Technical Instructions
Contractor shall submit their technical response to each of the technical instructions below via email to the Contracting Officer (scott.elaine@epa.gov) and Contract Specialist (barton.michael@epa.gov). All technical responses shall be submitted in a separate document from that of the quote submission. Contractor is advised to submit their response in the order set forth in the instructions below. The contractor’s submission must provide sufficient information for the Government to conduct a thorough evaluation. Contractor may use charts (e.g. tables, lists, matrices diagrams and tabulations) in responding to the set of instructions below.
1. Contractor shall provide a resume that indicates past experience, education, and knowledge in eDNA sampling.
2. Contractor shall provide a minimum of 2 but no more than 5 references that can verify contractor’s experience in eDNA testing
3. The contractor shall describe how they intend to collect and filter 1.2 liters of water based on the tasks outlined in the SOW (see Task 1). Contractor shall also provide a detailed narrative on how they intend to achieve the target volume of
1.2 liters in the event of a filter clog before the 1.2 liters is achieved.
4. The contractor shall describe how they intend to collect and filter a second water sample of 1.5 liters using a 1.5 micron filter based on the tasks outlined in the SOW (see Task 2). Contractor shall also provide a detailed narrative on how they intend to achieve the target volume of 1.2 liters in the event of a filter clog before the second 1.2 liters is achieved.
5. The contractor shall describe how they intend to achieve Task 3 of the SOW
6. The contractor shall describe how they intend to achieve environmental DNA (eDNA) as described in the SOW – Task 4.
7. The contractor shall describe how they intend to perform Molecular assays based on the Task 5 of the SOW.
