About this file

This document is a combined synopsis and solicitation for electronic common technical document (eCTD) publishing and reviewing software. The National Institute of Allergy and Infectious Diseases (NIAID) seeks to acquire a commercial off-the-shelf electronic common technical document and electronic document management system through a request for quotes. The solicitation will result in a single firm fixed price purchase order for a base period of twelve months and four additional twelve-month option periods. Quotes will be evaluated based on experience and level of configuration, product demonstration, technical submission, and price through a two-phase advisory down select process. Phase I is due by August 3, 2021 and involves experience and level of configuration. Phase II involves product demonstrations from August 23-26, 2021, with submissions due within ten business days of advisory guidance. The associated North American Industry Classification System code is 541512 and awards will be made under simplified acquisition procedures.
