifty (50) Facilities Maintenance & Repair Cost Data Books will be included.
The Government Point of Contact (POC) shall review the materials to ensure all requirements for the training are included.
5.0 AGENDA
Day 1: (Workbooks only) AM Estimating Concepts
· The construction documents, an estimators review and assessment
· The Takeoff Process with exercises
· The Pricing Process with exercises
PM Scope Assessment
· Scope as affected by delivery methods
· Consequences of Poor Scope
· Case Studies
· Standard Architect-Engineering (AE) Scope, Context Scope and Process Scope
Day 2: (CostWorks CD and Workbooks)
· Scoping within the Estimating Process
· RS Means Data: How it is developed, look at a typical line item, city cost location factors, adjustment factors within government installations
· Division by Division scope guidelines, issues and proper approach when using RS Means data (will be using CostWorks Compact Disc)
· Class Exercises: Scope, proper use of Means data, use of CostWorks CD functionality
Day 3: (CostWorks CD and Workbooks)
· Maintenance basics and differences in estimating construction and maintenance.
· Maintenance & Repair Cost Data
· Preventative Maintenance
· General Maintenance
· Facilities Audits
· Class Exercises
6.0 PERFORMANCE REQUIREMENTS
6.1 Government
6.1.1 The Government has listed in this Statement of Work (SOW) the personnel that can help with the administrative tasks involved with providing these classes to the target audience.
6.2 Contractor
6.2.1 The Contractor shall provide at least one qualified instructor for the training classes offered.
6.2.2 Training facility location shall be appropriate for the course content and participants. Planned location is identified above under Item 3.3.
6.2.3 The dates for these training classes shall be offered sometime between 01 July 2022 and 30 September 2022. Each class offering shall be scheduled with sufficient time to allow for the training announcement to be forwarded to eligible employees at least one month prior to the course start-date for that location.
6.3 Hotel or Government Furnished Equipment/Material
6.3.1 The Contractor agrees to ensure the proper and authorized use of any Government furnished equipment (projector, overheads, flip-charts, etc.). The Contractor shall return all Government equipment and Government material to the Government representative upon completion of the course.
6.4 Planning Conference Call
6.4.1 A planning conference call shall be held between the Government and Contractor within five (5) working days and no later than five (5) working days before the beginning of the scheduled training, after execution of the purchase order to clarify all responsibilities, requirements, and training schedules. Additional conference calls in support of this Statement of Work shall be held, as required.
6.5 Training Roster
6.5.1 A daily attendance roster shall be taken for each class. All participants will be required to sign the roster on each day of class attendance. If not onsite, the Contractor shall provide the signed roster to the Government Point of Contact (POC) at the completion of each course.
6.6 Period of Performance
Two classes:
· September 6, 7, and 8, 2022
· September 13, 14, and 15, 2022
6.6.1 Working Hours
Classroom hours shall be 0800 to 1600 each day (including an hour break for lunch).
6.7 Deliverables
6.7.1 The Contractor shall be responsible for delivering the products and services specified in this Statement of Work.
7.0 NON-PERSONAL SERVICES STATEMENT
7.1 Contractor employees performing services under this order shall be controlled, directed, and supervised at all times by management personnel of the Contractor. Contractor management shall ensure that employees properly comply with the performance work standards outlined in the Statement of Work. Contractor employees shall perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibility set forth in the contract may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The government shall control access to the facility and shall perform the inspection and acceptance of completed work.
8.0 DISCLOSURE OF INFORMATION
8.1 Information made available to the contractor by the Government for the performance or administration of this effort shall be used only for those purposes and shall not be used in any other way without the written agreement of the Contracting Officer.
8.2 The Contractor agrees to assume responsibility for protecting the confidentiality of Government records which are not public information. Each Contractor or employee of the Contractor to whom information may be made available or disclosed shall be notified in writing by the Contractor that such information may be disclosed only for a purpose and to the extent authorized herein.
9.0 ACCESS TO PROPRIETY DATA
9.1 Performance of this effort may require the Contractor to access and use data and information proprietary to a to a Government agency or Government contractor which is of such a nature that its dissemination or use, other than in the performance of this effort, would be averse to the interests of the Government and/or others. Contractor and/or Contractor personnel shall not divulge or release data or information developed or obtained in performance of this effort except to authorize Government personnel or upon written approval of the Contracting Officer (KO). The Contractor shall not use, disclose, or reproduce proprietary data that bears a restrictive legend, other than as required in the performance of this effort. Nothing herein shall preclude the use of any data independently acquired by the Contractor without such limitations and prohibit an agreement at no cost to the Government between the Contractor and the data owner which provides for greater rights to the Contractor.
