# Reference Question Government Response

1 Transmission (Section 3.2.3)

The requirements read "The MBA shall transmit using current

EBTS standard transactions." When you specify the EBTS standard transactions, can it mean the EBTS XML standard?

No - please refer to bullet 1 in 3.2.3.

2 Capture Functionality (Section 2.1) Must all data transforms take place on the mobile device?

Please clarify - what do you mean by

"data transforms?"

3 Personnel (Section 4.0) Will the FBI sponsor awardee for a Facilities Clearance?

This requirement is for TOP Secret cleared individuals/facilities day 1.

4 Travel Costs (Section 2.1) What is the allowable per diem for Clarksburg, WV?

5 3.1

If the contractor is to license this application to the government, why does the government get to own the source code? This should either be a FFP servcies contract or license deal…you can't have both.

The Government requirements will be Government Purpose Rights. This will be included in the final version of the RFQ to hit the streets. The CLIN

Structure will remain the same.

6 3.1

What is the point of licensing something the contractor does not own? For example, the government licenses Microsoft

Office, yet does not require Microsoft to provide the source code for Word. What is different here?

Why is Top Secret clearance needed? What if we have already built this software and are marketing it now commercially, what is so secret about this work?

The FBI makes determinations on

Security Clearences required for solicitations based on numerous factors including accesses and system to be utilized during that access. The

FBI will not disclose any information regarding this determination to

Industry outside of what is contained in the RFQ.

What if we have a patent filed for this type of work already?

How does the government plan to work with industry patents?

The Government is soliciting for a

COTS product that is available day 1 of contract award.

9 Section 3.1 of RFQ Has the FBI already purchased the GFE, particulary the Watson-

Mini fingerprint scanner?

This question is not relevant to respond to the solicitation.

10 Section 3.2.2 of RFQ

If the answer to the above is no, in lieu of purchasing the

Watson-Mini would the FBI consider a software based solution that performs touchless fingerprint acquisition via the rear facing camera of the mobile device? The solution does not support acquiring rolled prints presently; however, the system can acquire slaps and match against rolled prints enrolled in the database. Such a solution would lower the total cost of ownerhsip and increase the deployability to more officers.

The requirements as stated in the

RFQ are that the Watson-Mini is part of the solution and will be provided as GFE.

11 Section 3.2.2 of RFQ

If the FBI has already purchased the Waston-Mini, would the

FBI consider a solution detailed in question 2, as a supplementary system in the final RFQ?

The Government requirements outlined in the RFQ what Industry shall consider and respond to.

Section 3.2.3 of the RFQ

Is there any requirement or preference to perform on-device matching (watchlist or other) in the absence of a viable communication link? No

Is there a requirement or preference to capture the GPS location of each encounter? No

P-10 discusses the ability to delete a submitted and received transaction; this implies that unless deleted, transactions are stored locally – up to how many transactions should the device be capable of storing? Or doe the p-10 requirement imply that the mobile device would have the authority to delete the record of the transaction on the backend?

Authority/capability to delete a transaction and/or an automatic time frame delete (i.e., 1 day, 10 days, 30 days, etc.)

Section 3.3 of the RFQ

Training is referenced in 3.3 – will this be a single training session, or up-to 10 individual sessions at different times

The intent is for one single session to train up to 10 Government people at once

1.0 General Background Regarding the "large footprint" of the current QCP, what are the current technologies and platforms used today? This is not relevant to formulate a response to the requirements

1.0 General Background Regarding the current QCP, the Draft RFQ states that "the platforms are not designed to fully utilize the current and future CJIS Information Technology infrastructure." What is the current and future IT infrastructure related to this initiative?

This statement is "general background" for the current platform and is not a requirment for the contract.

2.1 Contract/CLIN Structure Who is the intended user of the MBA and what is the 500 licenses based on? The intended user base will be made up of Government employees required to capture prints in multiple situations including but not limited to arrests, crime scenes, disaster response, etc.

3.2.2 - Facial Capture Does CJIS expect that the operator will declare facial pose directions before capture, or should the software detect pose direction and store the correct pose?

The operator will detect pose direction and store correct pose.

3.2.4 - Search What specific EBTS types of transactions are required for submission of searches and the returning of responses? See 3.2.8 - produce TPRS and CAR transactions

4.0 Personnel Does the FBI expect that a Software Engineer will build the user interface and back-end integration? Our experience shows that such an initiative would benefit from multiple skillsets - one focusing on the front-end user interface and one focused on back-end integration. Would the FBI consider two resources, assuming hours do not exceed 1880 over the base year?

Clarify the first part of the question.

There will be no back-end integration with CJIS. Part 2 - Up to the

3.2 - Software Requirements In addition to NGI, would the mobile application be required to integrate with any other back-end systems or COTS applications? If so, what systems or applications?

Section 3.2.8 of RFQ Typically for a CAR submission the number of Type-4 images are 14 including the four finger slaps. How can the specified

MBA hardware and software capture and submit a four finger slap with a specified FAP 45 sensor? That would be performed with

"stitching."

Section 10.1 Missing throughout the document is the specification of the

FBI CJIS Security Policy V5.3. Typically mobile biometric and

CJIS related solutions need to comply with applicable sections for the collection, processing, transmission, receipt and storage of CJI and PII. Will the proposed and delivered solution need to comply with this specification? If so, will the FBI be responsible for meeting all operational, organization and technical requirements?

The FBI's Mobile Device Manager for

FBI Smartphone will be utilized and this addresses Security Policies.

Section 15.1 When can the final RFQ be expected and what is the planned response time?

The final RFQ will be issued the week of August 17th and expected to be provided a short turnaround time of approximately 2 weeks. This is based on the fiscal year end and urgency of the need for this solution.

3.1 Contractor Requirements As availability of the Galaxy S5 may soon reach “end of life” within a year or so due to the release of the Galaxy S6, does the FBI plan on procuring the new version of the device?

The requirement is for compatibility with the Galaxy S5 (Android platform).

The draft seems to point to a COTS software package with license requiremetns. Would the FBI consider a custom software option or a GOTS option with customization that would then be owned by the FBI and therefore not require licenses.

The Government requirement is for a

COTS - commercially available product - that may require customization in which the

Government will own Government

Purpose Rights to. The RFQ will include Government Purpose Rights in the FINAL RFQ.

3.1 Contractor Requirements Can we expect a standard CJIS Android image with security to be included on the Galaxy devices? Is the government expecting the device to be hardened as defined by the CJIS-FBI security rules? If so, will the provided image include all hardening?

No. No. N/A - See 3.2.1, bullet 1 and

3.2.14, bullet 1.

Section 2.1

This section states that contract shall contain two CLINS, but there are 4 CLINS listed, please clarify the number of CLINS allowed.

Four CLINS are required.

Modificaiton to FINAL RFQ will take place.

Section 3.1

Are the device manufacturers allowed to bid on this RFP or are they conflicted out?

Contractors shall adhere to FAR 9.5 pertaining to Conflicts of Interest and disclose if there are any Conflicts at time of quotation.

2nd items states that within 30 days of contract award, capability demonstration needs to be conducted, please specify which particular requirements are expected to be fully implemented for this demonstration/training session.

ALL functionality shall be demonstrated except for end-to-end communications.

Section 3.2.12

The delete capability, is it referring to the transaction stored on the MBA or also the backend system that MBA calls? Stored on the MBA

Can developers who are eligible to get Top Secret clearance be submitted who can get an interim clearance quickly. Is DoD

Top Secret clearance acceptable?

Requirements are for Top Secret at time of award.

Are there specific number of Software Engineers expected or is that dependent on the contractor's solution? Contractor's solution

Section 4.0

Overall solution will require other positions as well in addition to Software Engineers, is there a restriction to the type of positions allowed for this project? See # 34

Section 7.0

The period of performance states that this project will begin on Sep 30 2015, when is the RFP expected to come out? Is the start date still expected to be Sep 30 2015? See question 25

Section 8.0

Can all development activities take place near CJIS facility at contractor site in Fairmont, WV?

Development activities can take place at contractor site.

Section 9.0

The details expected for labor breakdown is suggesting more of a T&M or Cost Plus type structure, can the price proposal for labor hours be submitted as T&M or Cost Plus instead of

FFP?

The Government requirement is for a

FFP solution of services required as outlined in the RFQ.

Section 14.2.3 - Quote Section C - Past

Performance

Will the customer please consider revising the sentence "The

Quoter shall submit information on three (3) relevant non-FBI contracts completed by the Quoter during the past three (3) years." TO "The Quoter shall submit information on three (3) relevant non-FBI contracts completed or currently being perfomed by the Quoter during the past three (3) years."

Since this is an RFQ versus an RFP, please clarify if the final RFQ is anticipated to be released under a GSA Schedule. If under a

The final RFQ is intended to be issued via open market

Would the Government consider allowing the Contractor to retain unlimited rights to use the software/source code in future products.

The RFQ will be amended to reflect

Government Purpose Rights.

The section indicates a requirement to provide a capabilities demonstration within 30 days of the award. Please clarify what the capabilities demonstration must entail.

What is the anticipated timeframe for fielding the replacement collection system and associated software operationally? Please clarify - to what bullet does this statement apply?

Will it be possible to electronically deploy builds from the contractor's development environment to the customer's test environment or are these two environments necessarily air-gapped? The environments are air-gapped.

Please clarify what is meant by "FBI information" and

No FBI information should be available to the contractor; therefore, this statement should be removed from the RFQ.

"The Contractor shall not work at CJIS facilities outside the normal hours." Please clarify if the contractor is not able to work at CJIS outside the hours of 7:00AM - 5:00PM regardless of status of development, testing, deployments, etc?

The Contractor may be able to schedule on-site during testing and deployment with Government oversight.
