This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. The quote(s) must be complete, self-sufficient, and respond directly to the requirements of this Request for Quote (RFQ). This solicitation is for Full and Open competition. The solicitation number is FA449721Q0009, Automotive Body, Paint, and Interior Repair and Maintenance, and this solicitation is being issued as a Request for Quote.

The Government intends to award one (1), firm-fixed price contract. The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2021-05 and DFARS Publication Notice 02-24-2021. The North American Industry Classification System Code (NAICS) is 811121 – Automotive Body, Paint, and Interior Repair and Maintenance and the size standard is 8M.

Please respond to this RFQ by emailing response to the contract administrator, Mr. Ron Price at ronald.price.16@us.af.mil and MSgt Samuel McKenzie at samuel.mckenzie.1@us.af.mil no later than 12:00 PM Eastern Standard Time on Friday, 4 Jun 2021 in order to be considered timely. Any quote, modification, revision, or withdrawal of a quote received after the exact time specified above shall be determined as late and will not be considered unless received before award is made, the Contracting Officer determines that accepting the late quote would not unduly delay the acquisition, and it was the only quote received. Additionally, email any questions regarding this RFQ to Mr. Ron Price and MSgt Samuel McKenzie at the above noted email addresses.

PART II – TECHNICAL CAPABILITY

The technical approach shall, at a minimum, be prepared in a format consistent with the evaluation criteria for award set forth in the addendum to FAR clause 52.212-2, of this solicitation. The Technical qualification shall be a stand-alone document containing all information necessary for the Government to perform a complete technical evaluation.

A. The Offeror shall provide sufficient detail (Capability Statement) to substantiate the validity of all stated assertions. To facilitate evaluation, the information provided should be specific, detailed, and clearly demonstrate that the Offeror has a thorough understanding of the requirement for the accomplishment of this offer.

B. Past Performance: The contractor shall provide a list of no more than two (2) of the most recent and relevant contracts performed for Government agencies and commercial customers demonstrating that they have performed similar work in the past (within the last 3 years). The Past Performance will have the following information:

1. Contractor’s Name

2. Contractor’s Point of Contact (email & phone number)

3. Project Title

4. Detailed Description of Work (Performed by the offeror)

5. Contract Number

6. Contract Dollar Value

7. Period of Performance

8. Name of Contracting Officer or POC including information (email & phone number)

GENERAL QUOTE INFORMATION

Offerors are hereby notified that initial quotes which are found incomplete may be rejected without affording the offeror an opportunity to satisfy the requirement of the Government. Notwithstanding the information included in support of the offeror’s technical capability, the contractor must meet all requirements of this request for quote.

52.212-2 Addendum Evaluation Factors: Lowest Price Technically Acceptable (LPTA).

BASIS FOR CONTRACT AWARD:

1. This is a competitive selection in which competing offerors will be evaluated on Lowest Price Technically Acceptable (LPTA).

Evaluation procedures shall be IAW FAR 15.101-2 when best value is expected to result from selection of the technically acceptable quote with the lowest price and acceptable technical capability/past performance. The Government expects to award one firm-fixed price requirements contract as a result of this solicitation. The Government reserves the right to award without discussions or make no award should no vendor prove to be an acceptable offeror based on the criteria set forth in the solicitation. The US Government will make an award to the responsible (IAW the Federal Acquisition Regulation [FAR]) contractor whose offer conforms to the solicitation and are determined to be the most advantageous to the Government considering price and non-price factors.

The Government will evaluate Part II, Technical Specifications on an Acceptable/Unacceptable basis. After the lowest priced offeror has received an overall acceptable rating on the Technical, the Government will then evaluate the offeror’s past performance. Offerors receiving an unacceptable rating for the Technical and /or on Past Performance will not receive further consideration. The solicitation requirements include all stated terms, conditions, representations, certifications, and other information required by 52.212-1 of this solicitation. The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.

2. REJECTION OF UNREALISTIC OFFERS:

Any quote which is unrealistic will be judged either as exhibiting a lack of competence or failure to comprehend the Government's requirements and may be so evaluated and rated, or rejected for such reasons. Furthermore, any significant inconsistency between the Technical qualification and Price if unexplained, may be grounds for rejection of the quote. The Government will evaluate each quote strictly IAW its content and will not assume that performance will include areas not specified in the Offeror's quote. Nothing in this paragraph is to be construed as a promise by the Government to conduct a price realism analysis where it would otherwise not be required to do so. The decision to conduct or not to conduct such an analysis remains in the sound discretion of the Contracting Officer.

PRICE: The Government will evaluate offers based on prices proposed for all CLINs and any other price related factors required by the solicitation. The offeror’s quote will be evaluated for Reasonableness and Total Evaluated Price.

1. Reasonableness: The existence of adequate price competition is expected to support a determination of reasonableness. Price analysis techniques may be used to further validate price reasonableness. If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis, other techniques will be used.

TECHNICAL CAPABILITY: The following technical capability will be evaluated on an acceptable/unacceptable basis. If paragraphs A and B are not submitted with the quote, the entire quote shall be considered unacceptable and shall be removed from consideration.

The contractor at a minimum shall present the understanding and show how to accomplish the following tasks mentioned in the PWS:

A. The contractor provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to Install Custom 3 Part roller systems.

B. Install Custom 3 - Part Roller System. Fabricate 3-Tier Fabricated Base, Brackets and Roller System according to user specifications and pictures of other vehicles with similar systems. Plus, install low voltage LED lights with two switches. In addition, remove current roller system that is inadequate for mission.

C. Install Custom 2 - Part Roller System. Provide labor and materials, fabricate 2-Tier Fabricated Base, Brackets and Roller System according to user specifications and pictures of other vehicles with similar systems. Plus, install low voltage LED lights with two switches. Must meet all safety egress requirements in relation to the double doors.

D. New racking system must be built with either heavy duty steel or iron materials. Each row must be able to accommodate 600 pounds or more. Current racks will need to be removed and not be re-use any of the parts or material. Both vehicles cannot be out of service at the same time or for an extended period of time. Photos provided for this projected must only be used for the sole purpose of the project and must not be open to viewing to members without a need to know as this is a sensitive matter.

E. Past Performance: Recent and relevant past performance is defined as past performance having occurred in the last 3 years preceding the date of the solicitation issuance. Relevant past performance is defined as past performance providing candidates for services similar in scope to this requirement and complexity. The Government will consider relevancy, recency, extent of the past performance and the size and complexity of the past performance relative to this solicitation’s requirement submitted by offerors as well as any information gathered by the Contracting Officer.

Offerors that have no relevant past performance history will be assigned an unknown past performance evaluation rating; unknown will be rated as acceptable.

The following ratings will be used in rating technical capability:

Acceptable Quote clearly meets the minimum requirements of the solicitation Unacceptable Quote does not clearly meet the minimum requirements of the solicitation

Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

Alternate I (Feb 2000). Alternate II. (Feb 2021) As prescribed in 12.301(b)(4)(ii), substitute the following paragraphs (d)(1) and (e)(1) for paragraphs (d)(1) and (e)(1) of the basic clause as follows:

(d)(1) The Comptroller General of the United States, an appropriate Inspector General appointed under section 3 or 8 G of the Inspector General Act of 1978 (5 U.S.C. App.), or an authorized representative of either of the foregoing officials shall have access to and right to—

(i) Examine any of the Contractor’s or any subcontractors’ records that pertain to, and involve transactions relating to, this contract; and

(ii) Interview any officer or employee regarding such transactions.

(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), and (c), of this clause, the Contractor is not required to flow down any FAR clause in a subcontract for commercial items, other than—

(i) Paragraph (d) of this clause. This paragraph flows down to all subcontracts, except the authority of the Inspector General under paragraph (d)(1)(ii) does not flow down; and

(ii) Those clauses listed in this paragraph (e)(1). Unless otherwise indicated below, the extent of the flow down shall be as required by the clause-
