INSTRUCTIONS TO OFFERORS
The US Government anticipates the award being a Firm Fixed Price (FFP) contract. The Government intends to evaluate quotes and award a contract without discussions. Award will be made to the quote with the lowest total price that meets the standards of responsibility in accordance with FAR 9, the Technical Specifications of the Contract Line Item Numbers (CLINs) from 0001 through 3002 listed above, on a ‘all or none’ basis, and enclosed (Encl.) documents. Failure of an offeror to provide all above listed CLINs and QTYs will determine the Quote being rejected as unacceptable. Failure of an offeror to provide information sufficient to determine conformance with the RFQ may result in the offeror being ineligible for award.
As part of price evaluation, the Government will evaluate its Option to Extend Services (see FAR Clause 52.217-8) by adding six (6) months of the quoter's final option period price to the quoter's total price. An assessment of the reasonableness of each quoted price will be made. The Contracting Officer will perform a price analysis of each quote. Quoters are required to price the Base and Option Periods. Quoters shall not submit a price for the potential six (6) month extension of services period. The Government may choose to exercise the extension of services at the end of any performance period (base or option periods).
