Environmental DNA (eDNA) Sample Collection and digital PCR Analysis

Evaluation Criteria:

The Government will make award to the responsible offeror whose offer conforms to the Request for Quote (RFQ)and is most advantageous to the Government cost or other factors considered. For this RFQ, evaluation of the technical response received and other than cost or price when combined are significantly more important than cost or price. The technical instructions attached to this RFQ will be used to determine the quality of service at a PASS/FAIL rating. The Government will only evaluate timely submitted, technical responses and quotes on a best value determination with the evaluation of technical responses being significantly more important than price. In any case, the Government reserves the right to make award to the offeror whose technical submission and quote represents the overall best value to the Government.

The following criteria shall demonstrate how the offeror will be evaluated based on their technical response:

1. The contractor will be evaluated based on their past experience, education, and knowledge in eDNA sampling and analysis as indicated by their resume.

2. The contractor will be evaluated based on their submission of references that can verify contractor’s experience in eDNA testing.

3. The contractor will be evaluated based on their submission on how they intend to collect and filter 1.2 liters of water based on the task outline in the SOW (see Task 1).

4. The contractor will be evaluated on how they intend to collect and filter a second water sample of 1.5 liters using a 1.5-micron filter based on the task outlined in the SOW (see Task 2) and how they intend to achieve the target volume of 1.2 liters in the event of a clog before 1.2 liters is achieved.

5. The contractor will be evaluated on how they intend to achieve Task 3 of the SOW.

6. The contractor will be evaluated on how they intend to extract eDNA from one of the said filters using protocols consistent with those used to generate historical and contemporary eDNA as described in Task 4 of the SOW.

7. The contractor will be evaluated on how they intend to achieve Molecular assays based on Task 5 of the SOW.
