All Contractors are strongly encouraged to attend the scheduled site showing prior to bidding on the work.

1.2. PHYSICAL SECURITY. The Contractor shall be responsible for safeguarding all Government property. Prior to the end of each work day, the Contractor is required to secure their equipment and leave the site prior to the lock down of the facility. The Government is not responsible for loss or damage to the Contractors equipment during this contract.

1.3. HOURS OF OPERATION. The Contractor’s scheduled performance of these services must fall within the normal business hours of the Sugarcane Field Station, 7:30 am to 4:00 pm Monday through Friday, unless previously approved by the Contracting Officer’s Representative.

Section 2 GOVERNMENT FURNISHED PROPERTY AND SERVICES

2.1 GENERAL. The Government shall provide, without cost, the facilities, equipment, fuel and services listed below.

2.1.1. Government furnished utilities will be provided where available.

2.1.2. Government shall furnish restroom facilities.

2.2. SERVICES. The Government shall provide, without cost, the services listed below.

2.2.1. No Government services will be provided.

Section 3 CONTRACTOR FURNISHED ITEMS AND SERVICES

3.1. GENERAL. Except for those items or services specifically stated to be Government furnished in Section 2, the Contractor shall furnish everything required to perform this Statement of Work. The Contractor is responsible for removing all construction material, debris and abandoned appurtenances.

Exhibit 1 The Contractor shall provide all labor, materials and equipment to install 14 Custom Vinyl Spring-Assist Doors. The Contractor shall also provide all labor, materials and equipment to fill the gap between the back of the breeding cubicles and the building’s wall. Work includes, but is not limited to: (1) Installing two 7’ tall by 88’ long flat fiberglass panel headers, on the front of the cubicle partitions. The fiberglass header will extend down from the double purlin at the partition support. (2) Installing two 88’ long steel header plates. The header plates will be used to support the door and opening mechanism. (3) Remove and relocate 2 – ¾” copper water lines that will interfere with the door installation. (4) Install 14 – 11’ wide by 10’tall face-mounted vinyl doors. This includes door, springs, brackets, axles, tracks, structural steel (needed to support the tracks), hoods, and opener mechanisms. (5) Remove the existing rubber used to close the gaps at the rear of the cubicles. (6) Cut and fabricate fiberglass panels needed to close 60 gaps at the back of the cubicles. The gaps are approximately 10” wide and 18’ tall. (7) Wire brush and paint all exposed unpainted metal used for door installation. Wire brush and paint all areas of the existing galvanized partition frames damaged during construction.

Submittals Submittals – Three copies of all material listed in this section must be submitted and approved prior to beginning work. Operational and Maintenance manuals are to be submitted when final testing and close out is accomplished.

The material listed is referenced for performance quality only. Contractor may submit on equal performing material.

1. Custom Vinyl Spring-Assist Doors, Item number 12094, 11’ wide by 10’ tall door, as manufactured by Goff’s Enterprises, Inc. The item can be seen at www.goffscurtainwalls.com. Select “Doors”, “Gravity Doors”, then download the brochure.

2. Clear Fiber Glass Panels, 1/8” thick 8 oz / sq ft.

3. Rubber Sheet ¼” thick.

Definable Features of Work

1. Fiberglass Header. The Contractor shall install 2 – 88’ long by 7’ tall fiberglass headers at the top of each row of cubicles. The header shall start at the double purlin partition support and shall extend down 7’. Each header shall run the 88’ length of the cubicles. The header shall be attached to the partition framing that forms the cubicles, using #12 X 1 ½” zinc plated self drilling tek screws and 1” neo bonded galvanized washers. The fiberglass header

RFQ-036-4384-11

http://www.goffscurtainwalls.com/ shall be installed straight and level. The fiberglass header when installed shall be free of sags, ripples or waves. The header will appear straight and taut.

2. Steel Header Plate for Doors. The Contractor shall install 2 continuous steel header plates on which to mount the roll up door mounting brackets, curtain, and opener mechanism. The plates shall be sufficiently wide to completely attach the door mounting brackets. Each header plate shall be 88’ long. The header plate shall be ridged and shall not flex when the curtains open and close. The header plate shall be a minimum of 1/4” thick. The plate shall be continuous (plates shall be joined together by welding). The header plate shall be attached to each partition frame using welding or drilling through the plate and the partition frame and bolting the pieces together. Bolts shall be a minimum of 3/8” diameter grade 5, and the bolt shall be long enough to pass through the plate and the rectangular tube the partition frame is constructed from.

3. Steel Plate for Door Tracks. Each door shall enclose 4 cubicles. Each cubicle is 36” wide.

(4 cubicles measure 12’.). To accommodate the tracks that the door rides in, the width of the rectangular box tube that forms the framing of the partitions will have to be increased. This will only occur on the end partitions of a set of 4 cubicles. The width of the box tubing can be increased by attaching steel plates vertically to the box framing tube. The plates shall extend from the steel header plate to the floor. The plates shall only be as wide as necessary to mount the door and track. The steel plates shall be a minimum of ¼” thick. The portion of the steel plate that extends from the bottom of the partition to the floor is approximately 85”.

A 85” X 2” X ¼” steel strip shall be welded to the back of the steel plate. This 85” X 2” X ¼” steel piece shall be attached to the steel plate where it extends from the bottom of the partition to the floor. The cross section of the steel plate and strip shall form a “T”. The steel plates shall be attached to the box framing tubes by welding or bolting. (Use the same techniques used for the steel header plate.) Where the steel plate meets the floor it shall rest on a steel foot. The foot shall be welded to the vertical steel plate. The steel foot shall be anchored to the floor using ½” X 3” sleeve anchors. The Contractor shall be responsible for determining the width of the steel plate the tracks will be mounted to and determining the exact width of the Custom Vinyl Spring-Assist Doors needed to fill the opening.

4. Mounting the Doors. The tracks, doors, axles, and opener mechanisms shall be attached to the header plate and the partition frames that have been widened, following the door manufacturer’s installation instructions. All hardware used to install the doors shall be approved by the manufacturer. The doors and opener mechanisms shall operate smoothly without excessive force, binding or twisting.

5. Closing Gaps between Cubicle Partitions and Building Exterior Walls. The partitions that make up the cubicles butt up against the 8” X 2 ¾” X 2 ¾” girts that are part of the building framing. Because of this an 8” or greater gap is created between the partition frames and the corrugated fiberglass panels that cover the outside of the building. The original builders solved this problem by using 12” wide rubber sheets. One side of the rubber sheets was attached to the partition frames and the other side was glued to the corrugated fiberglass panels. While this system worked it was not totally satisfactory. The new plan is to use strips cut from the 1/8” thick flat fiberglass panels. The strips shall be wide enough to fill the gap between the partition frame and the corrugated fiberglass panels, and provide 2” to attach to the partition frame. Because of the valleys and ridges of the corrugated panels, the distance between the partition frames and the corrugated fiberglass panels will vary, meaning that several different widths of strips will have to be cut. The strips shall be attached to the partition frames using the same #12 X 1 ½” zinc plated self drilling tek screws and 1” neo bonded galvanized washers used in Definable Features of Work #1. Fiberglass Header. The Contractor shall use enough screws to attach the fiberglass panel strips so that the strips will not have any sags, ripples or gaps. A 2” wide X ¼” thick strip of rubber sheet shall be attached to the edge of the flat fiberglass panel strips that butt up against the corrugated fiberglass wall panels. The 2” rubber strip shall overlap the edge of the flat fiberglass panel strips by 1”. The free 1” side of the rubber strip shall butt up against the corrugated fiberglass panels. The rubber strips shall be attached to the fiberglass flat panel strips using a combination of adhesive and ¼” bolts, nuts and 1 ¼” fender washers. Where steel framing, girts or other bracing is encountered the flat fiberglass panels shall be modified or cut to fit tightly around these obstacles.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29 CFR 5.5(a)(1)(ii)).

In the listing above, the "SU" designation means that rates listed under the identifier do not reflect collectively bargained wage and fringe benefit rates. Other designations indicate unions whose rates have been determined to be prevailing.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.) and 3.) should be followed.

With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:

Branch of Construction Wage Determinations Wage and Hour Division U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

2.) If the answer to the question in 1.) is yes, then an interested party (those affected by the action) can request review and reconsideration from the Wage and Hour Administrator (See 29 CFR Part 1.8 and 29 CFR Part 7).

Write to:

Wage and Hour Administrator U.S. Department of Labor 200 Constitution Avenue, N.W.

Washington, DC 20210

The request should be accompanied by a full statement of the interested party's position and by any information (wage payment data, project description, area practice material, etc.) that the requestor considers relevant to the issue.

3.) If the decision of the Administrator is not favorable, an interested party may appeal directly to the Administrative Review Board (formerly the Wage Appeals Board). Write to:

Administrative Review Board U.S. Department of Labor

200 Constitution Avenue, N.W.

Washington, DC 20210

4.) All decisions by the Administrative Review Board are final.

END OF GENERAL DECISION
