Honeywell Intrusion Detection System (Brand Name) for 902 CES/ Explosive Ordnance Disposal Flight, JBSA-Lackland Texas 78236

This is a solicitation for commercial items prepared in accordance with the format in Federal

Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate Request for Quote (RFQ) will not be issued. The solicitation number is # FA301622U0255 and is issued as an RFQ. This solicitation incorporates provisions and clauses are those in effect through

Federal Acquisition Circular (FAC) 2022-06 Effective 04/26/2022 and DFARS change effective

01/01/2022.

This RFQ is 100% Small Business Set-Aside, utilizing NAICS: 334290, Other Communications Equipment

3. Description This SOW defines the requirements for the Contractor to Engineer, Furnish, Install & Test

(EFI&T) the Honeywell Vindicator system to each ARMAG from Bldg 5486. The project will consist of three phases, Phase I will be completed by the contractor, Phase II and III will be completed by the government. The Contractor must provide certified alarm components, associated equipment, certified

Honeywell Vindicator and BICSI certified technicians. In addition, to providing all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOW. All equipment, supplies, or materials provided shall be new and not refurbished. No equipment, supplies, and material will be provided by the government.

4. Special Notes and Instructions:

A. This Request for Quote (RFQ) is 100% Small Business Set-Aside under NAICS: 334290.

Businesses who are not considered a Small Business entity under applicable NAICS are ineligible for award.

B. FAR 52.212-1 Instructions to Offerors – Commercial Items Addendum.

Quote Submittal:

(1) The quoter shall provide a quote for the requirement using the Bid Schedule in

Required Cage Code

(2) By responding to this RFQ, the quoter accepts all terms and conditions contained herein.

(3) The quoter agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of quotes.

(4) Quoter shall ensure their registration is current in the System for Award

Management (SAM), at www.sam.gov

(5) Late Quotes/Responses: Please refer to FAR 52.212-1(f)

(6) Submission of offers:

52.212-1- Instructions to Offerors –Commercial Items is incorporated by reference. The following addendum applies to the provision:

(b) Submission of offers:

i. The Offeror’s quote shall provide sufficient detail to evaluate compliance with the requirements of the solicitation. Failure to meet the characteristics may render the quote as unacceptable.

The Offeror shall meet the following minimum requirements:

i. The contractor must provide Honeywell brand name product must be new/not refurbished

ii. Provide proof of purchase through a Honeywell authorized reseller/distributor

iii. Provide proof of servicing technicians are Building Industries

Consulting Services International (BICSI) certified

(7) The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the

Government has no obligation to reimburse an offeror for any costs. The contractor shall not request, nor will the Government make, payments for any preliminary measurement, quotes, bids, site visit, time or proposal cost incurred.

C. FAR 52.212-2—Evaluation Commercial Items Addendum

(1) 502d CONS/JBKAA will issue a purchase order to the responsible vendor whose quote will be the most advantageous to the Government. The following shall be used to evaluate quotes: The technically acceptable lowest priced quote will be determined to represent the best value. Technical acceptability will be determined by an evaluation of the quoted requirements that meet the technical criteria that are contained in the solicited item description.

If the Government receives 3 or fewer initial quotes all quotes will be evaluated for

Technical Acceptability. If the Government receives 4 or more initial quotes the

Government will only select the 3 lowest priced quotes and then evaluate them for

Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if in the Government’s best interest. If additional quotes are evaluated for technical acceptability they will be selected in the order of price. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.

5. Basis for Award. 502d CONS/JBKAA will award a purchase order resulting from this RFQ to the responsible quoter whose quote conforming to the RFQ will be most advantageous to the

Government.

6. Mandatory Registrations. To be eligible for award, registration with the System for Award

Management (SAM) must be current (legacy for On-line Registration and Certifications Application

(ORCA) and Central Contractor Registration (CCR) registrations). To register or update former

CCR and Reps & Certs that are not current go to https://www.sam.gov/portal/public/SAM/ and provide mandatory information.

7. Base Access – Contractors needing a base pass must submit the following information via email to Rosa.G.

Lara, email: rosa.lara.1@us.af.mil no later than 24 hours before site visit: Full Name, Date of Birth and

Driver’s License number, see Atch 3.

8. Site Visit –All contractors, including those with base access must check in with 902 CES personnel at the

Visitor Center at 1:30 pm for accountability, located at 2602 Luke Blvd, Lackland AFB, TX 78236 on 9

Aug 2022, then obtain base pass, from there, Contractors will follow Government personnel to site location.

9. Completion of items/delivery. The Contractor shall ensure that all items/services for this requirement are in accordance with the Statement of Work. The Contractor is only responsible for Phase I of the project.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller

General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract.

If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

252.211-7003 Item Unique Identification and Valuation (Mar 2022)

(a) Definitions. As used in this clause-

"Automatic identification device" means a device, such as a reader or interrogator, used to retrieve data encoded on machine-readable media.

"Concatenated unique item identifier" means-

(1) For items that are serialized within the enterprise identifier, the linking together of the unique identifier data elements in order of the issuing agency code, enterprise identifier, and unique serial number within the enterprise identifier; or

(2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code; enterprise identifier; original part, lot, or batch number;

and serial number within the original part, lot, or batch number.

"Data matrix" means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error Checking and Correction 200 (ECC200) specification found within International Standards Organization (ISO)/International Electrotechnical Commission

(IEC) 16022.

"Data qualifier" means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

"DoD recognized unique identification equivalent" means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.

"DoD item unique identification" means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier;

the original part, lot, or batch number; and the serial number.

" Enterprise " means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.

" Enterprise identifier" means a code that is uniquely assigned to an enterprise by an issuing agency. "Government's unit acquisition cost" means-

(1) For fixed-price type line, subline, or exhibit line items, the unit price identified in the contract at the time of delivery;

(2) For cost-type or undefinitized line, subline, or exhibit line items, the Contractor's estimated fully burdened unit cost to the Government at the time of delivery; and

(3) For items produced under a time-and-materials contract, the Contractor's estimated fully burdened unit cost to the Government at the…
