Page Section Question Government Answer
9 RFQ Do warranty terms go in the Business Quote volume? Place in technical quote. Is subject to the page count restrictions.
22-23 RFQ
Is the Business Quote Required in hard copy & CD, or only emailed? How many copies? Same POC?
Required in Hard copy and email. Same number of copies as technical quote. Page
22 of the RFQ contains the physical address. Page 23 provides email address for
Business quote.
26 RFQ Is the Matrix included in the 30 pages for technical?
Matrix is NOT included in the technical quote count. However, it is to be in the binder with the technical quote.
26-27 RFQ Is Managemnet Approach Factor 2 included in the 30 pages for technical? Yes
27 RFQ Is Past Performance Factor 3 included in the 30 pages for technical? Yes
27 RFQ How many Past Performances are required? 2 or more references
27 RFQ Is there a formal Past Performance form? No
Will the Government elaborate on the Price Factor as being "fair and reasonable in accordance with FAR 15.404"? Is the government going to establish an acceptable range of pricing for the IRMS and PIRS?
The concept of a fair and reasonable price has elsewhere been described as the price that a prudent businessperson would pay for an item or service under competitive market conditions, given a reasonable knowledge of the marketplace. The marketplace will determine an acceptable price range for IRMS and PIRS solutions.
Fields for CLIN 0021 have been left blank in regards to quantity and unit of measure. Would the government please elaborate on the optional technical support clin? What type of technical support is the government looking for?
CLIN 21 is for Interview Recording Management System Equipment. The vendor is to propose quantity discounts.
RFQ
Will the government accept quotes from NAICS codes other than 334310?
Yes, the government will accept quotes from other NAICS codes that are relivant to this procurement. They must be associated with the audio or video recording industry. The past performance must indicate the NAICS code in which the services were performed.
ANSWER
5 SOW 3.2 Please provide specifications for "government-provided network storage device."
SOW modified to replace the term "government-provided network storage device" with "external media"
7 SOW 3.4.1
Will the FBI provide inventory barcodes to the contractor? Does that meet the contractor requirement?
Yes, barcodes will be provided. Yes, as long as the contractor places the supplied barcodes on the designated equipment, the requirement will be met.
All SOW Annex I Can you provide a definition of "Architecture" in the 4th column in the Table I.1. ? The Architecture column may be disregarded and left blank.
All SOW Annex I
Can you provide a definition of "Feature" in the 5th column in Table I.1.?
"Feature" is functionality within the solution that enables/supports the success of the requirement. For example, a solution may have a "Named Settings" feature that allows for a common group of settings to be saved with a name for later use. This column is not required for every requirement.
All SOW Annex I
Can you provide a definition of "Solution Component" in the 7th column in Table
I.1?
Solution component is the hardware or software component in which the requirement is met. For example, software is often made up of multiple components--including possibly externally produced components--so one requirement may be mapped to SQL Server, and another requirement mapped to a file manager component internal to the COTS product.
SOW Annex I - Requirement
3.1.0
What technologies for AGC and noise reduction would be acceptable and where in the audio processing chain should they be applied? In our experience, AGC and noise reduction, during playback, are typically functions of the host operating system's native sound subsystem. Since the notional IRMS architecture indicates the use of "government furnished monitoring workstations (not dedicated to IRMS)", it’s not clear how an IRMS vendor could meet this requirement.
Requirements 3.1.10, and 5.0.29 has been deleted. Requirements 1.1.4 and 5.4.5 have been modified to remove noise reduction.
TECHNICAL QUESTIONS
SOW Annex I - Requirement
3.1.12 thru 3.1.12.10
Could you please elaborate on what you mean by a "secure thin client" interface?
What interfaces, other than a web browser, would meet your requirements? For instance, would a remote desktop protocol session from the server to the client workstation meet this requirement? Would an executable on a network sharable drive (so that no software is installed on the monitoring station) meet this requirement?
Any solution that did not require installation of special software on the client machine (Windows-based pc used by end users of the system) would be acceptable.
A browser-based client is the most common method; however, a solution that used an executable on a network shareable drive could be acceptable--assuming the executable doesn't require installation, such as updates to the registry. IT security requirements prohibit user level access to Remote Desktop Protocol (RDP), so this would not be an acceptable solution.
SOW Annex I - Requirement
3.2.11
What specific functions are you looking to integrate with?
The specific functions needed have not yet been defined. The interfacing systems have not yet been implemented, nor have requirements been finalized. Some potential functions include transfering files from this system to another system, or manipulating camera/sound settings from a remote system.
SOW Annex I - Requirement
3.2.15
What is meant by 'imported files' in this context? Also could you elaborate on what forms of redaction are required? For instance, would the ability to blur all video frames within a clip of interest be acceptable? Also would integration with third party software be acceptable?
Imported files refer to externally created video(+audio) files that are imported into
IRMS storage via the mechanisms to meet requirements 3.6.1/3.6.1.1. The required redaction functions the ability to exclude specific frames and segments, and the ability to obscure (or blur) specific regions in a frame.
SOW Annex I - Requirement
3.5.2
Can you confirm that you want the ability to export video only (no audio)?
Requirements 3.5.8 and 3.5.9 are intended to cover the usual case where the export is to include video, audio, and (3.5.8 only) metadata. Requirement 3.5.2 is more of a special case, where the audio needs to be removed from the exported file.
Requirement 3.5.2 will be changed from Mandatory to Optional.
SOW Annex I - Requirement
3.5.3.1
Does this requirement refer to data DVD, video DVD, or both? Since data DVD burning capabilities are typically functions of the host operating system, and since the notional IRMS architecture indicates the use of "government furnished monitoring workstations (not dedicated to IRMS)", it’s not clear how a vendor could meet this requirement. Can you please clarify? Is it safe to assume that you will be burning DVDs at your local desktop location, or were you envisioning a centralized burning capability at a specific location?
This is expected to be both data DVD/BluRay and DVD/BluRay-Video. For creation of a disk to an external entity, such as government attorney, a DVD/BluRay-
Video format disc, containing the recorded video and audio is needed. For copies of evidence (where there is no transcoding and metadata must be preserved) a data format is required, and the files are copied unchanged to the DVD/BluRay. None of the monitoring workstations would not have DVD/BluRay burning capabilities. It is expected that any DVD/BluRay-burning would be done at the centralized
Console/Monitoring workstation (part of the contractor provided system--not GFE) associated with the Recorder/Application server in the control room.
SOW Annex I - Requirement
3.5.6
Can you please list the types of media you are wanting to label and can you confirm if the labeling is logical, physical or both? Are you expecting a label to be visible on the burned copy of the DVD?
The use of label does not refer to an external label on the DVD. It is a logical label: a media or file naming convention that could be used to identify the contents of the external media.
SOW Annex I - Requirement
4.04
Please indicate if "12 hours of interview room data per day for 30 days" refers to the aggregate data of all rooms managed by the server, or refers to a "per room" value. If
"per room", then a maximum expected number of rooms would be required in order to specify the required storage capacity.
This is 12 hours per interview room. Table 2 (and the subsequent, unlabeled table) in the SOW show the number of interview rooms for each location, with the maximum number of rooms at any location being 8 rooms.
SOW Annex I - Requirement
4.05
Please elaborate on the wording” fully redundant failover”. Are you talking about two servers each running as hot backup to one another or are you talking about a single server that has redundant power supplies and redundant discs etc…?
The requirement has been reworded.
SOW Annex I - Requirements
6.14 and 6.16
Please elaborate on the context of the key exchange. Is this for the browser-based interface to the IRMS using TLS, or are their additional interface requirements to other systems that require encrypted service APIs?
These requirements have been removed and 6.17 has been refined to clarify the need.
SOW Annex I - Requirement
6.17
For exported data encrypted by the IRMS server, are the end users/systems of this data expected to have the IRMS public keys to decrypt the data? Who is responsible for PKI management?
Data exported to external media must not be encrypted.
SOW Annex I - Requirement
6.18.7 What is the preferred method of audit data egress? Network transmission via service
APIs or via removable media? Should audit data also be encrypted?
Log data can be provided in 2 acceptable ways. The first, and prefered way, is in syslog format (RFC 5424). The alternative way is that the IRMS must write the logs in a plain text format and the IRMS must support the abiility to have a Windows or
Linux Agent installed on the IRMS to read the logs and send the logs to the
Collection server.
SOW: 8 3.5.2 This section states the Government will pull all necessary cabling and power between the Interview Rooms and the Control Room. Does this mean the
Government will pull the audio and video cables as well as provide power in the drop-down ceilings for the cameras? In the event the proposed solution does not utilize IP cameras will the Government pull coax between the rooms?
The government will pull all necessary cabling, and provide power in the drop ceilings as needed to support the vendor's hardware configuration. Requirements call for IP-cameras.
SOW: 13 3.7
In the June 2016 Draft SOW the Government stated "The contractor shall also propose an after-hours support plan for emergency support." The final RFP does not contain this requirement. Has after-hours support been dropped as a requirement? The requirement has been dropped.
SOW
Annex: 1
SOW Annex I introduction Will the Government please clarify the GFE that is to be provided for in the Notional
IRMS Architecture? Is the Console/Monitoring Workstation to be Contractor supplied equipment? What are the specifications for the GFE Monitoring
Workstations? Is there a GFE standard A/V equipment rack available in the control room or in adjacent equipment closet? Console/Monitoring Workstation is to be contractor supplied equipment.
SOW
Annex: 2
1.1.1 Will the Government allow for the use of HD-SDI cameras that utilize coaxial cable or HDMI cable in lieu of IP only cameras? IP cameras are more difficult to replace/configure in the event of a camera failure. IP cameras require a more robust network infrastructure and the IP address of the device must be located and assigned.
On the contrary HD-SDI cameras are simple to replace and do not require any specialized networking infrastructure. Additionally synchronizing multiple video and audio channels simultaneously to ensure integrity is very difficult with IP video and discrete audio input. The cost differential is neglible while affording the
Government a more reliable camera infrastructure for the capture of the video component of the interviews. No.
SOW
Annex: 11
4.1.2
Are there any security configurations implemented on the target networks which would require special handling, i.e. router restrictions, restricted access, closed ports etcetera? We were surprised to learn at a recent federal agency that the installaion o fthe software was to occur remotely over a VPN.
For this procurement the network is dedicated to IRMS, so there is significant flexibility in the ports that can be used and other aspects of the network. The contractor will be given access to the rooms in which to install the equipment, and may directly install the software on that system. Note that there will be separate, disconnected networks for IRMS at each location--one site will not have access to other sites.
4 1.1.1 Will there be two (2) government provided network connections in the custodial interview room, given the requirement for two (2) IP based cameras?
The government will provide the required physical layer network connections and power specified by the vendor as needed for the vendor's solution.
4 1.1.3 Are there different camera specifications for the concealed interview room requirements, given the requirement that they are concealed from view?
The concealed cameras must meet the same minimum specifications as the overt cameras.
5 2.1.1 What is the difference in the requirement to be able to record a minimal 16Hz wide sampling (2.1.1) versus a minimal audio input of 11.025kHz sampling (3.3.1)?
Requirement 3.3.1 has been updated. The intention was for these two requirements to be consistent.
5 2.1.5 Is the intended configuration that each camera has one (1) audio stream associated with it, versus stereo audio going to both cameras?
The system needs to be able to record from two independent video sources and two independent monaural audio sources (microphones installed out of sight in the drop ceiling in near proximity to each other) in such a fashion as to allow for simultaneous synchronized playback of all streams.
6 2.1.7 Is synchronization using a Network Time Protocol (NTP) Server, which encodes time off of UTC, acceptable? Yes, using a NTP server is acceptable.
9 3.2.3
Is the evidence copy of the interview only the live video and audio recorded, including no markings by the interviewer or a reviewer, or the corresponding case notes added?
All parts, including the markings and notes made during the interview, should be in the evidence copy.
9 3.2.3 Should the additional configurable metadata such as case id, room #, and interviewer be included in the evidence copy? Yes.
9 3.2.8 Does this external device trigger refer to the hard wired button or remote control used by the interviewer to mark locations? Yes.
10 3.2.13 Is the video and audio stream combined with the metadata stream the evidence copy or the working copy of the video and audio stream?
When the metadata is added during the interview it should be included in the evidence copy. When added later it is part of the working copy.
11 3.5.3.1 Is the DVD disc for storage / archiving purposes only or is this a DVD disc that is meant to used for playback of the data copied to it in a DVD player?
For creation of a disk to an external entity, such as a government attorney, a
DVD/BluRay-Video format disc, containing the recorded video and audio that can be played back is needed. For copies of evidence (where there is no transcoding and metadata must be preserved) a data format is required, and the files are copied unchanged to the DVD/BluRay for storage/archiving.
12 4.0.4 Should storage support the archiving of both the evidence and the working copy of
12 hours of interview data, daily, for 30 days?
For storage calculation purposes the working copies can be disregarded. In clarification of the requirement for working copies--a working copy should only be created when modifications to a file are needed, such as to redact contents or add post-collection case notes.
20 6.6
Does "authorized for download" refer to the data being transferred to the removable media, or is there a requirement to limit download or transfer of data to only select removable media sources?
The validation of the data is to verify that the information written to the media is identical to the contents in IRMS storage. An additional requirement to clarify
"authorized for download" has been added (3.1.11.4).
20 6.8 What are examples of specific information that will be inputted by the user for audit logsand system audit logs?
This requirement is only in the context of the review of audit logs, where a person auditing the logs would be able to add comments to the flagged activities to indicate the results of analysis and disposition of the flagged activities, but not change other fields in the log.
21 6.17 What is the collection server relative to the other architecture defined within the
Statement of Work? Requirement has been reworded, and reference to collection server is removed.
22 6.18.7
Who will provide and manage the centralized audit repository?
The vendor-provided system will be responsible for collecting the logs in IRMS storage and provide local log management. The government may provide a separate centralized audit repository on the network, and the vendor's system must be able to support forwarding the local log to that system.
22 6.1.8.7 Is there a specific format that is desired for the the audit logs? Syslog format (RFC 5424)
22 6.1.8.7 What is the interface to transfer data to the centralized audit repository? Syslog over network based transport.
29 Rating Methodology for
Management Approach (IRMS
Only) Is the government currently aware of more than one manufacturer that meets all the specified mandatory requirements for IRMS/PIRS?
The government has made changes and incorporated “Mandatory
Enhancements—(ME)” must be available within 120 days after award. The ME shall be available for all systems and solutions. UPDATES TO PAGE 24, 25 AND

Is the agency open to multiple storage solution responses from one vendor for its consideration? Yes.
16,17 9 Security Requirements
Access to the facilities would be key to on-schedule completion, what is the availability of FBI personnel to escort contractors? What is the government's opinion to obtaining unescorted access?
Scheduling of installations will be coordinated with the government, so escorts will be available. If the vendor has sufficient cleared people able to perform the work, the government will consider unescorted access.
Government Answer
PAGE SECTION QUESTION ANSWER
SOW: 16 7 Pertaining to the deliverable date for the PIRS solution we recommend Award Date + 90 business days. The longer deliverable period will ensure sufficient inventory of the PIRS is available for delivery due to the lead time on several components. Does the Government desired delivery date pertain to all 30 systems or are partial deliveries allowable?
For PIRS changed to documentation deliverables due 30 business days post award, PIRS final deliverables due 60 business days after government acceptance of First Article Test.
Partial deliveries are acceptable as long as each delivery is a minimum of 10 systems.
SOW: 16 7 Does the Government desire a First Article Test for the PIRS. First article delivery changed to 30 business days after award, complete delivery remaining systems 60 business days after acceptance of first article.
SOW
Annex: 12
5.0.5 The requirement describes the use of external cameras and mics as optional. Does the
Government desire a PIRS that has internal cameras and mics or alternatively they are affixed directly to the PIRS?
The PIRS must have an internal camera and microphone; it should have external cameras and mics also, so that that user has an option to use external devices if it would better suit their needs. Also, in clarification of the SOW 3.3, the external cameras and microphones are optional--not required.
SOW
Annex: 16
5.4.1 The interior dimensions provided by the Government for the case containing the PIRS components are very exact. Does the Government have a preferred case model and manufacturer? The requirements appear specific to a certain vendor's solution. A caution when being very specific is th epotential for product/compoent obsolence forcing the original form factor to be out-sized. Will the Government allow for some variance in the dimensions? Alternatively this could be made an OPTIONAL requirement. Is there a weight limitation?
This is the maximum acceptable size associated with no particular vendor, but sized to fit easily on a car seat and to be hand carried by an agent.
SOW
Annex: 17
5.4.10 Please confirm that the power requirements stated in this section are correct. Does this pertain only to the cameras provided with the PIRS? If this is the power requirement for the PIRS then we believe there may be a typo. Normal power for the cameras is 12VDC and support for 120VAC/240VAC is automatic. Requirement 5.4.10 is corrected to be mandatory and supporting 12V DC and 110V AC.
13 5.0.2 Is a visual indicator in the software UI acceptable that the system is recording, or is it desired that there be an external indicator that can be disabled? visual indicator in the software UI is acceptable
19 5.4.4 Are camera concealments required for the PIRS kit, based on the requirement for a small form factor that is concealable in the vehicle? The requirement has been deleted.
19 5.4.4 What does "sufficiently small" for concealment purposes mean to the FBI in relation to the intended use for this procurement? The requirement has been deleted.
19 5.4.6 Given the sufficiently small form factor requirement for concealment purposes, is a variable focus lens mandatory or optional? Mandatory. The PIRS will not be used exclusively in vehicles.
19 5.4.19 Is the requirement to off-load the evidence and working copy to the same removable media source, or to multiple media sources?
This requirement applies to live recording as opposed to export or copy, so the data captured would be the evidence copy. This requirement has been modified to clarify that the desired operation is to extend recording time (beyond that that available in internal storage).
25 Subfactor 4: Technical
Architecture
On page 1 the section titled "RFQ 0010143" indicates that the solicitation is open for offerors to quote only the solution they want to be considered for. In the case that an offeror bids and wins only the PIRS, will the API, SPI, or SDK of the IRMS then be made available to the winner of the PIRS bid such that PIRS interviews can be integrated into the
IRMS system?
No. There is no integration work for the PIRS. Exchange of data will be done using standard file formats.
Portable Interview Recording Solution
25 Subfactor 4: Technical
Architecture
Is the intent to have a data interface for the interview management system that is open to various COTS interview recording devices? Or will a management system that utilizes devices from a sole manufacturer acceptable? The government does not have a preference.

These individuals must be United States citizens or
