Q&A – Amendment 1 Department of the Treasury, Bureau of the Fiscal Service
Division of Procurement
RFQ-ADF-OTP-19-COO
Vendor(s)’ Question(s) and Government’s Answer(s)
Question 1. RFQ 6.0 section indicates the intention to award a firm fixed-price personal services contract. We are not clear on how such a vehicle would work. Would the Government instead be open to receiving quotes for a third-party employment relationship for an all-in fixed fee to include the cost of benefits and insurances? If so, may the offeror add tabs to the price sheet exhibit to quote the fixed fee and break out the cost components?
Answer: The Government is requesting quotes from individuals (sole proprietorships/independent contractors).
Question 2. In multiple places the RFQ refers to “certificates”, “training certificates” and “Educational Diploma”. Yet the Minimum Qualifications in 13.0 cite no educational or training requirements. Must COO candidates have achieved a certain level of education and/or training? If not, is such tangible proof necessary to substantiate a resume statement within the Offer itself, or should such evidence be made available upon request?
Answer: Offerors will provide clear and sufficient evidence to support they have met the minimum qualifications as identified in section 13 of the Statement of Work. Clear and sufficient evidence may include but is not limited to a resume, certificates, diplomas of education, description of achievements, awards received, publications, relevant programs, processes and procedures implemented and associated successes and impact, and other information that can be independently verified.
Question 3. The price sheet exhibit states: “Please note the quoted base period and option period hourly rate must be within GS-14 (Step1) ($55.09) - GS-15 (Step 10) ($78.94) range commensurate to the offeror's capabilities and experience.” (emphasis added). The “commensurate” phrase does not appear in the RFQ 9.0 section. Is this language binding, and if so, can the Government provide guidelines for equating capabilities and experience to each grade/step of the range?
Answer: The government will consider capabilities and experience factors such as years of relevant professional experience, past compensation history, the candidates knowledge of the subject matter expertise, past supervisory controls, complexity of environments managed, and the depth of scope and effect the candidates experiences are applicable to the fulfilling the duties of the Statement of Work to assess the appropriateness of the offerors quotation.
Question 4. In reference to attachment 2 of the above referenced RFQ, is the release form required if I do not currently have a contract with the government? If it is required, and I do not have a contract from which I can release the government, what should I note in the blanks that reference “sum” and “payment” respectively.
Answer: Attachment 2 would be completed if you currently have a contract with the Government.

Answer: Refer to Question 1 above.
