About this file
This document is a request for quotation for Instron hardware, installation, and training. The Naval Undersea Warfare Center Division, Newport intends to issue a sole source, firm fixed price purchase order to Instron, a division of Illinois Tool Works Inc., for an MTS50 Torsion System, 9450 Drop Tower Impact system, and Advanced Video Extensometer with associated software, accessories, installation, and training. Quotes are due no later than 2:00PM EST on December 19, 2023. The justification for a sole source requirement is that all of the Navy's existing testing machines were produced by Instron and utilize Instron's proprietary Bluehill Universal software, so only Instron products can meet compatibility requirements without significant cost and time required to transition to an alternate vendor. The total value of the requirement is unstated. Payment will be made via WAWF and unique item identifiers are required for delivered items over $5,000.

Request for Quotation (RFQ) number is N66604-24-Q- 0105. This requirement is being solicited on an unrestricted, sole source basis as concurred with by the NUWCDIVNPT Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) code for this acquisition is 541519. The Small Business Size Standard is 1,250 employees.
Required delivery is F.O.B. Destination, Naval Station Newport, Rhode Island.
The required delivery date is as specified in the chart above. Early and partial delivery is acceptable.
Exception #2 applies to Section 508 Requirements on this opportunity.
Justification for Sole Source Requirement: Instron Co brand equipment is the only brand that meet the Government’s compatibility requirements as all of the currently existing testing machines are Instron Co products. Additionally, all of the testing machines utilize Instron’s Bluehill Universal software suite, which is proprietary. Failure to procure Instron Co products would require the Government to alter the current configuration to a different hardware/software. Such an action would involve purchasing a whole new suite of compatible test equipment, reengineering the test procedures, and retraining engineers on the new processes, roughly $1.5M in cost. Such an endeavor would take an extremely long time to implement and would jeopardize performing mission essential tests for the Navy. As any other products would not meet the agency’s needs, or cannot be modified to do so, Instron brand will need to be utilized to keep current configurations active. Instron does not have any authorized resellers. Per FAR 8.405-6(a)(1)(i)(B): only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
