3. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
Additionally, the Government will utilize simplified procedures in accordance with FAR Part 13.
4. This combined synopsis/solicitation is issued as a Request for Quotation (RFQ) with solicitation number FA441720QA062.
5. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 effective 13 August 2020, Defense Acquisition Circular, and Air Force Acquisition Circular.
6. There is no Set-Aside. North American Industry Classification System (NAICS) code for this solicitation is 336360-Motor Vehicle Seating and Interior Trim Manufacturing.

7. Provide all management, tools, equipment, supplies, and labor necessary to accomplish all Vehicle Modification tasks to meet the requirements of attached Statement of Work (SOW).
This is a brand name requirement and only GSA Approved Vendors within a 60 mile radius of Hurlburt Field are allowed to quote. See attachment 3.

8. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items (Jun 2020) and the addendum, applies to this acquisition. Addendum to FAR 52.212-1, Instructions to Offerors – Commercial Items (Jun 2020) The following words stating “offer”, “offeror”, and “proposal” are replaced with “quotation”, “vendor”, and “quote”.
Quotation shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR
RECEIPT OF OFFERS; NAME; ADDRESS;CAGE CODE; TELEPHONE NUMBER OF
OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND
ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Quotes must indicate quantity, unit price and total amount for each item. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quotes shall also contain all other documentation specified herein. Note: .zip files are not an acceptable format for the Air Force Network and will not go through our email system.
Paragraph (a) first sentence revised as follows: “The NAICS code and small business size standard for this acquisition appear above.”
Paragraph (c) first sentence revised as follows: “The vendor agrees to hold the prices in its quote firm for 60 calendar days from the date specified for receipt of quotes, unless another time period is specified in an addendum to the quote.”
9. “Pursuant to FAR 12.602 contract award will be made using Simplified Acquisition Procedures in accordance with FAR 13.106. Vendor’s submissions will be evaluated based upon the government’s review. Step 1: Evaluate all quotations for responsiveness. Step 2: Rank all responsive quotations based upon Vendor’s Total Price. Step 3: Make a Best-Value decision based on performance evaluation and a determination that the price is fair and reasonable.
The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), and the addendum, applies to this acquisition.
Interchanges: The government intends to award a purchase order without interchanges with respective vendors/quoters. The government however, reserves the right to conduct interchanges if deemed in its best interest.
10. FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jun 20), with its Alternate I (Oct 14), applies to this acquisition.
Vendors must be actively registered in the System for Award Management (SAM); the website is https://www.sam.gov/ at time of quote submittal. Contact SAM at US Calls: 866-606-8220, International Calls: 1-334-206-7828, however, a DUNS number must be known prior to registration. Call Dun and Bradstreet at 1-888-546-0024 to verify or apply for a Duns number;
the website is http://fedgov.dnb.com/webform.
Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Jun 2020), Alternate I (Oct 2014), with their quote, or the quoter shall complete paragraph (b) of FAR 52.212-3, if the quoter has completed the annual representations and certifications electronically at http://www.sam.gov.
11. The provisions at FAR 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment applies to this acquisition. The clause at FAR 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment applies to this acquisition. The provision at FAR 52.204-26 applies to this acquisition. Refer to Attachment 4 for more information.
Offerors shall include a completed copy of the provisions at FAR 52.204-24 and/ or at FAR 52.204-26 (as applicable) with their quote, or the quoter shall complete paragraph (v) of FAR 52.212-3, if the quoter has completed the annual representations and certifications electronically at http://www.sam.gov.
12. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Oct 2018), applies to this acquisition with the following Addendum: Paragraph (c) of this clause is tailored as follows: Changes in the terms and conditions of this contract may be made only by written agreement of the parties with the exception of administrative changes, such as changes in the paying office, appropriations data, etc., which may be changed unilaterally by the Government.
