(NAPU) for Oklahoma Indian Country vehicle upfitting.
Internal Solicitation Number: DJF-23-3580-Upfitting
The Federal Bureau of Investigation (FBI) Procurement Section is issuing this Request for Quotation (RFQ) on behalf of the FBI Oklahoma Division, for the purpose of procuring services for the complete installation of wiring for Motorola radio and siren packages, as well as purchase and installation of emergency lights and lockboxes in eleven (11) vehicles. Requirements for installation are outlined in the attached Statement of Work (SOW). Please ensure prevailing wages are being determined in the quote based on the attached standard area wide wage determination document.
NAICS Code: 811198 All Other Automotive Repair and Maintenance Size Standard: $9M Period of performance: Vehicle installation work should be completed within 60 days from receipt and acceptance of award. Any delays in product receipt or installation shall be immediately made known to the Contracting Officer. All installations will be coordinated with the Local Point of Contact (LPC) listed in the attached Statement of Work (SOW).
All vendors shall be registered and have an active UEI in SAM.gov. Only vendors located in the U.S. will be considered. There will be a single award based upon Lowest Price Technically Acceptable. Quotes shall be Firm-Fixed Price (FFP). This is being competed as a Total Small Business Set-Aside, and only quotes from Small Businesses will be considered. Please ensure prevailing wages are being determined in the quote based on the attached standard area wide wage determination document.
Contractors interested in competing for this effort may participate by submitting quotes in accordance with the procedures set forth in this RFQ. All quotes shall be firm fixed priced.

1.1 GENERAL DESCRIPTION
The FBI Oklahoma City Divison requires installation of wiring for Motorola radio and siren packages, and purchase and installation of emergency lights and lockboxes for eleven (11) 2022 Ford Exploer vehicles in its automotive fleet.
2.0 DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
Please see attached Statement of Work (SOW).
2.1 PURPOSE
The FBI Oklahoma Divison has eleven (11) 2022 For Explorer vehicles that require installation of wiring for Motorola radio and siren packages, and purchase and installation of emergency lights and lockboxes.

As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:
EVALUATION—COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items.

OPTION FOR INCREASED QUANTITY—SEPARATELY

The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within the current fiscal year (Last Day to Order 9/30/17), Delivery location can change.
Delivery of added items shall continue at the same rate that like items are called for under the contract, unless the parties otherwise agree.

Unpaid Delinquent Tax Liability – Solicitation (DEVIATION 2015-02) (March 2015)
(a) None of the funds made available by the Department’s current Appropriations Act may be used to enter into a contract, memorandum of understanding, or cooperative agreement with a corporation –
(1) convicted of a felony criminal violation under any Federal law within the preceding 24 months, where the awarding agency is aware of the conviction, unless an agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government, or
(2) that has any unpaid Federal tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability, where the awarding agency is aware of the unpaid tax liability, unless an agency has considered suspension or debarment of the corporation and made a determination that this further action is not necessary to protect the interests of the Government.
(b) By submitting a response to this solicitation, the offeror represents that, as of the date of this offer
(1) the offeror is not a corporation convicted of a felony criminal violation under any Federal or State law within the preceding 24 months; and,
(2) the offeror is not a corporation that has any unpaid Federal or State tax liability that has been assessed, for which all judicial and administrative remedies have been exhausted or have lapsed, and that is not being paid in a timely manner pursuant to an agreement with the authority responsible for collecting the tax liability.

None of the funds appropriated to the Department under its current Appropriations Act may be used to enter into a contract, grant, or cooperative agreement with an entity that requires employees or contractors of such entity seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting such waste, fraud, or abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information. By submitting a response to this solicitation, the contractor certifies that it does not require employees or contractors of the contractor seeking to report fraud, waste, and abuse to sign internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or contractors from lawfully reporting waste, fraud, and abuse to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information.

2.9 EVALUATION AND AWARD PROCESS
This will be awared based on Lowest Price Technically Acceptable. To be considered technically acceptable the vendor shall quote all required products and services and be able to meet the required installation delivery time. The award will be based on the firm fixed price quote with NET30 payment terms. All invoices shall be submitted to the Invoice Processing Platform (IPP) for payment.
2.10 PROCESS SCHEDULE
The FBI anticipates awarding this contract within 30 days after the RFQ closes, unless there is not ample funding. All quotes shall be good for 60 days.
