I STATEMENT OF WORK

B&F Project 2B3A Upgntde Elevator Cab APPROVED mm·~ MCC New York - NEiffiACIUUES ADMUUSTRATOi

A. SlJMMAtR Y OF WORK & PLACE OF PERFORMANCE:

The Federal Bureau of Prisons (FBOP), Metropolitan Correctional Center (MCC) New York located at 150 Park Row. New York, New York is soliciting a contract for the labor, materials and equipment necessary to replace two ofthe institution's elevator cabins.

B. SCHEDULE:

The contractor shall provide a project schedule for review and approval following contract award, but prior to starting construction. T1tc regular working hours for contract services shall be 7:00A.M. to 3:30P.M. Monday through Friday, with the exception of federal holidays. The "vork site in within the se~:ure confines of a federal prison and as such. \Vork can be delayed in event of an institutional emergency. Contract work will continue until the upgrade is complch!, arc fully functional, and have passed all operational tests. The contract work period shall not exceed ( 120) calendar days from notic~: to proceed. The contractor shall provide a written request to the Contracting Officer (CO) for approval of changes to the work schedule.

C. CONTRACTOR RESPONSIB£LITIES:

MCC New York will continue to operate normally for the duration of the project. The contractor shnll remove and replace components of one elevator cabin at a time so as to maintain continuous operation of the system. The two cabins are side by side and it is very important to the institution that at least one cabin be in full operation at all times.

Fourteen days prior to comrncnccmcnt of work the contractor shall provide a written work plan to the CO for approval, detailing the procedure that will be used to isolate, replace and renovate the cabins nnd or components of the cabins. The contractor shaH be responsible for proper tool and equipment control and daily clean-up of affected work areas. All work shall be completed on site.

I D. METHOD OF PERFORMANCE:

t\11 construction uctivities shall be monitored by a Contract Officer Representative (COR). Tht: COR will monitor/observe the day to day opaations ofthe project and scrve as liaison between the FBOP and contractor. The COR shall be the main contact f()r scheduling, budging, site access, product submittals, quality control, testing, tina!

inspection, etc. The contractor shall immediately notify the COR if discrepancies are discovered that may impact project schedule or cost.

F INMATE MANAGEMENT:

The Contractor shall adhere to all regulations and guidelines prescribed by the FBOP, to include MCC New York local guidelines relating to safety, custody, and conduct. The Contractor will be escorted by FBOP staff members at all times and will have limitt:d contact with the inmate population. The contractor shall not move unescorted through the institution or have unsupervised contact with inmates. Any violations of the institution rules and regulations regarding inmate contact will result in administrative action.

F. INSTITUTION SECURITY:

The contractor will be issued an identification card for use during the contract period.

The Contractor will sign in and out of the institution logbook on a daily basis. All tools and equipment will be inventorit-d daily prior to entry and exit of the institution. The owner can accommodate a secured tool box on site during the performance period.

However, said tool box will have to be inventoried at the beginning and end of each workday. Contractor's personnel shall \.vear clothes that are suitable for the work they arc performing. The inmate population wears khaki and olive grt:en clothes. For this reason. no FBOP employees or cuntruct personnel can wear these colors. No sleeveless shirts (tank tops) arc allowed.

G. INSTITUTION BADGINGiSECURITY:

The security check-out process will require the completion of an Authority to Release Information form, a fingerprint check, a Contractor Pre-Employment form, and a National Crime Information Check (NCIC) for possible criminal record. Prior to attending the pre-bid site visit, all contractors must complete u NCIC and residency form.

All contractor personnel requiring access to the institution shall complete FBOP

H. GENERAL PROJECT REQUIREMENTS:

(I } The Contractor shall furnish all materials, equipment, and labor necessary to remove, renovate or replace components of the existing elevator cabins including but not limited to operator station, door operators, car top devices, etc. The intention of the project is to physically replace the existing elevator cabin. The contractor shall deliver and install new tlre rated wood core elevator cab. Although transport of passengers are the primary function, theses cabins also transport food carts, laundry carts and utility carts in support of the institution's operation.

(2) Construct and install minimally dropped%" wood core ceilings that arc covered with #4 satin tinish stainless steel. Supply and install 6 LED r~ccsscd lights with vandal resistant lens cover in stainless steel. Provide and install two speed replacement fans.

Funs shall be accessible for easy cleaning and maintenance from inside of cab.

(3) Provide and install replacemC'nt walls that are constructed of y;·· wood core panels covered with textun:c.l stainless steel. same as Rigidized 5WL. Panels shall be held in place by aluminum extrusions with stainless steel #4 satin finished inserts. Design shall be 3 upper punels over 1 lower panel on side walls ar1d 2 over I on rear wall. A '!.. ·• x 6" stainless steel chair rail will separate upper panels from lower panels (3 three new rails per cab).

(4) Provide and install new 6" built out stainless steel base. Base shall have slots for proper ventilation as per New York City, Lkpartment Of Building requirements.

(5) Provide materials ar1d install by cladding, existing doors with #4 satin finished stainless steel. Vision windows shall remain.

(6) Provide materials and install by cladding. strike posts, return walls and transoms with # 4 satin tinish stainless steel.

(7) Provide materials and install 1loors. New lloors shall be ~~--thick aluminum diamond plate. secure with stainl~:ss steel studs. Install new nickel silver saddle.

(H) Furnish and install new car stations v .. ,ith digital position indicators

(9) Contract work shall include, but is not limited to, modifications to existing cab devices and wiring. cab operator console, door operators etc., as well as static balance of cabins and frame due to change in weighl. This project shall be a "Turn Key" project, with all labor. equipment, and material costs resulting in a complete, fully operational system. All work performed under this contract shall be in accordance with the current New York City, Department of Building requirements. Final payment will be made only after all work is accepted by the COR as compliant with contract documents.

I. DEMOLITION AND REMOVAL:

The Contntctor shall remove and dispose the existing cabins. The Contractor shall implement reasonable controls to protect all building systems and existing-to-remain cabling. wiring, etc., from dan1age. The Contractor shall remove and dispose of all debris, and garbage generated during performance of work.

J. SUBMITTALS/SHOP DRAWINGS:

Prior to oJ"dcring material or equipment, the Contractor shall tield verify all existing conditions, including electrical service. control wiring. lighting, and air flow. The Contractor shall also provide manufacturers catalog sheets. part lists, part numbers, specifications, installation instructions. and all required accessories.

K. PERFORMANCE VERIFICAflON TES'fiNG:

(I) The Contractor shall operate and monitor the completed cabin for proper operation for a period of two hours to ensure the equipment is performing as intended and in accordance with contract requirements and operation pro(,;edures.

(2) The Contractor shall provide notification at least 24 hours prior to pcrfom1ance verification so that testing can he witnessed by the COR and a third party licensed elevator inspector.

(3) The Contractor shall correct or replace any deficient items identified by the COR at no cost to the government

L. CONTRACT CLOSEOUT SUBMI'lTALS:

( 1 ) Operation and Maintenance Data: Deliver to the COR 3 copies of instructions for operation, maintenance, recommendations, and parts manual covering the instaHed products. Include name, address and telephone number of nearest fully equipped service organization.

(2) Contractor Warranty: Deliver to the COR a signed warranty document agreeing to replace or repair defective materials und workmanship for a period of one year.

Warranty period shall commence upon completion of final acceptance by the CO.
