(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records--Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1)in a subcontract for commercial items. Statement of Work – January 29, 2021

1. INTRODUCTION

The Electrical Test Operations & Maintenance Branch (AB44200) Vibration Laboratory's laser vibrometer is approaching the end of its service life and must be replaced. The laser vibrometer is a non-contact vibration measurement system that is necessary for performing measurements in support of engine blade high cycle fatigue and modal characterizations. The measurements performed with this device are required for validating the computer models used to predict blade service life and drive design changes that improve engine readiness.

2. SCOPE

The contractor shall provide the laser vibrometry system and associated hardware, software, documentation, and warranty as detailed in this statement of work. The system procured will be a standalone RDT&E asset.

3. CLIN 0001 – Scanning Laser Vibrometer

3.1 Scanning Laser Vibrometer Technical Requirements

3.1.1 Acquisition Bandwidth

The scanning laser vibrometer shall have an acquisition bandwidth between 1 Hz and 100 kHz.

3.1.2 Measurement Velocity

The scanning laser vibrometer shall be capable of measuring velocity up to 10 m/s.

Note: these measurements should be able to be taken on curved metallic test articles.

3.1.3 Working Distance

The scanning laser vibrometer shall have a working distance between 0.25 m and 10 m.

3.1.4 Scan Points

The scanner laser vibrometer shall be able to measure a grid of up to 512 x 512 scan points.

3.1.5 Measurement Laser

The laser shall be a Class 2 laser.

3.2 Scanning Laser Vibrometer

3.2.1 Geometry Scanning Unit

The scanning laser vibrometer system shall include a unit capable of scanning test article geometry and returning a set of coordinates to define that geometry.

3.2.2 Mounting

The system shall include a stable mobile tripod and the vibrometer shall be capable of motorized pan and tilt movements.

3.2.3 Camera

The system shall include an integrated HD camera with at least 30x zoom.

3.2.4 Expandability

The system should be capable of expansion to create a 3D system.

3.2.5 Data Connection

The cable connecting the laser vibrometer to the processing system shall be at least 10 m long.

3.2.6 Transportation

A transportation case shall be provided for transport of the scanning laser vibrometer head.

4. CLIN 0002 – Single Point Vibrometer

4.1 Single-Point Vibrometer Technical Requirements

4.1.1 Acquisition Bandwidth

The single-point vibrometer shall have an acquisition bandwidth between 1 Hz and 100 kHz.

4.1.2 Measurement Velocity

The single-point laser vibrometer shall be capable of measuring velocity up to 25 m/s.

Note: these measurements should be able to be taken on curved metallic test articles.

4.1.3 Working Distance

The single-point laser vibrometer shall have working distance between 0.25 m and 10m.

4.1.4 Measurement Laser

The laser shall be a Class 2 laser.

4.2 Single-Point Laser Vibrometer

4.2.1 Mounting

The system shall include a stable tripod with pan and tilt movements.

4.2.2 Transportation

A transportation case shall be provided for transport of the single-point laser vibrometer head.

5. CLIN 0003 – Data System

5.1 Data System Hardware

5.1.1 Hardware Compliance

The system shall meet physical requirements of the Department of Defense (DoD) Instruction 5220.22-M National Industrial Security Program Operating Manual

5.1.2 Processing Computer

The contractor shall provide a standalone computer system capable of interfacing with the scanning and single-point laser vibrometer systems as described in CLIN 0001 and 0002, respectively. This interface shall be either direct or via an intermediate processing unit.

5.1.3 Computer Accessories

All accessories (mouse, keyboard, etc.) must have a wired connection to the computer.

5.1.4 System Cabinet

The contractor shall provide a mobile system cabinet that contains the processing computer required under 5.1.1 and any associated hardware required for interface between the processing computer and vibrometer systems as described in CLIN 0001 and 0002.

5.1.5 Electrical Interfaces

The laser vibrometer system shall include an input for the laser vibrometers as described in CLIN 0001 and 0002, at least four (4) BNC coaxial connector input channels for reference signals, triggers, etc., at least one (1) BNC coaxial connector velocity output channel, and at least one (1) BNC coaxial connector signal generator channel.

5.2 Data System Software

5.2.1 Software Compliance

The system shall meet the security requirements for Information Systems as outlined and defined in the Federal Information Processing Standards (FIPS) 200 and National Institute of Standards and Technology (NIST) Standard Publication 800-53 Rev 4 documents.

5.2.2 Software Delivery

The contractor shall deliver initial software and all software updates via online download.

5.2.3 Software Compatibility

All software and embedded operating systems shall be capable of running of Windows 10 Pro 64 bit. The software associated with the laser vibrometer system shall be capable of reading and analyzing .psv type files.

5.3 Signal Processing Software Specifications

5.3.1 Data Recording and Storage

The computer system and software shall be capable of recording and storing data generated by the laser vibrometer systems.

5.3.2 Signal Generator

The software shall be able to generate pseudo-random and sine wave outputs through the channel described in Section 5.1.5.

5.3.3 Calibration During Test

The software shall be able to calibrate based on the test article geometry for higher accuracy on curved surfaces.

5.3.4 Signal Processing

The software shall be able to display real-time time- and frequency-domain measurements. The Fast Fourier Transformation (FFT) used to calculate the frequency domain shall have at least 2 = 65,536 FFT lines. These measurements shall be able to be captured both at one frequency and across a frequency range for user-determine durations. The software should have low- and high-pass filters, tracking filters, averaging of multiple measurements at the same point, and speckle tracking.

5.3.5 Data Post-Processing

The software should allow post-processing of data in a spreadsheet-like environment.

The software shall also allow for export of data in .txt or .csv format.

5.3.6 Test Article Geometry

The software shall be capable of visualizing the test article scans created by the unit described in Section 3.2.1. The software shall also be capable of importing geometries.

6. CLIN 0004 – Documentation

6.1 Operation Instruction Manual

The contractor shall provide an operator instruction manual detailing features and operation of the described laser vibrometer systems and software.

6.2 System Training

The contractor shall provide a one (1) day training course detailing operation of the system.

6.3 Warranty

The contractor shall include a one (1) year warranty effective Full Operational Capability

(FOC).

252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUESTS AND RECEIVING REPORTS (DEC 2018)

(a) Definitions. As used in this clause--

Contract financing payment means an authorized Government disbursement of monies to a contractor prior to acceptance of supplies or services by the Government.

(1) Contract financing payments include--

(i) Advance payments;

(ii) Performance-based payments;

(iii) Commercial advance and interim payments;

(iv) Progress payments based on cost under the clause at Federal Acquisition Regulation (FAR) 52.232-16, Progress Payments;

(v) Progress payments based on a percentage or stage of completion (see FAR 32.102(e)), except those made under the clause at FAR 52.232-5, Payments Under Fixed-Price Construction Contracts, or the clause at FAR 52.232-10, Payments Under Fixed-Price Architect-Engineer Contracts; and

(vi) Interim payments under a cost reimbursement contract, except for a cost reimbursement contract for services when Alternate I of the clause at FAR 52.232-25, Prompt Payment, is used.

Electronic form means any automated system that transmits information electronically from the initiating system to affected systems.

(i) Payments for partial deliveries that have been accepted by the Government;

(ii) Final cost or fee payments where amounts owed have been settled between the Government and the contractor;

(iii) For purposes of subpart 32.9 only, all payments made under the clause at 52.232-5, Payments Under Fixed- Price Construction Contracts, and the clause at 52.232-10, Payments Under Fixed-Price

Architect-Engineer Contracts; and

Payment request means any request for contract financing payment or invoice payment submitted by the Contractor under this contract or task or delivery order.

Receiving report means the data prepared in the manner and to the extent required by Appendix F, Material Inspection and Receiving Report, of the Defense Federal Acquisition Regulation Supplement.

(b) Except as provided in paragraph (d) of this clause, the Contractor shall submit payment requests and receiving reports in electronic form using Wide Area WorkFlow (WAWF). The Contractor shall prepare and furnish to the Government a receiving report at the time of each delivery of supplies or services under this contract or task or delivery order.

(c) Submit payment requests and receiving reports to WAWF in one of the following electronic formats:

(1) Electronic Data Interchange.

(2) Secure File Transfer Protocol.

(3) Direct input through the WAWF website.

(d) The Contractor may submit a payment request and receiving report using methods other than WAWF only when-

(1) The Contractor has requested permission in writing to do so, and the Contracting Officer has provided instructions for a temporary alternative method of submission of payment requests and receiving reports in the contract administration data section of this contract or task or delivery order;

(2) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System);

(3) DoD makes payment on a contract or task or delivery order for rendered health care services using the TRICARE Encounter Data System; or

(4) The Governmentwide commercial purchase card is used as the method of payment, in which case submission of only the receiving report in WAWF is required.

(f) In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payment requests.

252.232-7006 WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS (DEC 2018)

(a) Definitions. As used in this clause—

“Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS) 252.232- 7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management at https://www.sam.gov; and

(2) Be registered to use WAWF at https://wawf.eb.mil/ following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF. Both can be accessed by selecting the “Web Based Training” link on the WAWF home page at https://wawf.eb.mil/.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.
