On July 28, 2010 a pre-quote conference for RFQP0612031000023 was initiated at the time of 9:20 A.M. at the Federal Prison Camp in Sheridan, Oregon. The following individuals were present for the meeting:

Patrick Malott began the meeting by passing out the sign-in sheet and introducing himself. Mr. Malott advised the attendees the purpose of the meeting was: familiarize bidders with the requirements and unique circumstance surrounding a correctional setting, explain the solicitation as issued, inform meeting is not a substitute for defective or ambiguous specifications, nothing said here will be interpreted as a change to the solicitation without the issuance of a formal amendment through www.fedbizzopps.gov.

Mr. Malott stated: Work hours will be from 7:30 p.m. to 3:30 a.m. weekdays (excluding Federal holidays). The completion period is 45 days after issuance of notice to proceed.

This contract is subject to the Davis Bacon Act (Prevailing Wages). Hiring goals for this project are 2.9% for minorities and 6.9% for females, contractor will attempt a “good faith” effort to achieve these goals. The contractor is responsible for any building permits required. A payment bond or irrevocable letter of credit is required. The magnitude of this project is between $25,000 and $100,000. The government will not issue tax exemption certificates. Contractors should consider any applicable taxes in their offers. A pre-construction conference is required after the contract is awarded.

Mr. Malott also furnished the following additional information: Price quote deadline, August 16, 2010. All offers mailed or emailed. These minutes to be recorded and uploaded to www.fedbizzopps.gov. All questions must be submitted in writing. Answers will also be posted to www.fedbizzopps.gov. The process for security background checks in accordance with HSPD-12 were explained.

Mr. Childress explained the security procedures for the project.

At approximately 9:40 a.m. the contractors were escorted to the first work site (Federal Prison Camp Food Service Area).

At approximately 10:20 a.m. the contractors were escorted to the second work site (Federal Detention Center Food Service Area) At approximately 11:00 a.m. the contractors were escorted to the third work site (Federal Correctional Institution Food Service Area).

Contractors were escorted back to front lobby area. Mr. Malott stated deadline for submitting questions was August 4, 2010. Meeting was adjourned at 12:00 p.m.
