Selection Procedure: The Government will make award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, cost or other factors considered. For this solicitation, all evaluation factors other than cost or price when combined are significantly more important than cost or price.

The below evaluation criteria are of relative, equal importance.

Evaluation Criteria:

2. Qualifications – The contractor must demonstrate adequate staffing and expertise in the following areas:

· Managing and delivering planning projects

· Expertise in plans, policies and designs that foster “smart growth”, that is, walkable, healthy, economically vibrant neighborhoods

· Working in community settings with multiple stakeholders, particularly in economically disadvantaged communities and small towns or rural communities

· Basic technical understanding of broadband and enhanced internet access

3. Past Performance – The contractor must demonstrate its relevant past performance and experience in performing work similar in size, scope and complexity. Additionally, only work performed within the past three (3) years will be accepted as relevant.
