1 . This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2 . Solicitation, FA524020Q0033, UTV Maintenance, is hereby issued as a request for quotes.
3 . This solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2020-06.
4 . This solicitation has been set aside for 100% Small Business under the 811310 NAICS Code, with a small business size standard of $8M.

8 . FAR 52.212-1 Instruction of Offerors (Jun 2020) -- Commercial applies to this acquisition.
9 . FAR 52.212-2 Evaluation -- Commercial Items (Oct 2014) applies to this acquisition. The evaluation factors are as follows:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(i) Price
(ii) Technical capability IAW the PWS
The lowest priced quote will be evaluated for technical acceptability. If the lowest priced quote is found technically acceptable, the award will be made without further consideration. If the lowest quote is deemed technically unacceptable, the next lowest quote will be evaluated for technical acceptability, and so on until an award can be made to the lowest priced technically acceptable quote. Award will be made on the initial evaluation of quotes received in response to this RFQ. Therefore, offerors are cautioned to ensure that initial quotes contain your best terms from a technical and price standpoint.

(b) All evaluation factors other than cost or price, when combined, are significantly less important than cost or price (10 U.S.C.2305(a)(3)(A)(iii) and 41 U.S.C.3306(c)(1)(C)).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (Jan 2017) applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.

12. Additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are as follows:
1. All travel costs associated with this requirement will need to be factored into the quote. Please include a price breakout for these costs. Offerors are advised that currently, there is a mandatory 14 day quarantine for personnel flying into Guam prior to being able to move around the island.
2. The Government has a need for this service as soon as possible, but understands the state of affairs with travel and COVID-19. Under FAR 52.212-4(f) the worldwide pandemic will allow for excusable delays. Please include the anticipated date that your company will be able to perform the work.
3. All material and maintenance requirements must be met as stated in: Attachment 1 – 554 RHS UTV
Maintenance Performance Work Statement (PWS), dated 19 June 2020.
4. Ensure there is a technical description of the item(s) being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents.
5. Shipping and Delivery Information: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. If delivery is required for any items, the contractor shall deliver all Line Items to the performance location.
6. All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/SAM/ to be considered for award. Quote must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quotes submitted by another firm on behalf of a SAM registered company with the intention of being award “care of” will not be accepted.
All quotes must include registered DUNS, CAGE code, and Tax ID and small business status.

13. A site visit will not be held. Requests for information are due by 1 July by 02:00 PM ChST. Quotes are due back to the government NO LATER THAN 8 July 2020 at 02:00 PM Chamorro Standard Time (ChST). Oral quotes will not be accepted. Late quotes will be accepted at the discretion of the Contracting Officer.
