The RTLS System is a combined hardware and software solution designed to facilitate wireless monitoring and tracking of correctional officers, enabling faster emergency response times. The system provides man-down duress alerts, interfaces with intrusion detection, CCTV, access control, and patient call systems, and includes wireless temperature monitoring capabilities using 433 MHz radio frequency infrastructure. The South Carolina Department of Corrections justifies the sole source award to Ronco, noting that Ronco is the sole certified partner of ELPAS/Centrak in South Carolina with applicable technical certifications for correctional projects and maintains offices throughout the state to provide local support to SCDOC institutions. The document states that no other single system can support all required features on the same platform. Interested parties may protest the intended award within five business days of the notice posting date or submit formal protests within fifteen days by contacting the Chief Procurement Officer at the Materials Management Office.
