1. Will all electrical work associated with the kitchen hood fire suppression upgrades be included in our response or be an exclusion in our response to the RFQ?
All contractors will be responsible for all work pertaining to the installation of the hood fire suppression upgraded, including all electrical and tying into the alarm system.
2. There is an existing AnsulR102 fire suppression system protecting one of the facilities kitchen hoods. Is the Ansul R102 your system of choice?
Any system that meets the specifications is acceptable.
3. In the specification, Line 5, Section II Objective, under the Scope of Work heading (Page 6 of 27) reads: "The contractor will be responsible for installing a separate exhaust system on the roof of each facility that will be separate from all existing exhaust systems." Please clarify the intent of this line of the specification.
See Amendment #1 for change to Statement of Work.
4. Please confirm that the existing exhaust hoods, fans and associated ventilation systems can stay in place and are not required to be replaced under this scope of work.
If NFPA will allow the existing exhaust hoods and exhaust fan system to stay in place then we will allow them to stay, but if not then they need to be replaced according to NFPA requirements.
5. Please provide drawings indicating specifically which hoods are to be protected by the new suppression systems in each of the locations where work is to be performed.
See Amendment #1 for drawings.
6. To whom are the project design/submittals to be directed for this project? What department will be reviewing and/or approving the plans for the project?
All submittals should be routed for the Facility Manager, Engineering Tech.
and possibly Regional staff approval.
7. Are permits of any kind required for this project, and if so, from what jurisdiction?
No permits are required to upgrade an existing system.
8. The specification states that "the contractor shall be responsible to certify all work by a "Licensed Fire Safety Engineer." Please clarify this requirement.
See Amendment #1 for change to Statement of Work.
9. Does this pertain to the plan drawings or inspection of the actual site work?
No
10. Is any other designation (such as: system manufacturers' factory training, ICC certification, NICET certification, or other) acceptable for this project?
Contractor will provide all manufacturer's maintenance recommendations so information can be input into the ITMS system for future maintenance requirements.
Any other clarification points?
Response: No
11. Are the necessary electrical connections to be included in the fire suppression scope of work (for example: connection to the existing gas valves, make-up air shut-down, electrical power shut-down to appliances under the protected hoods as needed, etc.)?
Yes the contractor will be responsible for all work related to this project including all electrical, plumbing and any other connections required to complete this project. LOTO of all energized power sources has to be complied with according to OSHA.
12. Is the fire alarm connection to the new systems to be provided by others outside of this scope of work? If it is to be included in this scope of work, can you provide the contact information for the current fire alarm system service provider at the facilities where work is to be performed?
Currently the hood system is not connected with the fire alarm system. If NFPA requires it to be then the contractor will be responsible for the connection. If NFPA does not require it then we will not require it. If the contractor does verify that it is required then we can provide the necessary information for our current contractor to do the connection.
13. Can it be assumed that the existing electric gas valves (connected to the current water suppression systems) are functional and can be re-used for the new systems?
Are service reports available showing that these existing gas valves have recently been tested and function properly to shut down the gas supply to the cooking appliances under the hoods to be protected?
Yes the current electric gas valves are functional.
14. Are the new system tank, control and manual pull station locations to be determined by the installing contractor?
Yes
15. Is the required "overlapping protection" to extend the full length of the protected hoods, including where double-stacked ovens are presently located?
We are not going to extend any hoods. We only use the existing chemical hood for cooking with grease and will utilize the new areas after completion of the project.
16. What is to be done with the existing "control boxes" for the current water suppression systems when these systems are removed? Is the suppression contractor responsible for patching the walls where the control boxes are currently located? If so, is the patch required to match the surrounding wall material/color?
All old control boxes and hardware is to be removed by the contractor. The control box at the FDC (Jail) will stay, all other equipment in the box will be removed. As far as the FCI and FPC after the contractor removes the hardware and boxes, Bureau staff will repair any walls or do any patch work.
17. Will any vehicle access be granted for equipment and tool load-in and/or load-out?
If the replacement equipment is too large or heavy to bring in through the front entrance then we will make provisions to get to the rear dock of the FCI and FDC to facilitate the flow of work.
18. Can we shut down the entire building to demo the existing hood mist system at each location?
Yes the system will be able to be shut down for any kind of disconnection, connection, or testing that is required to finalize the project.
19. What continuing fire suppression will be required for each kitchen as we replace the old with the new?
The contractor will have to make possible, once the disconnect happens, the ability to put the existing and other separate systems back on line. The old system is water based and once they disconnect that from the existing system it needs to be operational. We can not go without no fire suppression while the contractors work on installing the new one.
20. Who will be responsible for the Fire Alarm Detectors and other Alarms as we shut down and install?
The current fire hoods are not tied into the fire alarm detection system. The Government is not requiring the contractor to hook into the fire alarm system.
21. The Natural Gas, and/or other energy sources will have to be interrupted to install a shutoff valve.
There is electrically controlled gas valves currently installed on each hood.
22. Can we site a temporary container on the campus during the project?
There will be an area set aside for gang boxes and storage outside the secure perimeter of the institution. No containers that can't be carried will be allowed inside the secure area of the fenced institution.
23. Who or what is the jurisdiction for a permit/fire Marshall
No permits are required to install or upgrade the system and no inspection will be required as well.
