Interview Recording Management System (IRMS) and
Portable Interview Recording System (PIRS)
Pilot Deployment for the
Operational Technology Division, Technical Surveillance Section, Video Surveillance Unit
Statement of Work
September 2, 2016
1 (U) Scope
(U) This is a solicitation to purchase off-the-shelf software and hardware; and to obtain technical services, install, train, and provide product support for an operational pilot for the Interview Recording
Management System (IRMS) and a Portable Interview Recording System (PIRS) in designated FBI Field
Offices (FO) and Resident Agency (RA) offices. This solicitation is for IRMS to be installed in three locations with a total of 14 interview rooms and Five Optional Locations and 30 Portable Interview
Recording Systems. Separate awards may be made for the IRMS and PIRS, and Offerors may submit proposals for both IRMS and PIRS, or for either of these systems.
(U) This is a non-personal services contract. The Government shall not exercise any supervision or control over contractor employees performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.
1.1 (U) Description of Services/Introduction
(U) The FBI has over 400 office locations throughout the United States. Currently, the FBI has over
1,000 interview rooms and booking areas within those offices. It is envisioned that every FO and RA interview room and booking area will eventually have IRMS equipment to record interviews. In addition to the fixed interview room system, the FBI is interested in obtaining a PIRS that can be used for both mobile (in-vehicle) and portable applications. IRMS and PIRS will adhere to DOJ, FBI, state, and local laws, policies and directives with regard to capturing and handling interview recordings to ensure the protection of civil rights of interviewees and rules of law.
(U) This procurement is to acquire and install a limited number of systems meeting IRMS and PIRS requirements in order for the government to evaluate IRMS and PIRS in an unclassified operational environment, incorporate this system and its work products into the FBI systems infrastructure, and establish standards and requirements for a future enterprise-wide IRMS deployment.
1.2 (U) Background
(U) On May 12, 2014, Deputy Attorney General James M. Cole issued the DOJ's Policy Concerning
Electronic Recording of Statements.
(U) The policy establishes a presumption that the FBI, Drug Enforcement Agency (DEA), Bureau of
Alcohol, Tobacco, Firearms, and Explosives (ATF), and U.S. Marshals Service (USMS) will electronically record statements made by individuals in their custody in a place of detention with suitable recording equipment following arrest but prior to initial appearance.
(U) In support of this policy, the FBI’s Video Surveillance Unit (VSU) has gathered requirements, conducted market research, and developed a plan to deliver IRMS for the FBI. The VSU is leading the acquisition, implementation, and sustainment of IRMS in coordination with other units and field offices.
(U) The Contractor will be expected to provide all hardware, software, and supplies (e.g., cables) needed to install and configure IRMS in the specified pilot offices. The Government will be responsible for provision of power, network, and interview room furniture meeting the specification provided by the
Offeror.
2 (U) APPLICABLE DOCUMENTS
(U) SOW Annex I
3 (U) REQUIREMENTS
3.1 (U) Description of Products and Services
(U) The FBI’s requirement is for an integrated Interview Recording Management System (IRMS) that will capture, record, store, catalog, preserve, secure, share (in accordance with access privileges), and permit live monitoring and later viewing (playback) of recorded unclassified interactions between interviewers and interviewees. The system must provide synchronized high quality audio and video with customized metadata, time stamping, bookmarks and cataloging both during and post interview. The
IRMS must be able to export interviews for creation of portable media for evidence, and provide the ability to export data and associated metadata in an industry standard format to a local location. The
IRMS must ensure evidence integrity across all elements of the system, as evidence integrity is a cornerstone requirement of the FBI, and is essential to mission success when criminal prosecutions require accurate, original recordings for introduction into court proceedings. The system shall be designed to provide failover and/or redundancy or other features to minimize the chance for recording failure.
(U) The IRMS and PIRS will include all software, hardware, and services to provide the following:
IRMS: fixed interview room recording solution for designated room(s) in secured FBI space;
PIRS: portable interview recording solution that can be deployed to the field, is easily transportable, and supports recording of audio and video in a vehicle or other locations.
(U) It is expected that the majority of the IRMS and PIRS functionality required will be provided by
Commercial Off-The-Shelf (COTS) products; however, the Government recognizes that a COTS product may not meet all requirements “out of the box”, and that some FBI-specific requirements may necessitate configuration of the COTS products, and potentially augmenting the COTS with simple custom routines to provide or enhance a capability. For future integration purposes, IRMS and PIRS systems must have an
Application Programming Interface (API), Software Development Kit (SDK), and/or Service
Programming Interface (SPI) that facilitates integration with other COTS or GOTS applications. For example, the incorporation or implementation of interfaces to other software products, such as Microsoft
Active Directory, Enterprise Video System and other FBI systems, or the capability to export video to external media may not be part of the native capabilities of a product, but may be able to be added with a short script or configuration change in some COTS products.
3.2 (U) Fixed Interview Room System
(U) The fixed interview room IRMS system components will be installed in custodial interview rooms and control/monitoring rooms located in secured FBI space (see Figure 1). Custodial interview rooms are approximately 10’X10’ in size and have an 8-10’ ceiling height. In each interview room, the Contractor shall install cameras, microphones, and recording controls in optimal locations for each room. Each custodial interview room will have a Government-provided network connection that will connect to the
Control/Monitoring room, in which vendor-supplied hardware and software will service the IRMS devices in one or multiple interview rooms within the building.
(U) The contractor shall be responsible for installation and support for the installed IRMS systems in FBI offices. The government will provide power, heating, ventilation, air conditioning (HVAC), network connectivity, and furniture for the interview room.

(U) Due to building security restrictions, the Contractor’s work must be performed during the hours of
6:00 a.m. and 6:00 p.m. local time.
9 (U) Security Requirements
SECURITY CLEARANCE REQUIREMENTS
In order to be considered for award, the selected vendor shall have the ability to obtain Limited Background
Investigations for all employees who will be providing services under this contract. Failure to provide this may result in termination for default of this contract.
ACCESS TO FEDERAL BUREAU OF INVESTIGATION (FBI) LOCATIONS
Performance under this contract may require access to FBI locations to provide some service, product, or perform some other official function of interest to the FBI. Requirements, as identified below, to include approval by the
FBI's Security Division, must be satisfied prior to access.
Contractors who will require escorted access, to include short-term, intermittent, or infrequent access, to an FBI facility must complete an "Access of Non-FBI Personnel to FBI Facilities, Background Data Information Form,"
(FD 816), a "Privacy Act of 1974 Acknowledgment Form" (FD 484) and two Fingerprint Cards (FD 258).
Completed forms should be provided to the assigned Contracting Officer's Technical Representative (COTR) at least
10 days prior to required access.
Individuals requiring unescorted access to an FBI facility must complete the Standard Form 86 (SF-86), Questionnaire for National Security Positions, using the Office of Personnel Management’s Electronic
Questionnaires for Investigations Processing (e-QIP) and provide two Fingerprint Cards (FD 258). e-QIP is a secure website that can be accessed from any computer system which has an Internet connection. Only the signed release forms and FD 258 will need to be mailed to the identified Chief Security Officer, the SF-86 itself will be transmitted to the FBI electronically.
To complete the SF-86 using e-QIP, the individual requiring unescorted access to the FBI facility must contact Ms.
Amy Kivler, Chief Security Officer, Operational Technology Division, 703-985-6110, in order to be initiated into e-
QIP. Once this action has been accomplished, the individual should be able to access e-QIP at the following link in order to initiate and complete the electronic process: http://www.opm.gov/e-qip/browser-check.asp. Thoroughly read and follow the instructions for completing the SF-86. NOTE: To fully address suitability/security issues, the
FBI requires individuals to provide responses to questions on the SF-86 for the last ten years. Failure to complete the application as instructed may lead to significant delays in processing the required investigation and approval for unescorted access.
Upon logging onto e-QIP, there will be a prompt to answer three “Golden” security questions to establish the user account. After completing the electronic SF-86, please print and sign the (1) Certification Form (CER) - Certify
Completeness and Accuracy of your Investigation Request; (2) Medical Release Form (MEL) - Authorization for
Release of Medical Information; and (3) Release Form (REL) - Authorization for Release of Information. In addition to these SF 86 release forms, the completion of a Non-Personnel Consent to Release Information (FD-
979a), the United States Department of Justice Disclosure and Authorization Pertaining to Consumer Reports (DOJ
555) are required. Annotation of the assigned e-QIP Investigation Request Number on the upper right corner of each document transmitted to the identified Chief Security Officer is required for coordination with the electronic transmission and to facilitate the investigative process. The e-QIP Investigation Request Number, automatically generated by e-QIP, is located on both the header and footer of the signature forms. These release forms (five total) and FD 258 should be mailed via Federal Express or UPS Express mail directly to the following address: Ms. Amy
Kivler, Chief Security Officer, ERF-Bldg. 27958A, Room B-237, Quantico, VA 22135. The use of regular U.S.
mail channels may cause significant delays in processing the unescorted access request.
Upon completion of processing the facility access request, the individual will be required to execute a non-disclosure agreement suitable for their approved access.
Additional security requirements are listed within the Request for Quotes and will be incorporated into the contract.
