II. PHASE II QUESTIONS
Q1: I am having trouble figuring out what attachments are due when? Are the other questions Due after the Demo or Tomorrow? Also please let us know what day you would like to see the demo.
A1: Phase I submissions are due 8/3/2021 5 pm EST. Please reference the Volume Tab on page 47 of the RFQ for the information to be submitted for each phase. The next due date for questions is also 8/3/2021 5 pm EST. Once NIAID completes Phase I evaluations, NIAID will send participants an email with a recommendation as to the likelihood of their organization being selected for award. Once the email is received and the organization elects to continue, you will have 10 days to submit the Phase II documents. If NIAID decides to offer an additional open question period, it will be mentioned in the recommendation email. NIAID will coordinate demo times with each vendor after the emails are sent out.
Q2: [Implementation] What is expected RPO and RTO for disaster recovery?
A2: Tentative MTD, RTO, and RPO are as follows. These values may change during the Security Assessment and Accreditation process.

The estimated downtime factors are as follows:
• Maximum Tolerable Downtime (MTD): The MTD represents the total amount of time the system owner/authorizing official is willing to accept for a mission/business process outage or disruption and includes all impact considerations.
• Recovery Time Objective (RTO): RTO defines the maximum amount of time that a system resource can remain unavailable before there is an unacceptable impact on other system resources, supported mission/business processes, and the MTD.
• Recovery Point Objective (RPO): The RPO represents the point in time, prior to a disruption or system outage, to which mission/business process data can be recovered (given the most recent backup copy of the data) after an outage.
Q3: [Administration] Can one product sequence/submission be worked on by multiple divisions?
A3: No.
Q4: [Administration] Typically will external contractors/vendors access documents across single/multiple divisions?
A4: Typically, external contractors will only need to access one division’s documents. However, it’s possible an external contractor may need to access documents from more than one division.
Q5: [Access] Does NIAID require that the application be accessible via public internet?
A5: NIAID is looking for quoter’s suggestions and best practices for how the system is accessed.
Q6: [Administration] Can a single user be a member of multiple divisions?
A6: Most users will belong to a single division, but some will need access to multiple divisions.
Q7: [Administration] Are there users within the eDMS that require access across all divisions?
A7: Yes, but only a few.
Q8: [Administration] Are there documents that are not specific to any division?
A8: Yes, but not many.
Q9: [Administration] Can a document be applicable to multiple divisions or only one?
A9: Only one.
