NIST Requirements Document
10-Watt (10W) diode-pumped, solid state 532nm continuous-wave laser
Introduction/Background:
The National Institute of Standards and Technology (NIST) Computing and Communications Theory group applies expertise in mathematical subdisciplines such as combinatorics, graph theory, network science, operations research, optimization, discrete nonlinear dynamics, computational geometry, quantum mechanics, and information theory. Researchers apply their knowledge and skills in areas such as the fundamental models of physics, chemistry, biology, and information systems, complex systems analysis, pattern recognition, and quantum computing and communications. In collaboration with NIST and outside scientists, the group develops, analyzes, and applies related mathematical methods and tools for critical problems of measurement science at NIST, and develops mathematical foundations for the measurement science of information systems. In addition, our group is planning to develop new schemes and protocols for quantum networking and is planning to perform experiments to test these protocols in the newly developed DC-region Quantum Network (DC-QNet), a collaborative quantum networking effort between government agencies. To allow for collaboration with other agencies within the DC-QNet and explore cutting-edge measurement science, NIST requires a 10W diode-pumped, solid state 532nm continuous-wave laser system.
Purpose:
The purpose of this requirement is to obtain one (1) 10-Watt (10W) diode-pumped, solid state 532nm continuous-wave laser that will be used to pump our Coherent MIRA picosecond synchro-lock system. Our original pump laser has reached the end of its life and needs replacement to be able to continue our research on characterizing single-photon sources for the purpose of quantum networking.
The lasers will be used to pump an existing mode-locked Ti:Sapphire laser currently being used in the NIST laboratory. The Ti:Sapphire laser is manufactured and produced by Coherent NA, Inc. Power and pointing stability of the laser is of critical importance to this application. Power and pointing fluctuations will cause the output power and pulse characteristic of our mode-locked lasers to drift, severely limiting our ability to average out sources of noise in our experiments and renders the highest sensitivity measurements unobtainable.
Minimum Requirements:
The contractor shall provide a 10W diode-pumped, solid state 532nm continuous-wave laser meeting the following minimum requirements and specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award.
Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable.
All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide a Firm Fixed Price Quotation for the following CLIN:
Contract Line Item (CLIN) 0001: One (1) 10-Watt (10W) diode-pumped, solid state 532nm continuous-wave laser in accordance with the following technical specifications:
• Diode-pumped frequency-doubled Nd:YVO4-laser with a CW output power of at least 10
W @ 532 nm, TEM 00.
• Laser must be compatible with our current Coherent MIRA system, i.e., so the government may install the pump laser at the correct beam height as applicable.
• RMS Noise: A maximum value of (<) 0.03 % rms (10 Hz - 1 GHz)
• Near Diffraction Limited Beam with M^2, not greater than1.1
• The output power fluctuations must not exceed ±0.3% rms over a 24-hour period. (This is critical for the alignment and overall stability the experiments.)
• The output beam polarization must be at least 100:1 vertical. (In order to guarantee good compatibility with a picosecond laser.)
• The output beam ellipticity must be less than 10%. (For compatibility with the pumping of a picosecond laser, and for fiber-coupling applications.)
• The beam pointing stability must be less than 2 microradians per degree C, as the laser will be operating in a range of environments with large potential temperature fluctuations.
• The optical components in the laser head must be permanently aligned.
• The laser head must be sealed.
• No chiller is required. However, pump laser shall have compatibility for 3/8” or ¼” tube fittings.
Delivery:
Delivery shall be FOB destination. The contractor shall deliver the equipment to the NIST Shipping and Receiving address identified below. Delivery shall occur within 12 weeks after contractor receipt of order.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
Delivery shall be made to the NIST Shipping and Receiving address identified below. The delivery will then be directed to the equipment’s final destination, also identified below.

Installation and Training: No installation or training is required from the contractor.
Inspection and Acceptance:
NIST will inspect delivered products within 14 business days after delivery to ensure that they conform to the requirements identified in this Requirements document. If all performance testing, as described below, is approved and all other requirements are met and the equipment is operational, the product shall be accepted.
In addition to the inspection and acceptance terms articulated in FAR 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The scope of general inspection shall include an operational evaluation of the 10 W diode-pumped laser as well as a visual inspection of the system to identify any defects or any form of indication that the system was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time, prior to acceptance, may reject the system due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the system.
The place of acceptance shall be:

The ownership (title) of the 10W diode-pumped, solid state 532nm continuous-wave laser shall transfer to NIST upon acceptance.
Warranty
The contractor shall warrant the entire system in accordance with the Original Equipment Manufacturer’s commercial item warranty terms and conditions, to include at minimum parts and labor, for a minimum of 12 months in accordance with terms in FAR 52.212-4.
Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance of the fully delivered system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been complete
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer. Proposed payment schedules shall be submitted with vendor’s response to the RFQ for consideration.
